Ummm... This sounds like bad satire to me.
On a side note, these captchas are getting pretty hard to read. I'm all for them for stopping automated trolling, but geez. I have 20/20 vison, and it took me three tries to post this.
That would be a much higher concentration of alchohol than what would be in skin pores. It would without a doubt be feasible to have some sort of maximum.
Why use web based Weather feeds when you can pick the data off the satellite's directly???
Connect a 137-138MHz FM communications receiver or scanner to your soundcard and get colour images directly from overhead weather satellites. You can either build your own like I did or just buy a receiver.
We live in a world of atomic clocks, of ten dollar lasers you can hold in your hand, of supersonic passenger planes and space stations. Holograms. Magnetic resonance imaging. Personal computers, for that matter.
Smart people have accomplished enough to slack off here and there, IMO.

How about something like motherboard sensor readings?
