    Why?

Because as a teen you don't have anything else to do in a poverty stricken nation and no way to let your aggression out in a society who is very repressive towards sexuality and other issues.

Sure, what they really need is land and jobs and freedom, but if they can't have that then maybe they need something to better occupy their time.

Let me tell you this... If we spend on a Trillion dollars worth of food and aid for africa is won't solve a damn thing.

We need to build their economies and infrastructure. They need factories and roads and water systems and power plants. They need TVs, air conditioning, and other things to make them enjoy life as much as possible.

The Soviet Union didn't collapse because its people weren't well fed and had jobs... It collapsed because its people wanted the nice things found in the west. They wanted rock and roll cds, cars, tvs, and blue jeans!

I hope this doesn't sound crass... But people want more than food and standard living conditions... (Which of course everyone should have)

They want to do something with their life.

Even if it is just wasting their time with trvial things... This is why free technology and free software will help them.

Besides the huge amount of fully routable IP addresses IPv6 will open up, what are the benefits to the average end-user?

Being able to get around NAT restrictions or trying to get UPnP working each time they want to play a particular online game, video conferencing, or transfer files directly with another person behind a NAT.

Most End Users may or may not notice it or understand it, but often when say a group of people use a NAT they are unable to connect direct to anyone else's computer who is also behind a NAT. UPnP kind of gets around this but it has limitations since it only knows what programs are expecting to be receiving and often times may or may not know which computer to forward this too.

Say, I wanted to play Age of Empires with another person who was behind a NAT because he was sharing his internet connection with his family and I was sharing my connection with three over of my own computers. We would both have to go online and look up what ports AOE uses and then set our routers to foward request to the specific computer running AOE. Its not that hard to do, but for the average End User it can be way to complex if you don't know anything about your own router. UPnP helps but like I said its not perfect.

IPv6 would give out of the box direct connections... End Users would be able to play direct connect games, video conference, and share files via AIM or Yahoo without having to futz with their router or call their more technically inclined friend asking why "x feature" won't work with "x program" when they bought their router?

Oh and a side note... If you are wondering why Quake, UT2k4, NWN, and Skype and other services work out of the box, it is because the connection is going to a server that is not behind a NAT. If you want to host an online game or have some type of VoIP service then you leave the box directly connected to the internet without a NAT.

Governments do not have money to foot the bill for anything. God, I really wish people everywhere would realize that ALL governments operate with TAXPAYER money.

Actually, government doesn't run on tax dollars alone, but rather Government debt.

    From http://en.wikipedia.org/wiki/U.S._government_debt
As of August 2005, the total government debt is approximately $7.9 trillion, i.e. $7,900,000,000,000 ($7.9 × 1012). This is more than ten times the amount of United States currency in circulation as of 2005, estimated to be $730 billion ($7.3 × 1011). The debt can also be measured as a fraction of the nation's gross domestic product (GDP); at present, U.S. public debt is about 65% of the GDP, a rather average level when compared to other nations.

So the national debt is larger than all US dollars in circulation? It really doesn't add up. In theory this money doesn't exist and doesn't matter what you do with taxes because people think that somehow the money they pay to the government has some type of application but it really just goes into a gaping black hole.

The whole reason the US government doesn't collapse is because the system props itself up through some strange levies of government loans and other Federal Reserve schemes. Seeing they can't just print money (like they did in Germany during the Weimar Republic which lead to 1000% inflation of the DeustchMark dollar) to pay for government things, they just have to owe a great deal of money. Since people expect the US government to be here in 200 years (and it does have some of the largest militaries and government system on the planet to backitself up) people just tend to accept the debt will be paid off eventually or at least they will make a profit on the internet in 10 years.

I sort of snicker every time they argue about raising taxes to pay for this or that or decreasing funding for a certain project because in reality they'll end up selling more government bonds to China or Japan.

So yes the government could very well pay for anything like funding for this pen if it wants without raising taxes or using your tax dollars. Don't get me wrong, if they were to do away with taxes all together then the national debt would spiral out of control and it is unlikley there would be enough buyers of government debt to keep up with the costs... Heck... We might be heading in that direction now if China doesn't keep buying our debt like they are now.
