A much better idea than noise canceling headphones would be to get in ear monitors. Instead of using complicated electronics to keep sound out of your ear, they use a good old-fashioned plug. Because of this they give much better sound than sound canceling headphones. In fact many give damn good sound, as they couple very tightly with your ear drum due to the perfect seal they give.

So verizon brings a VOIP service to market that costs $100 per hour, local calls only. No customers, no advertising, almost no expense.

I agree with you though, this kind of thing really needs to be done. Just need to find a way to close the loopholes without being overcomplicated or unjust.

You describe a fan, not a heat pump. Plus the OP was right. You can use x amount of energy, to move 2x worth of energy. There isn't energy coming out of nowhere.

For example, a heat pump uses x amount of energy to run. In operation, it moves 2x worth of heat from A to B. If the heat pump is operating in area B, then area B is now recieving 3x as much heat as it would if the heat pump were replaced with a resistive heater.

Where did this magic 2x worth of energy come from? Area A, which is now colder.

For this and more, please consult our good friend wikipedia. http://en.wikipedia.org/wiki/Heat_pump#Efficiency

Almost nobody can tell the difference between 320 and flac. So why should people who want to download the latest slammin RnB hit want anything else?

Also with the way p2p mp3s are, if flac became popular, people would just transcode their 128kbps mp3s to flac.
