Outrageous...
As someone who works with 3D characters everyday, I can call this "competition" what it is: a joke. 90%+ of the entries (not from TFA, which is from last year) are straight out of Poser. The only talent required is dressing the premade model with premade clothes, and then posing her.
If you want to see world class characters you should visit http://www.cgtalk.com/, or buy the book they printed recently, Exotique (you can see sample pages here:http://tinyurl.com/8c3rr). Even at the small sample page size you can easily see that the quality is much, much higher. -

Try Corel Painter. Unsurpassed natural media painting program... lots of great Photoshop & Painter graphics here. Painter supports brush plugins, I wonder if MoXi will be released as one...

Capable of what, exactly?
Modelling and texturing? Sure. Especially for sub-d character modelling, Blender's toolset is extremely capable. The LSCM UV unwrapping is arguably better than in many of the big 'high end' apps - some people have been bringing it into their pipeline for that feature alone.
Character animation? Technically yes, but can be very difficult and inflexible, so practically, probably not. A big rewrite of Blender's animation tools is planned for an upcoming version, after which, the answer will a lot closer to yes, but that remains to be seen. Having said that, it held up fine for the previs animation on Spiderman 2.
Rendering? No. Blender's renderer is fantastic and very fast for video work, but doesn't have nearly the same sort of flexibility and robustness as you'd get with something like PRMan or Mental Ray, that these guys doing Star Wars would be using. On the other hand, there are a few Blender -> Renderman exporters in various states of completion, and if you had the resources, it shouldn't be difficult develop these further or write your own.
Effects such as particles, dynamics, etc? No. Blender's particles are rather limited and don't provide enough programmable control for the hard-core cases. Blender has no dynamics system yet, though the next release will include soft body dynamics. Since it's in development, it remains to be seen how robust it will be, the tests so far have been promising for everyday work, but still probably won't compete with a fully specialised system with teams of TDs tweaking it. I don't think it's targeting that audience anyway - more of an artist's tool. -

In 2003 I believe the charging system was changed and you were quota'd. Then they let you use /.!
CGTalk was also banned, which was a PITA. -

Some tips
Post want-ads on graphics Internet boards. Search the web to find graphics boards. Here are a few to get you started:
CGTalk
Polycount
And there are many others out there. Many have help-wanted boards.
Just use a standard work-for-hire type contract. That is, you will own the copyright. Then you can do whatever you want with it (like release under an open-source license). This is just standard practice for contract work of any type. There are lots of contract templates on the web and just about all of them assign copyright of created works to the person/company paying for it. -

I can't help you there, but go see http://www.cgtalk.com. VERY talented professionals there doing 2D and 3D art. It's all posted in the forums. Here's something I made to give you an idea of what the work-in-progress pieces are like. I wouldn't say I'm exactly at the top of the talent pool here, either. You'll see what I mean. -

Are artbooks that popular to Slashdotters?
Well I have to admit, I'm STUNNED to see this story posted on Slashdot. Are a lot of you interested in concept/3d work?
I ask because I'm a 3D artist, and every month I have new stuff from concept to finished 3D added to my portfolio. One day, I'll have enough for a book if I decide to go that route. Have a peek here, here, and here
So I have to ask, is this the type of thing some of you would buy? If so, besides pretty pictures, what would you want out of it? Anything? Lots of text explaining in great detail what I did and why I did it?
I'm not so much asking "would you guys buy my book if I made one?", but I would be curious what is behind the decision to buy one? Is it for informational purposes, or is it just cool to see how a game you like is made? I guess I'm just stunned that Slashdot would find it that interesting. I'm curious if it's because art is appreciated, or if there is some general curiosity about how one goes from a paper drawing to a realistic 3d rendered model. Man I'd be happy to share what I know about that topic, for the most part I really have only been able to talk to fellow artists about it. -

ZBrush, Mesh Surgery etc?Can't see the videos, but it sounds an awful lot like ZBrush. ZBrush is a 2D and 3D tool, looks really interesting (if only I had a larger 3D app budget).
Also as a Cinema user, I purchased Mesh Surgery, which has some nice tablet or mouse free hand painting effects. It's a nice tool (a little buggy the odd time), great for adding muscles little ripples, painting landscapes. Good Stuff, and pretty cheap (if you have C4D 8.2)

I highly recommend visititing CGTalk to view some of the discussions and images. They have forums for the major packages, threads for posting work in progress and finished images, and it's and all around great site with many professionals.
