As the disk shaft rotates, under the scan heads appears one set of codes. The gray code theory is that between adjacent shaft rotation positions, from all the tracks, only one single bit changes. But suppose there is an intermittant connection in a readhead for a track. Then all hell can break loose. If the fault is in a bad place, the encoder can indicate full pedal to the floor. -- Sudden acceleration.
My guess that the acceleration problem is electromachanical, and not in the logic behind managing the fuel injector system.
Putting the braking system to override the accelerator is going to cause many more problems. It is going to be hell in snowy road or icy road conditions. Imagine trying to get out from a snow bank. One has to rock the car by accelerating forward, and then backwards using the cars momentum to move the car along. One has to sort or ride the brake while using the accelerator.
The fix may have a big negative impact on winter safety, and may only be acceptable if the brake pedal has to be applied to the maximum to enable the override. That means, a problem in what to do when the vehicle stops and you take your foot off the brake. Himmmm That is my opinion.
When you export manufacturing, you export jobs and those foreign workers who want very much for their children to succeed. Why do you think that data stored on a Chinese server is less secure then one stored on a USA server. All one needs is the URL. The same software, given the URL, will circumvent the security system in place. (A bribe could be paid to get the encryption keys for either site).

I live in Montreal. When I got married 42 years ago on Nov 10th, (A weekend), I can tell you that two days later, winter hit with a 2 foot snowfall and sub-zero weather. Winter started the 12th of November and that was the norm.
Since then, on the average, winter has been arriving one day later each year. Last week, on Dec 7th, winter arrived. Snow and cold. Today (15 Dec) is the kind of weather we usually had in November.
From my perspective, in the past 60 years, I have seen winter shortened by one month in the fall, and around 15 days in the spring.
Living in Canada, with global warming, we will be OK as the earth warms. But the mid-west USA and elsewhere will become unbearable in summer, and the USA will experience (in my view) severe water shortages.
We do have to go on the assumption that the trend is there, and to ignore it is to cause your grand-children to pay the hardship price for today's inaction.
