(If someone can point to an actual historical example of this, I'd be very interested.) Wouldn't reduction of power -- or at least a halt to expansion of power -- be the result of vigilance?
I made the same argument (almost verbatim) a year or so ago and the response was Estonia. Estonia currently has a flat tax and is about to lower it even more. Estonia's government is fairly young so I'm not sure it relevant in the larger scale. We already know that government spending can be cut intermittently (Britain under Thatcher).
It will be interesting to see how it works out in a decade or so.

I set up dual boot with Ubuntu version 5.04 and my knowledge wasn't that great and still isn't (I managed to nuke my install while doing a dist upgrade). I had only read one book about general Linux and GNU history and basic CLI usage. I didn't have a problem googling the information I needed to find out what to do. In my case I had to use partition magic (something else might work) to repartition my harddrive because I didn't have any unpartitioned space and didn't want to nuke my drive. Apart from that the most difficult thing was finding out which partition was which.
It's not exactly rocket science and if you can't figure that stuff out you're not as smart as you think or your google and forum skills are somewhat deficient.
Seeding on one of the better "closed" torrent sites is hard but not impossible. In other words: you're doing it wrong. Get in early on a popular torrent and seed it as much as you can. Also you can't download whatever you want until you've establish a surplus upload.
That aside there is a big problem with sites that don't factor in that the ratio is a zero-sum game. There needs to be some kind of equalizing done from time to time or else there will always be people who get banned without trying to leech. Some sites have torrents that doesn't count against your download but gives you upload points.
Maybe a good system would be an artificial increase to everyone below a ratio of one from everyone that has above a ratio of one but without any subtracting only adding (if you did subtract everyone would have a ratio of one). There also needs to be a system to prevent pure leeching but that's to specific for me. I'm sorry I can't express myself better.

Have you played Half-Life 2? I don't think you'll find anything wrong with the voice acting in that game. It's one of the few games with good voice acting.

1) If I could get heroin legally, it would be from a drug store. A retail establishment. NOT a street corner dealer. (Do you get asprin, cigarettes, or booze from a guy hanging out on the corner??) Therefore, the 'corner dealer' would be out of business. You seem to assume that he would then magically become gainfully employed, rather than continuing his life of crime.
There is a reason why so many deal drugs. It's because it's lucrative and fairly easy.
2) Even if I could get drugs legally, crime would not stop. The numbe rof crimes comitted to GET money to buy drugs might go down. But the cheap price and social acceptance would cause drug USE to go up, and therefore more crimes would be committed by people USING drugs.
Drug use will probably go up. Drug abuse is not indicated to go up. There is no strong correlation between legality and use/abuse. The United States have a lot more pot users than Holland even though in holland pot is decriminalized.
3) During the trial, it was mentioned that the street price for heroin was $10 per dose. That's not far off from from the "few dollars a pop" you seem to think will cause all drug crime to disappear. Yet, drug crimes happen all the time.

You would have to be mentally challenged to think that pot or heroin has a causal effect on murder or destruction of property.
