one causation is working on a fracking rig. its probably dangerous, and there are probably a lot of new people in the area who were not prior. making hospital visits go up when populations, especially those in dangerous jobs go up
most people have NO idea what it takes to drive a truck. its not as simple as a car. they need more room to brake, and many motorists dont respect that. At least in NY
taxing behavior is never the answer. if you allow someone to do it once, then someone will tax all behavior that they find "wrong" and when the opther person has the power you wont be so happy
