I don't. If a cpu or gpu uses more energy it gets hotter so it must be cooled better.
In this case you have two alternatives: use a faster fan or use a bigger fan. Because there isn't much room to use a bigger fan one has to use a faster fan. Faster fan=more noise.
but in the real world the case is a bit different. remember that globalwin cak38 with that delta 6800 rpm fan? it was nearly as loud as a helicopter. cpu coolers are starting to get quieter, with the help of wider heatsinks and wider fans (80-120 mm instead of 60 mm). but video cards are getting louder and louder because they are getting hotter and hotter.
sadly it is easier and cheaper to throw more raw power at the problem instead of designing more effecient.
first, there were two tiger prototypes. one of porsche, one of henschel. hitler always favorized porsche, but the porsche tanks always had too many bugs.
second, tiger was already an old and bulky design with a problematic gasoline motor and transmission. tiger wasn't alltogether better than t-34 - you cannot compare both. tiger had a weight of 57 metric tonnes, twice (!!!) weight of t-34/76 (27 t). t-34 is more comarable with the pz-III, the most basic german tank (22 t). and pz-III hadn't any chance against t-34.
you can compare tiger with the russian heavy tank - is and is-2 (about 46 t) which were very dangerous for a tiger.
the best german tank of the second world war was the panther - a quite t-34 copy, but much bigger and heavier.
alltogether, tiger wasn't THAT good, short of its cannon. nato and ussr already had much better tanks in the last months of war (russian is-3 and us m26 pershing, also called tigertamer)
feel free to email me if you have further questions about tanks;-)

hah. the pure and simple truth is rarely pure and never simple. first, the consequences never, i repeat, never stop potential criminals who decided to do a crime. even death penalty don't.
second, in the jail, criminals learn quite a lot interesting things and they meet other criminals. and after they are released they have more than enough knowledge and contacts to do much much bigger crimes.
large caliber rockets means that they need a large bore launchers, that's all.
