exactly.... same thing in my school - websense: site blocked for category "games" but theres a continue button. The techs arn't stupid, they are just as lazy as the students:) (HS, BTW)
I would love to see the day when game attitude etc would be considered for employment - I believe its a good indication of character. And it would also cut down on the lamers in games (hopefully)
I'm too lazy to find any source right now, but I've also heard about it being tied to obesity - Basicly, your body thinks you have enough resources (ie body mass) to start puberty. Usually, you would not attain this until the "right" time. (This wasn't linked to VERY early puberty, just by a few years off average range)

Retaliation.
If you're out in a field leveling, you know who just marked you down for dumping something on you/kill stealing/etc. While your negative point to that person is justified, that person can just fire back at you with a negative. Roughly the equivalent (though not as severe) of telling a criminal who turned you in and where you live... it wouldn't exactly encourage you to use that end of the system.
well the problem with most rating systems used is that they could be abused... this sounds good though, since you would need to be in a party for a while...
FYI - this was tried in Ragnarok Online but it was taken off due to abuse. People would pay (in game) money for positive points, and you'd have people who would stalk you and give negatives at every opertunity. You could only give 1 point per day, but it was still abused by people having multiple characters on one account or multiple accounts. It opened people up to a lot of threats as well, as a planned implementation of the system would have been more chance to drop equipment when you died.
good thing to have too would be an alert, saying that the switch is in the writable possition. Something to the effect of "Your computer's BIOS write switch is enabled. If you are not updating your BIOS, please switch it off." and you can put the switch on the outside of the case maybe
those simple games that you play with your mouse that are included with windows were originally intended to teach mouse skills to people new to using them.

The difference here is that this "dinky little outfit" is a moving target. When the sites are blocked, they just create more.
It may reduce it for a time... but after a bit you can just cite legal precidence. All the hard work will be done for you :)

The final fantasy ones were nice since, you got to see things FMV so I found that kind of like a reward.
as for RTS, didn't Starcraft use cutscenes well (I don't remember as its been too long since I played campaign mode in that game)
