Yes, exactly. I often add "unnecessary code" (e.g. re-throw a C# ThreadAbortException even though rethrow is the default behavior) just so it's clear to the next developer what's happening. At the very least, for unusual default behavior that cannot be easily explained with code, a comment is the next best thing.
There aren't enough bad words to fully describe how bad C++ is as a programming language. Take every single possible pitfall present in C - and there are may - and then magnify that by bolting a totally kludged class and inheritance structures on top of that.
Go to his manager, show him the pile o'crap and ask him to either light a motivational fire under the senior employee's sorry ass and demand better work or, if that's his best quality work, just fire his sorry ass, send him packing, and hire someone who knows how to code. Seniority does not equal quality.
Since I have a paying job in the software industry, I buy the latest version of what I need. If you're making due on minimum wage and a diet of Ramen noodles and Mountain Dew, this kind of cost-saving exercise might make sense, I guess.

It might be as simple as sending him to a basic course in OOP fundamentals - far too many old-school coders have no formal instruction and just don't "get OO" and insist on writing procedural code in OO languages.
Bad OO code is much harder to work with than bad procedural code and management must be made to understand the cost of letting him continue to write bad code. If he still doesn't get it, you could suggest he be moved to architecture or some other team that can use his knowledge and experience while keeping his fingers out of the actual code.
