As for all the toolset garbage, its all moot. There are so many tools available for encoding and decoding on Windows, that work with *any* codec, including DivX, that it' snot worth googling them up. In fact, I would bet money apples to oranges that the *only* reason that the Windows MEdia Encoder won't let you encode *to* DivX is that internally it only loads the WMV codecs, not because it is designed around it, so that MS can push WMV on people.
I love Apple hardware and products. ANd believe me I am dying to get a new Powerbook or G5. But no matter what Mac product I get, I am going to end up installing Linux PPC on it.

The actual levies are set by a copyright board that is NOT under control by the Heritige Minister, who is the one proposing these extravagant amounts. The board has a history of assigning much lower levies. Example, 5 years ago the proposal was for 1 dollar a CD, the board enacted it to be 2 cents or something, which the CD companies effectively absorbed.
The board has sole discretionary power to decide what the levies are, even assuming the law is passed. And no one knows what they will set until then, but you can bet that the Industry Minister and others (eg, IBM, et al) will be lobbying heavily to have it set very low, or even zero, as they had previous set.
In short, theres no way in hell that you are going to see any 100 dollar levies on hard drives. If you lived in Canada you'd realize that.

IMO any service that is vital to a community, and which pretty much every person either does have or should have affordable acces to, should be a monopoly, because it has been proven over and over that only government controlled monopolys can do this type of service effectively. Think exlectricity, water, sewage, power, local telephone service.
With utilities such as these, the cost of maintaing the public distribution system to the degree of reliability necessary for all to have equal access to the service, makes turning a profit impossible, and privitization of these things only drives prices to the consumer up, not down. You only have to look at *anywhere* that power distribution has been privatized to see this. The prices always go up.
Note I am not talking about long distance service, but local service. I am really surprised if you have more than one local carrier available, even in the US. If that is the case, that carrier must rent the poles / lines from the old monopoly carrier, since i seriously doubt you have 2x the poles everywhere. And if that is the case, then it is highly probably the first company has to lease them out at a loss, since if they did it at a fair cost then the second company would indoubtably have to charge more than the first company, and thus fail quickly.
So either you have a government regulated monopoly on the local phone service, or a government mandated situation where one company is at a disadvantage t the others because they need ot maintain the distribution network at a loss. This situation can only go for so long before that company starts to go under, and then you have *real* problems.
