This is the iPod generation. We few that still think that the CD sales will ever get better are kiding ourselves. Think about the LP that is out of style. Only colectors buy them.
If I had all the music I have on CDs my house would be filled with them. This way I save space.
To see it from a legal point of view this idea of yours would be very good.
On the other hand, black-listing a person would be discrimination, besides a few other things.

As for when it's released... I think most people won't be buying a computer just for this Operating system. Rather they wait.
I'd recomend making him do community service, tech support for the elderly, and not having a computer for a few months. Besides no parties, no friends and the such...
Of course 1 webmail for a year without spam proctection that would be given to all would be quite nice...
So this is good news for people to keep their AMD CPU's and this will boost 64bit usage in the future....Right...
Just means loads of people will make my head turn to water when they all come back to annoy me about their precious HD content and their low grade computers!

They are going to use the moon because Mars is just too far away.
They would have to use many travels at one time to make the base within any kind of schedule.
That would mean multiple rockets at one time.

Petroleum is too much of a dependency for the worlds economy. So many things are made out of it's derivatives that we should be saving it as much as possible. Otherwise we face it running out when we're not ready for it.
Electricity is far better of an option when compared to Petroleum.
So far it's been obstructed or chalenged as a replacement for Pretroleum because most interested in the development of electricity are making more money from petroleum.
This world is not sustainable how it's being run. We might still save it from destroying us if we stop and correct our mistakes. I dought that, tho. Personally I think all this save the world talk is too late, and we are ice creams waiting to happen. Not before the earthquakes, tornados, volcanos, blah, blah, blah... You all know the drill! I can see it now! A B.S.O.D. or the new R.S.O.D. when the car is just about to start. They want smaller costs? How about a great new "Crash me!" game?
