I believe I understand your point, but I don't think it is paranoid to consider how such a proposed "kill" switch could be abused.
We live in an era where habeas corpus, Miranda rights, and free speech are all under fire. I've seen nebulously crafted laws abused to erode personal freedoms, and I've seen laws intended to protect freedoms rendered effectively useless through exemptions.
Many laws are acceptable in the right context; the problem is that once the law is there, the government tends to broaden the context.
I think a more suitable punishment would be to give the spammer a paper cut...a minor inconvenience...a tiny pain...for each spam message that was sent.
The problem is that if/when these public services are privatized, I doubt that my taxes will decrease. I will still have to write my check to the feds (ostensibly to pay off "my fair share" of the national debt), and in addition pay for my use of these privatized services.
In the Mythbusters interview, among other places, it has been suggested that the best way to counter the myth that the moon landing was faked is to go back to the moon and bring back something from the previous astronauts. Bring something back? Like one of the *actual* sets that they used to fake the original landings? I'm sure *that* will convince the skeptics!

I have the 17" PowerBook, and the keyboard is its only flaw (and a big one at that). The half-height function and cursor keys are awkward, and you have to hold down the "fn" key for such rare combinations as "home" and "page down". Furthermore, most function keys by default are used for feature management (e.g. speaker volume and brightness) so you also need to hold down "fn" to access the raw function key mapping. I tried an extension to reverse the function key "fn" requirement, but it resets whenever you (gasp) unsleep your portable. All this makes accessing keyboard combinations in a dev environment unworkable. A rare instance of bad design from Apple. (BTW, first post! [for me at least])

A screenwriter gets an idea (probably derivative of society, culture, or the last n sequels of some other work) and writes a screenplay.
A director takes the screenplay and feels free to gut it, rearrange it, change and add dialog, etc.

A television network takes the release and edits it for content and running time for broadcast.
