    Stop the poor communities from growing.
    Citizenship and photo ID for services to stop people wondering in and taking advantage of city services for poor citizens.
    Then work with the poor citizens. Provide nutrition, education, hobbies, a lot of free sport to take hours in a day away from all the daily negative trapped in poverty options.
    With good schooling they can learn a trade, seek further education or find work or just have time to get the help they need. A free bus ride for poor citizens to city funded activities and support. At least they have community, new friends, medial support and something productive to do within their own city every day over many hours.
    Fill a poor persons day with help and support. At the end of all that support all day, back to a rent-controlled apartments for some relaxing TV.
    Rent-controlled apartments just offer a place to sleep. What about the rest of the day?
    City-run service are filled with illegal migrants using city services for free. City registration is not linked to national or federal databases so anyone can demand a lot of free support.
    Work out why a citizen needs to be in poverty? Stress? Depression? Some past event? What is the threshold event that a person passes to enter poverty and then sees them stay in poverty for decades?
    Is poverty like an addiction that comforts the brain to escape past issues?
    If a city is not looking after ever growing numbers of illegal migrants its own numbers of very poor citizens can be looked after with activities, medial care, housing.
    Also offer different services over the decades. Then offer retirement support.
    Once that is fixed, services can be upgraded.
    Anything to stop people from feeling the need to sell new network equipment as scrap.

    It could depend on later changes to terms like:
    Removing DRM.
    Creating a new file once DRM was removed. Uploading that new file.
    Downloading and uploading any file or copy.
    Downloading.
    Having a copy in your possession without uploading.
    Also who can detect and report any files of interest?
    Your OS? Anti virus? A public/private partnership with police powers can track your ip and scan a computer?
    Can any app scan your computer and report file checksums?

    AC its usually a gov, academic SJW or SJW in a company.
    Hate speech is anything that upsets a SJW, government, political party, monarchy, theocracy, cult or brand.
    Public private partnerships, cults, faith groups, other nations can also apply pressure.
    The result can be faith based blasphemy laws, banning cartoons to ensure global investment and access to markets.
    A communist party may want to protect the name and history of its founders and their military/political actions.
    Other Communist nations may invest in projects via banks or front companies in the West.
    With that funding comes the ability to sway the presentation of the Communist party and its ability to get results.

    A social media company may have to instruct its own internal SJW workers to remove all kinds of material globally to ensure it can attract investors.
    A theocracy or monarchy demanding blasphemy laws get enforced for their investment to save a failing US social media company.
    In the private sector a Communist party could demand no comment or results surrounding terms like Tiananmen Square, 1989, Democracy Movement for after investing in a project.

    Germany has it laws on not allowing any cult, faith, political party to endanger what was West now Germany democracy.
    Groups on the left and right can be subjected to very harsh surveillance and have their funds, publications removed.

    Years of experience with poor areas have provided a lot of understanding of how different areas of the USA react to upgraded networks.

    In wealthy areas residents apply for new plans.
    In poor areas local residents fill a shopping cart with new network hardware and plan the best way to push the full cart to a scrap merchant.

    Until an area has undergone full gentrification existing networks stay in place.

    The billions and billions of dollars helped connect America so wealthy communities who could afford new services would be connected.
    What options existed that would have not removed profit from the private telco sectors and risked generation shareholder wealth?

    Give any IPS access to any private networks at cost.
    Build a new government network for America connecting every larger community and give away fast network access to all ISP's at cost.
    Allow the free market to build fast new networks in good areas and have more basic services in communities that could never pay back for expensive upgrades.

    Parts of a city that cant afford new internet services will never pay back the cost of building a new network.
    What can be done in parts of a city that cant pay for new networks?
    Better just to replace the old paper and copper network with a good looking wireless phone that can make voice calls.
    A new low cost voice POTS for all residents. No old network wires and a nice wall wart thats good for the environment. Not having to power all that POTS network is so positive for the environment.
    If a city resident really needs internet to connect to city services, could the city not pay in full for a wireless tablet device and the data plan?
    The power fails and that new wireless phone with a big, strong battery will connect if the cell tower or IMSI catchers still have power.

    Existing networks are still within the legal term of been able to offer "internet" in most poor areas. It might not be legal to call it broadband but it is full internet and still services the poor areas.
    Local schools have internet so any of the few gifted students wanting to become a doctor or lawyer can still study for that full scholarship to get out of their impoverished parts of the city.
    They will be able to buy fast broadband in the more wealthy parts of the city after graduation.
    If they return to their old communities for some reason fast networks can be connected for commercial use.

    Study the US and other brands the CIA was able to read in plain text and don't do what they did in hardware and software.
    Learn form how their staff designed their hardware and OS. Think about how their very best internal security reviews found nothing.
    Think of how the CIA got in, stayed in, was not detected and why staff could not, would not or did not go looking for such issues.
    A lack of imagination? Skills? Budget? Staff understanding the product or just the parts they worked on? Other issues that distracted the staff from security issues? No ability or skills in house to imagine, ponder, consider or observe or find something like the automated implant branch (AIB)?

    Can crypto be trusted given the CIA, NSA and GCHQ interesting in communications over the decades?
    The past weak, junk US cryptography been offered as a standard is now really fixed? A few academics at some international conference published a book chapter on how perfect all crypto now is? Just like academics did in the 1970's?
    Or do the security services have a few ways in? Junk hardware designs, the weak tame OS, the software and crypto that offers up plain text every time?
    The world is yet to have a walk out with the modern crypto side details so the big brand crypto is still trusted?

    How to get your staff to understand how the US and UK think about crypto?
    Buy books that detail the past efforts of the US and UK crypto efforts from say 1910 to 1990.
    Embassy codes, telephone, fax, global communications, cell phones, the home PC and the internet in the 1980-90's.
    Over time the USA and UK weakened or provided junk crypto to all products sold in the West.
    To get privacy back include a comic or cartoon about creating a one time pad message on paper and entering that as the message.
    That returns privacy.
    Given the GCHQ and NSA have global reach, anonymity is not really an option on most networks.

    Then connect the data that is not traditionally listed or collected by a power company. A home that is off the grid surrounded by working class users paying their utility bills.
    No power connected? Using very small amounts of power? That might get noticed. The grid is moving too much power in that area and all the other payments locally don't cover that pattern.
    No need to wait for the next billing cycle or staff to find a site that is using no power or finally notice too much power is been lost in an area.

    People stealing a lot of power in interesting ways have found ways to trick traditional isolated databases by ensuring power usage still looks average.
    What if the power company can look at all the public data that surrounds every account?

    An AI can take a look over national averages and find out why a street would need extra buildings to be using the same amount of power.
    Are all homes occupied? Who by? Do the listed owners exist on other national databases and show normal residential shopping patterns?
    Or is it just a name with no supporting details in the UK? Why are they not using power in and shopping in expected way? The area has gas connected, what is the billing like for that?
    Connected and paying average bills exactly on time? Every other consumer on that street pays in more random ways?
    Not cooking or heating with gas, no trackable shopping, strange power usage in the area? Owner? Renter? What is that larger data set showing?
    Utility workers can then track power usage that would never show up as an error on older billing systems but is been lost to the grid over the UK.

    The IT professionals that failed to secure their hardware and software when working for big US brands?
    New brands with smarter staff will secure their new brands hardware and software and offer strong crypto.
    The "average user" will then have options.
    Buy into a few more decades of US brands that offered the CIA a way in? Or support a new brand thats more secure as the hired skilled IT professionals?
    Stay with the brands that lost control of their hardware and software or try a brand that can secure their products?

    The problem for the CIA is the "The young" are all over social media and any can buy all the years of social media data from the private sector.
    A US person entering the State department might be on some type of social media. Its hard to hide their skill set and place CIA deep in an embassy if the other nation has counter surveillance.
    So the CIA has to follow the NSA into nations digitally. When a computer collects data domestically it not illegal domestically as no human is listening in real time?

    If you want a profession, you have to lobby every year to keep others from flooding your profession offering low wages.
    Hard exams, language skills (French and English as used in Canada), the cost of education can exclude vast numbers competing workers. Add in insurance, bond and license that need a real background in Canada. If that fails, national security and criminal background investigations. Ensure that no person outside or new to Canada can pass the national security and criminal background investigation due to their nation not having the/any correct paperwork.

    The final issue is ever more Canadian graduates passing university as tests are made more easy. Make schooling more hard so they never get to university or will not pass if they get into university.
    With competition removed for decades your professional wage will improve.

    Been able to turn on any other power generation would take away from spot pricing. That would reduce profits.

    Think of buying a power grid and generators from the French perspective or as a company in China.
    You enter the market and expect a growing return for the power generated every year. No new competition. No new power plants to offer lower prices. That would be unfair given the investment made.
    A spot market to ensure maximum profit when demand is up.
    The market is just balanced and the cash flows back to the company.
    No more power is generated than is never needed and prices are kept at a maximum.
    What to tell the locals about such prices as "capitalism" and the "private sector" was to reduce prices?
    The environment. The lack of any new generation capacity or having no competition is not the issue.
    Its the wind and sun thats at fault. Local political leaders love to talk about the wind and sun and no lawyer can find fault with the suns output in open court.
    So a lot of wind and solar was added to the network to keep prices up. Consumers have to pay for their power usage, the upgrade costs to wind and solar and for the grid.
    The next cost will be new dams, upgrading the grid to withstand storms or grid upgrades with battery packs.
    So buying and driving out tanks of diesel is cheaper than been grid connected.

    A diesel pump is easy to service and import into Australia.
    Getting batteries needs a lot more currency due to exchange rates. Solar needs workers to drive out and build a system or install batteries.
    A large diesel generator has to be found to cover for when the sun is not working as expected for a few days and the batteries get low.
    A nice new network is needed to keep the batteries changed, solar working well and to turn the new diesel generator on when needed.

    Depending on the nation a lot of the smart meters are also solar ready and can help with different solar payments that might have changed over the years.
    An older analog meter spinning would not give the correct solar import, export data.
    Once the analog meter is replaced the new meter is solar ready or solar and battery account ready.

    A good private university gives the person decades of connections to find a good job.
    Its also showing the world a person can study outdated or any new programming concepts.

    Look at how the best private schools educate the best students.
    Good hardware, good software, great teachers, a good environment to learn, help with computer tasks that build on many years of quality math and science education.
    Private schools build on math, art, CS classes over years. The student is then full prepared for quality private higher education.
    Once graduated such people are fully ready for the work force and have the connections to find work they enjoy.
    Thats years of quality math and science education thats lacking from people with no formal training.
    The ability to study is also lacking. The needed environment to study may also be lacking.
    Try teaching a history of math and science for a while first. Get your students ready to study with a history of science, maths.
    Then add a lot more useful math that will help with todays complex computer issues. Finally add in Ada or Pascal or BASIC. Such languages introduced generations to computers and allowed them to study.
    Finally add todays professional computer software and build on some math skills.
    Why are past generation so good with computers? They studied math.
