Yesiree, Republicans know full well that there is voter fraud, and that is because so much Votter Fraud is performed by Republicans - highly ranked ones even - And your wet dream of a voter ID is going to do nothing, not one thing but eliminate a trite old chestnut of a talking point.
Personally, I'm in favor of voter ID - but given that Republicans bring it up every election cycle like it is the cure blessed by God himself for them thar godless commiecrats and their letting them chocolate people - who always commit fraud, amirite? - is just Bullshit - to use your term.

If your state has e-voting, your elections are a farce. You might as well not vote. There is overwhelming evidence that e-voting has already flipped major elections in the United States, which means e-voting machines that are currently being used, that have absolutely no paper verification, have nullified your rights as a citizen.

If you read the contract, there are a number of things that jump out at you.
The contract was signed September 17, 2012. Given the time needed to generate quotes, negotiate the contract, and work it through legal, it is obvious that this was in the works for some time prior to that.
If you read pages 17 & 18, the purpose is to export comma separated value (csv) files in the format specified in the contract.
The program is written in COBOL. (As has been discussed many times on Slashdot, all great hacks are performed in COBOL.)
I see in the meeting notice below that the OHIO BOARD OF VOTING MACHINE EXAMINERS was scheduled to meet June 21st. That would seem to be about right to start dealing with this proposal / contract.

Ohio Secretary of State accused of installing suspicious software on voting machines
Ohio law allows for the experimental use of voting equipment as long as it’s restricted to a limited number of precincts, and under the experimental label, equipment can legally be used without certification.
The Free Press revealed the contract between Husted’s office and the contracted vendor Election Systems and Solutions reads that the software has not been and does not need to be reviewed by any testing authority at the state or federal level.
Election Counsel Brandi Laser Seske sent out a memo to Secretary of State personnel yesterday, detailing the software. In the memo, she explains the software did not require review because it is not “involved in the tabulation or casting of ballots or a modification to a certified system.”
Matt McClellan, a spokesman for the Secretary of State’s office, told theGrio that no patches were installed, describing instead a reporting tool software meant to “assist counties and to help them simplify the process by which they report the results to our system.”
I think this can be filed under "narrative fail."

There are enough sources here, both from original research and links to other research and stories, to convince anyone who has a reasonable willingness to evaluate the evidence on its merits.
When you're talking about evidence of GOP election fraud, the sheer volume of examples represents something of an embarrassment of riches. The feeling one gets is not so much shock at finding out just how blatant this has been, but amazement and concern that the mainstream corporate press has so comprehensively ignored the stories.
Just start with the entries for the past month or two, and by all means click through to the original sources. Let me know what you think.

I realize that recall is in the rules, but you guys have to be the sorest losers ever.
Says the guy stumping for the party that less than a year ago was screaming "The people have spoken! The people have spoken!!" then, 8 months after "dropping the bomb", falls all over itself trying to prevent the people from exercising their right to recall their elected reps. They shot their wad and figured that the opposition would just piss and moan and sit on their hands; now that they're using the system to push back, now all of a sudden we need to start playing all sorts of games with voter ID, try to force the recalls to happen in the newly created districts that don't even legally take effect until November 2012, invoke a law that hasn't been used in a century to legally place their own operatives in the polls as part of their "strategy" (gee, I wonder why that could be?), pushing to try and declare it illegal to sign a recall petition more than once (which people were almost forced to do by all the Tea Party idiots screaming on Facebook about how they were going to collect signatures and shred them later, ha ha ha, oops, that's a felony?!). Talk about sore losers, we're not sitting here trying to change the rules when we're losing the game like a bunch of spoiled brats.
And a voter-ID law--what? students don't carry school photo IDs and/or driver's licenses? You can't cash a check or board a plane without ID, but a voter-ID law is "disenfranchisement"?
Uh, school photo ID's weren't acceptable until the UW jumped through a lot of strategically placed hoops to have their ID's recognized at a cost of $700,000 to the state. Tech school ID's are still not allowed because "tech school students typically commute to school" or some bullshit reason. But in order to qualify, the ID must have the student's signature and expire within two years of the date of issuance. Within two years? My driver's license, which is an acceptable form of ID to vote, expires in 2018. So, please, explain to me why a school ID isn't good enough if it's more than 2 years old but my driver's license, which still has my address on it from like 4 apartments ago, is?
And you don't explain how the elderly are being kept from voting. They can always get IDs if they need them.
Simple: Elderly people are less likely to be driving, and thus are far more likely to have an expired ID card. How many people in nursing homes do you think are concerned with running down to the DMV when their license, which they haven't used in years, is expired? And how the hell do they get down there to renew it? What if they're bedridden, or don't have anyone to drive them down there? They just don't get to vote anymore? And yes, expired ID's are allowed to vote via absentee ballot, but the ID must be dated no later than the last election, November 2010 in this case. They must also be photocopied and mailed in ahead of time. I mean, everyone has a photocopier in their home, especially the elderly, amirite?

You think I'm cheering for Obama? I don't give a fuck about him or any other Democrats, either. They're all equally corrupt, they're all on the take. But, unlike the typical partisan assholes flooding this state as of late, my absolute disgust with Scott Walker and the other Tea Party Republicans in our state legislature does not translate to an endorsement for their opponents. I don't want to just recall the Republicans, I want to recall everyone, again and again and again, until the special interests and lobbyists either run out of money or get tired of throwing it away on perpetual campaigns.

As Thursday's show continued, I received confirmation that I, personally, along with members of my family, had been highlighted in Themis' proposed hit job, as ThinkProgress followed up with a second story, based on several other emails from HBGary's CEO Aaron Barr. The email focused on me included names, personal information, home addresses, etc. of myself, family members and a number of other members of VR. Naturally, I reported on the then-confirmed news in the second hour of that night's Malloy Show.

When asked to investigate pro-union websites and WikiLeaks, Barr turned immediately to his social media toolkit and was ready to deploy personas, Facebook scraping, link analysis, and fake websites; he also suggested computer attacks on WikiLeaks infrastructure and pressure be brought upon journalists like Glenn Greenwald.
His compatriots at Palantir and Berico showed, in their many e-mails, few if any qualms about turning their national security techniques upon private dissenting voices. Critics like Glenn Greenwald contend that this nexus of private and public security power is a dangerous mix. "The real issue highlighted by this episode is just how lawless and unrestrained is the unified axis of government and corporate power," he wrote last week.
Especially (though by no means only) in the worlds of the Surveillance and National Security State, the powers of the state have become largely privatized. There is very little separation between government power and corporate power. Those who wield the latter intrinsically wield the former.
The revolving door between the highest levels of government and corporate offices rotates so fast and continuously that it has basically flown off its track and no longer provides even the minimal barrier it once did. It's not merely that corporate power is unrestrained; it's worse than that: corporations actively exploit the power of the state to further entrench and enhance their power.
Even if you don't share this view, the e-mails provide a fascinating glimpse into the origins of government-controlled malware. Given the number of rootkits apparently being developed for government use, one wonders just how many machines around the globe could respond to orders from the US military. Or the Chinese military. Or the Russian military.
While hackers get most of the attention for their rootkits and botnets and malware, state actors use the same tools to play a different game—the Great Game—and it could be coming soon to a computer near you.

True, only in the sense that in the 20th century, although the Speaker of the House could impeach the President for the same conduct he was engaging in himself, back in the 20th century when you just made things up with absolutely no basis in reality, it wouldn't be broadcast on every tv "news" program as fact. Fox "News" has always been trash, but some of the others used to check their facts. Now, it seems only Liberals and Progressives even bother.

Pretty sure GP is referring to Clint Curtis accusing U.S. Congressman Tom Feeney (R-FL) of asking him to create vote rigging software. It's all a bit nebulous. According to Seminole Chronicle he gave "sworn testimony to Democrats on the House Judiciary Committee investigating allegations of voter fraud in the 2004 presidential election involving touch-screen voting in Ohio".

Your software runs on hardware, hardware which is not checked, because to check such hardware you would have to destroy it by reverse engineering it under an electron microscope.

I used to be all for the Law Enforcement, but...
Lost in this whole discussion with Homeland Security -- is how do we make sure the people watching us, aren't the problem?
It's been almost a decade now, that I've felt that there was NO OVERSIGHT on people with power, and of course, we only put on trial the few bad apples that are disposable. But if we cannot have anyone at the Fed accountable for destroying the economy, if we can't have anyone at the Pentagon accountable for absolute failure on 9/11 and then LOSING $2 Trillion dollars that seemed to miss the headlines on 9/12, what the heck is the point of sniffing up every business man's trousers --- if they are REAL bad guys, they might just be working for Homeland Security.
Did anyone investigate why Homeland Security was funding the CIA's "Prostitutes and Poker" scandal at the Watergate Hotel? Did someone just declare "bygones" and we all forgot about it?
There is no transparency and accountability in regards to abuse. For all we know, HS could copy the hard drive of someone from GM and give the data to someone at GE for a great price. The risk/reward for corporate espionage when NOBODY IS WATCHING THE WATCHERS -- well, corruption is inevitable.

We've been reporting for the last week or so on the ES&S iVotronic touch-screen voting machines which are flipping votes from Democratic candidates to others in, so far, at least four states. We've showed you actual footage of it and how even after being "recalibrated" these machines still continue to flip votes.

Unfortunately, it's not just the error-prone, hackable, wholly unverifiable iVotronics from ES&S which are failing. Error-prone, hackable and wholly unverifiable Direct Recording Electronic (DRE, usually touch-screen) voting systems made by Hart InterCivic, Diebold and Sequoia Voting Systems are also having the same problems across the country. And the Democrats, who have the most to lose, continue to do nothing about it...
On Monday, we posted a video of a WV county clerk demonstrating the vote-flips on the ES&S iVotronic and suggesting that the problem was due to touch-screen calibration issues on the machine. The video then shows the clerk inserting a cartridge into the machine to recalibrate it, after which the machine still mis-records a vote.

While recalibration has been ordered in many of these cases, it needs to be pointed out that there is no way that any touch-screen voting machine should ever have a cartridge inserted into it, for any reason, by anybody, after it's already been programmed for an election. That is the very moment these machines are the most vulnerable to malicious software and other forms of tampering and attack. That recalibration is being advised where these problems have occurred --- instead of complete removal from service, to be replaced by paper ballots --- is insane.
Recalibration, so far, has been the response prescribed by election officials and, to their shame, we have seen absolutely no sign that the DNC and Barack Obama attorneys have done anything to take appropriate action
... ... We now have reports of voting flipping in Texas on both Hart InterCivic DREs and, of course, the always unreliable ones made by Diebold.Last week, from the Houston Chronicle:
[Harris County Clerk Beverly Kaufman's] office was informed early today that some of the first voters had cast straight-ticket Democratic ballots and then discovered that the electronic machines listed them as voting for John McCain in the presidential election.
In the report, Kaufman, as expected, tries to play down the reports of problems. Harris County (Houston), the largest county in the second largest uses the Hart InterCivic eSlate DRE. Though the eSlate is not a touch-screen --- voters use a wheel and a button to select candidates from the computer screen --- it's still an unverifiable DRE voting system.
Our friend Pokey Anderson, an election integrity advocate in Houston, and host of KPFT/Pacifica's Sunday Monitor program, confirmed with one of the first 30 or so voters to vote on the first day of early voting at the West Gray Multi-Service Center that her straight ticket Democratic vote was flipped to McCain

Because you're looking for a political conspiracy where there is none. And your "Brad Blog" would know that too if he would RTFA he himself linked from. The women weren't convicted of conspiracy, they were convicted of negligence. The conviction was for, and I quote, "for rigging the 2004 presidential election recount to make their job easier.". This was a case of two elections workers being lazy and getting caught, not colluding in a conspiracy to throw the election. One of them was a Democrat. Their supervising board consisted of two Republicans, and two Democrats. And in the recount, Kerry actually gained votes, and Bush lost votes, something the court never disputed. The court also didn't allege that the recount was fraudulent. Their boss said they simply made some mistakes, but the prosecutor and judge stated they thought there was "more" to the story, and seemed to imply that they thought more election workers were cutting their workload in violation of election laws, and that the two convicted women were covering for fellow workers, who came from both the Democratic and Republican parties.

Brad Blog has this story from when Diebold had a picture of their key on their corporate website back in January 2007. Diebold's since replaced the picture. There's a video of the key in action @ the link I just posted.

While I couldn't find the story I was looking for,which is a shame since it was written about my neighbor, here is another example of how we're boned. We had a big stink here in 04 as one of my neighbors to prove the voting machines sucked wrote his name in every single slot and then asked to look at the tally,not only was there not a single vote for him but in a heavily democratic neighborhood nearly everyone voted republican. I know my sister has tried to register to vote for nearly 8 years now,yet when it comes time they turn her away because "we can't find you in our records" and they refuse to give her an absentee ballot. I tried to tell her not to try to register as a democrat,but she never listens to me and has finally given up on trying to vote.
So basically here with our broken electronic ballots a write in vote = republican,at least according to their machines. Anyway our tallies are starting to get bad enough I'm starting to wonder if anyone's votes are counted or if it is like pro wrestling were the results have already been decided before the contest. But that is my 02c,YMMV
