Looking at the list, I was thinking, education is first step. Not many managers know about linux (even if they knew, they may be sacred of using some unknown OS). These kind of seminars should help them. Instead of charging money for these, why not linux vendors(like RedHat, Novell and others) offer these things for free.
If it is a job description of librarian to monitor what is being accessed using library computers and he did not do his job then firing him makes sense.
My take on this is, if it a policy why not block these websites rather than having somebody monitor. We all know this cannot be a librarian fault. I think somebody wanted a scapegoat and they got one in the name of librarian.
This is good. This should have been done by MS a long time ago and this should be an ongoing process. Everyone knows no OS is bullet proof on security terms. Better late than never.

This kind of requirement will often be made by existing peripherals manufacturers as this will help them be the only/or a small set of competition for that console.
To be that privileged manufacturers they are ready to shell out some money to MS. The only time it gets backfired is when MS becomes greedy and signs up so many that each of these peripherals will have a lot of competition
