... it is just that the phone networks don't want you to have them.
I have a 5", quad core, 2GB RAM, 32GB Flash smart phone from Chinavasion. It is much like a Samsung S4, and cost US$250. Unlocked as a standard feature, and with dual SIM, Took five days to from order to doorstep. Plugged in my work SIM and my own SIM and gave back a my work's S3.
A cheap 4" can be had for under $70.

Well not sure if this is the right approach but...
Well, I am not sure that this is the right approach but there seems to be plenty of jamming devices around that you could use during exams. Just put some signs near your exam room like "jamming devices at work" so everybody know that they have to go a little farther away in order to get connectivity and calibrate your jamming device appropriately so you do not jam the whole campus

GPS + SMS.
You probably don't want it continually transmitting. Easiest way would be to it respond to a 'ping'. http://www.mightygps.com/smsgps.htm looks to fit the bill perfectly. There are probably cheaper Chinese clones.
Get it a SIM card and you'll be able to track her anywhere there's AT&T Signal (so you're equally fucked anyway). Google Maps API kicks ass. It's not hard to write some code to take that SMS and turn it into a dot on a map.

However I agree with the other posters. Your kid's fine. How many kids have they PERMANENTLY lost? So the kid gets on the wrong bus. Teach your daughter English and she should be able to find out where she is at any time.Reminds me of the mother who caught a ton of flack for letting her young son find his own way home (he asked to) from a big store in NYC.

This is the same Chinese outfit that makes such great knockoffs of other stuff, like this copy of a Samsung WEP-200.
When the WEP-200 first came out, I ended up needing a new headset, and it looked cool to me. Imagine my surprise when I couldn't even buy one for two weeks. All the mall carts had were the copies. And they weren't that good.
China has a ways to go. Creative I wouldn't call them. Opportunistic. Which also works.

I'm quite happy with my unbranded Chinesium MP4 player that I bought from Chinavasion.. All I wanted was something that would let me watch TV shows or movies at the gym. I looked at the iPod Touch and Nokia N800 products but they were all over kill (and over priced). This fits the bill perfectly. The software is XP only and just a gui wrapper to mencoder, but the ini let me write a nice shell script to do it on Linux/OS X.
There are quite a few products on that website that seem pretty cool. I'm thinking of getting the toothbrush cam to see if it will make a cheap bore scope for engines, etc. This hard drive enclosure seems pretty cool (Although I'm sticking with my XBMC).
The BEST part about all of these products is that they can't afford a proprietary connector nor can they afford to lose market share to not being able to connect to everything. Everything is Mini-USB or USB.
The biggest problem they have right now is UI and translations. The "MP5 Player Manuals" is quite entertaining to read and full of Engrish.

I definitely agree with the size point. The 'redundant plastic' is usually just the crazed idea of "design enhancement" of some guy in a Chinese factory. The IC for most of these drives is tiny, and also in most cases, identical across different brands. And these days I reckon there's simply no point in getting a USB drive only: why not get something the same size that will also play music and tune into the radio?
