Perhaps military space products can siphon funds from civilian-oriented projects, but aside from that I can only see civilian space exploration benefiting from such a decision.

I'm really surprised that people on 14" and larger monitors could still be at 800x600 for any reason in a situation where it's IT's job to set up the computers. I doubt accessibility is an issue if you are having them use Office 2007 applications.

Do you really want an operating system that tries to "protect itself" from you? Vista is a huge, frustrating step in that direction. Maybe it's good for a lot of people, but it ruins my own productivity.
