Monetization model FB offers is one of the key reasons for spread of Fake News through their platform as it strongly incentivizes such bad behavior without providing any incentives for good behavior.
Think of this way, if you paid people to litter, do you think we could keep sidewalks clean without massive investment into clean-up? This is exactly what FB is doing with stories and then everyone acts surprised at the amount of garbage piled up everywhere.

Why do you immediately assume that participants going to only "create false and inflammatory stories"? Sure, some would do that. Others will provide insightful commentary and report on stories with journalistic integrity.
This is already playing out on Youtube, where individuals provide political commentary and monetize based on Patreon donations (well, until Patreon went full SJW). There channels that offer content (e.g. Rubin, Rogan) tend to outperform click-bait fake news.
I doubt Fox News would become more trustworthy if Facebook started paying them. Why would they?
Fox News exists as-is because there are no conservative alternatives readily available. Effectively, it is take it or leave it situation with Fox News for conservative viewers. With more money there might be a business case for another conservative outlet, and that would result in competition forcing improved quality of journalism.
Spread of Fake News is a direct result of death of journalism. If Facebook was serious about tackling this problem they would find a way to revenue share with journalists.
These are residual effects of American Dream. The idea is that you work really hard you will succeed and be prosperous. Well, work really hard is the only part that remained intact.
I choose to be optimistic, perhaps consequence of this mandatory gendered equal pay is that men will be allowed to "lean out" of crazy overtime and weekend hours that have been expected up to this point.
If I were writing algorithm looking for something like that, I would first model cyclical difference, then model gradual rate of change due to species, then look for rapid changes outside these parameters that could indicate civilizations or mass cataclysmic events. I would still probably end up with a system with massive amounts of false positives, but it would still be better than visiting every planet.
I intended to say it is more likely to be a probe looking for organic life in general, than a probe looking for a civilization. Consequently, if it is a probe, it could have came from much further away, as organic life was present and could be detected from interstellar distance for much longer time than our civilization.
