you have mentioned a very good point here and that is the difference between a data storage format and a presentation format. the problem with your argument is that word format is still NOT really a data storage format either. SGML, TeX (LaTeX), XML, etc are actual data storage format. these formats store conceptual info (like this text is supposed to be emphasized or this is a chapter heading) and then something like an interpretter along with style sheets are used to interpretthe data present and render the data into a presentation format like PDF. That is not the case with word format. Word just contains data like this text is bolded, there are newlines here, this text box goes here. That is exactly what PDF is like, just not as good. so in effect, both word and PDF could have been accepted and the PDF would have been easier to parse through since the PDF standard is openly publisized by Adobe and IMHO very easy to use (PDFs are inherently text files with the occasional binary blob and are neately divided into descrete objects, word format is who knows what). The ideal solution for the rearrangement you have indicated would be something that was designed for it like the aforementioned SGML, TeX, XML etc. In these languages, it is possible to explicitely mark data by what it actually IS and then leave the job of interprettation to outside libraries and programs.
Both PDF and Word are the same thing in a different form: WYSIWYG PRESENTATION formats.

it seems like you are a bit confused there. I have never heard of a major RDBMS coded in something other than C or maybe C++/C#. When you refer to app, you are proably reffering to the things which query the DB abd these do not get hammered. If you did write the actual DB backend in something like python, you would probably be screwed, not b/c of errors (those would probably just disapear b/c of things like memory management) but b/c of performance issues.
Its not that I want to bash python, just that claiming a mojor DB is written in something like python and not even java is stupidity at an extreme and means that the person in question needs to get a reality check on what his/her systems are doing. Python is great but definately not for DB backends. There, C is the god and probably will be for a very long time.

To do this, they use mathematical arelationships. if your give everybody a binary algorithm and all it does is add one, that is clearly a vulnerability. I am not saying that WAPL has a back door but the anonymous coward has made a valid point here which deserves consideration. Now your reproductive ability. I still feel deeply cheated by that company. They came out with a FREKIN AWESOME tech and screwd up in the marketing. They had a VLIW processor. They could have easily doubled the number of pipelines and been the performance king. they were already the power usage king to begin with. Along with specialised hardware support for task switching, syscalls etc. they could have dictated PC architecture and gien me my laptop which runs on battery for 10+ hours b/c the processor is only eating up 10 measley watts compared to its notmal 60-80 right now. BUT, what do they do. They forget appreances. Nobody was amazed be a super power efficient chip with the performance of the lowest power celeron. Normal people didn't even know about it. Buisnesses didn't care b/c transmeta had too little cash (and thus little backing) and gamers (the ones who could hae furnished all that extra money) didn't care b/c of crap performance. So now, we are stuck with slow and inefficient processors based on 30 year old architecture designs.

There are organizations who are focused on getting food, shelter etc. for these people and that these problems are not going to be addressed until education kicks in and also that these laptops if used for their intended purpose will go a long way towards that, but...
you have missed two critical points:
a)The organizations providing food are clearly not able to take care of all the needs since Africa always seems to need more of them (b/c idiots for rulers, war etc. but that is not the point here)
and
b)These people do not know that education will help without being educated in the first case. Sort of like a catch-22. If you are educated, you know its importance but then you are already educated and there is notthing more to be done but learn more. If however, you have no education then education seems like time consuming activity with little if any returns.
combining these 2 points above, we would just start a price war between the africans on ebay and the retailers starting to sell these things here in the US with these laptops.

a) Not knowing what you are talking about
b) Being too lazy to look at google of just try something at the terminal
