For a long time I stopped reading the climate change discussions due to the overwhelming number of crazy, anti-science, and purely political comments contained therein—a while back, down-modding those wouldn't have even made a dent. Hopefully, the recent improvement is due to more people siding with scientific evidence and reason.

That is a serious shortcoming of the democratic process in the United States, as US federal and state governments seem hellbent on creating as many of these ineligible voters as possible, by way of, (for example):
Further, ex-convicts still have a stake in American society, and as long as they're expected to pay taxes, I believe that they should have a say in how it operates. I think that this is something that should be of concern not only to convicted felons, but to every American who is not above the law, and is therefore eligible to be branded a felon.

I've found it helpful and enlightening to set the down-mod adjustments to +2 for reading comments; most of the uninteresting trash from ACs stays at zero... I've also committed to only up-modding others' comments; it feels good to not take part in censoring other people's ideas—I recommend others to try it.

Looking to https://en.wikipedia.org/wiki/867-5309/Jenny#Popularity_and_litigation for a citation, I saw no reference to 212, but a 201 instance was successfully sold and transferred. My guess is that it probably depends on the carrier and/or local regulations.

However, my state struck down the judicial death penalty a few years ago and decriminalized marijuana possession last year, so I still have hope that improvements can continue, at least at the state level.
In the US, the basis of the legal system is that it's better to let ten guilty men go free rather than imprison one innocent man. Of course, this is a French court so they may or may not follow a similar philosophy.
That principle is known as Blackstone's formulation, after an 18th century English jurist. I subscribe to it, though in my opinion the former operand should be much greater than ten.
