I agree with getting a DSLR. I bought a canon powershot S5 IS a few years ago, but now I wish I had gotten a DSLR. It's a nice enough camera for my needs, but I don't want to buy any lenses for it that I won't be able to use if I get a DSLR in the future.
One cool thing about Canon cameras is CHDK I'm not sure if there's anything similar for other brands. I was disappointed that the S5-IS didn't have a bulb exposure setting, but you can enable it with CHDK. And it doesn't modify the firmware on the camera, it's just stored on the SD card. When you put in an unmodified SD card, the camera is back to normal.
I wonder what the percentage really is. I don't think I know anyone that would find a middle finger picture offensive enough to complain to Google about it.
What if the criminal is using his credit card to rent cars from companies that keep records on who had each car and when? Do ISPs keep logs of who had a certain IP on a specific day? Maybe they delete the logs once a month.. I have no idea, but in both cases, wouldn't that be enough to prompt an investigation?
IANABK but aren't the cells containing honey capped with wax? Maybe excess honey drains to the bottom, but from what I've seen on tv, the bees do a pretty good job of containing the honey

The lasers could be positioned so any drop could be illuminated at any time without being obscured by other drops. You might have to have a laser scanner between every other row, or use mirrors to direct the laser to the row to be illuminated. I don't know if mirrors are fast enough
Where I live there are highways that go for a hundred miles or more in a fairly straight line. Driving at night there aren't many other cars on the road. I can rest my foot on the accelerator without depressing it, or I can bend my knee and put my foot flat on the floor. That said, I still don't find many opportunities to use it. I'm sure people that live in the midwest US use it frequently. There are very long stretches of highway out there with very light traffic. It sounds like you don't live in an area where it would ever make sense to use it.
I'm going to have to double check, but I'm pretty sure my car doesn't let you turn the key to the steering lock position unless the auto transmission is in park.. maybe neutral too. (99 acura tl)
If you find yourself managing the speed of the car with with the cruise control, you're not in a situation where you should be using it. Driving on winding back roads at 25 mph definitely doesn't qualify as "cruising". It's for long stretches of highway when there's few or no other vehicles on the road.

With modern vehicles, letting the engine rotate while powered off may damage the catalytic converter when it is reached by non-burned/liquid fuel.
If the ignition switch is off, the fuel injectors won't be injecting.. Still, it's probably not a great idea
