When faced with terrorism, never negotiate with terrorists becuase they might get the idea that they can influence your actions. The script kiddies might think it cool that they can shut down parts of IRC. Then the attacks become something to brag about. Thus leading to more attacks. I think the people who run the IRC servers that are being temp. shut down are bent over a barrell. IRC doens't enjoy media popularity that other parts of the internet enjoy. As a result they have to resort to drastic measures to get people's attention, even then that attention is likely only to come from the slashdot crowd. The admins need to do something and it will take something drastic to get everyone's attention. At the same time, how do you do something drastic without having to shut yourself down. Tough question, the answers may be even tougher.

I think we can all agree that voice recognition is still in the somewhat early stage, meaning that you may have to adapt your voice to get the thing to work correctly. We could also probably agree that handwriting recognition isn't perfect, you have to adapt your handwriting to get the thing to work correctly. The _coolest_ text based BBS already exists. There are quite a few Amateur Radio (read ham) sats in orbit right now. 9600 baud, but that's fine for text. All you need is a $200 radio, a TNC (kind of a radio modem), a cheap computer (even a dump terminal will work), and a directional antenna. All this can be very small, I've seen it done with a palm pilot, and a hand-held radio. All this is a little more than a phone, but most amsats (amatuer radio sats) are a lot higher so they require more power than a handheld phone. But this means the footprint is incredible, think half the world at a time. Most modern hand help ham radios put out about 5 watts and mobile radios for cars put out about 50 watts on 144 mHz.
The amsats are really not secure, but you should be concerned with sending anything out over wireless. Yes, even digital wireless.
You can, if you want to, talk on these amsats, cool to chat with someone on the other side of the world.

I think there are several points to remember when speaking of 3rd world nations. First, some nations, such as Afghanistan, have nothing coming close to human rights, at least if you consider women humans, I do. However, TV is illegal in Afghanistan, so mabye it isn't the best example. Second, Even some of the countries that do have human rights sometimes have very 'odd' cultural views. For instance, in parts of Africa, a 'cure' for aids is to have sex with a virgin girl. No wonder a fifth of Africa is dying from Aids, or will in the next 10 years. Third. I wonder if the developed worlds energies would be better spent on improving basic infrastructure instead of internet infrastructure. Who care if there is an ISP available to you if you don't healthy drinking water, or if your nations ruler is a maniac? OTOH, mabye bringing internet to these parts of the world can inform the rest of the world to the plight of living in these areas _or_ help some of the inhabitants of third world contiries learn how to better influence thier own governments for social change.
Remember the old arcade game Track & Field. To be really good, you had to lick your fingers to press the run (left and right alternating) buttons really fast. Kind of nasty to think about what was on those buttons after a while.
