In reality the whole concept of the modern criminal justice system is flawed. The whole purpose should be to restore the victim as much as possible. Prisons should only be used to confine people to work off their debts to restore their victims. The problem with this is that it requires an actual victim which eliminates 90% of the crimes which are committed against the "state"
If you are poor or have bad money management you may have a choice like.
1) Having your electricity turned off. 2) Overdrafting your checking or exceeding your credit card limit triggering large fees 3) Going to payday lending service and paying the fee.
I assume the payday lending fee is much less than option 2. This is the only reason why banks are so angry and lobby to get rid of their competitors.

But the real reason to make a lander that could anchor was to drill and sample. If your priorities were the other things you could have made the whole thing more robust and capable.

I'm working on a nearly identical mission for NASA that will go to permanently shadowed craters on the poles. Because it's a cheaper mission the success criteria is very limited. We must land and take data. But the whole reason we are going is to drill, capture, bake, and sample. That is the only way to really know what is there. If we fail that everyone on the mission will feel we failed. But as long as we land and get some data from the instruments the PR will be spun that we succeeded.
