If they start adding shit to support old browsers that don't understand CSS then you end up mixing presentation and content which is exactly what they're worried about.

What they need to do is firstly draw a line in the sand. If it doesn't support CSS then it will look boring (or crap if the browser doesn't properly ignore the CSS). Catering for every release of every browser is why new standards take sooo long to become popular. Secondly define a set of styles that are then applied to the bits of the document (like they have).

The biggest differenc between Chernobyl and Three Mile Island appears to be a combination of luck, lack of a dangerous test and reactor design. Timelines for both incidents:

    Chernobyl (towards the bottom)

    Three Mile Island

Three Mile Island, it took seven and a half hours to apply the correct remidy for the problem (for over five of which the reactor core was exposed). At nine hours there was an explosion in the reactor core. After 15 hours the core was covered in coolent again.

Compare with Chernobyl. After an hour and 23 minutes of getting the reactor in a dangerously unstable state, a minute and a half later into the test the roof of the reactor had blown off, the core was a molten lump and the building was on fire.

But most people here only watch free to air stuff. We have cable and satellite but they're only allowed to have exclusive rights to things the free to air don't want (it's more complex than that but this is /.). And what's more is they're all required to have digital terrestrial transmission by now.

So we get all our tv transmitted in unencrypted, 6Mbit (or there abouts) MPEG, widescreen. Each channel has about 21-25 Mbit of bandwidth so most stations also transmit a HD signal as well. Currently I think one of them transmit at 1080i, and the rest at either 720p or 576p as the high definition channel.

Also the leading cable/sat tv provider has just started transmitting their cable pay service using DVB-C.
