Further, the CO2 should be used for photosynthesis and sequestered under the ocean floor as time goes by, as the ocean is far from sterile.

The fact is that the government back then was TINY compared to what it is today (2-5% of GDP vs today's 40%, less than the smallest government in the world today, actually).
