The NSA is not permitted to spy on Americans. The Canadian equivalent is not permitted to spy on Canadians. So they spy on each others citizens and exchange information.

I believe you are thinking of the CIA, who is not suppose to operate on domestic grounds. A simplified view is that the NSA is basically the domestic branch of the CIA.

Does this mean I don't have to pay off my circuit city credit card?

More than likely the Circuit City Credit Card is actually just a major bank with a licensing agreement to use the CC logo (look on the back of the card or on a statement for something like a HSBC/Citi/Chase logo).

Plus, them declaring bankruptcy just affects what they have to pay to the people who they owe money not affecting people who owe them money. Much like if you were to declare bankruptcy, your job will still pay you for working there.

Your analysis while good, fails to take into account that the Auto-Dialer company is also going to lose money on time/lawyer fees. So if enough people sue them, they can lose a rather hefty chunk of change.
