Well luckily for you, Win-R still does exactly what it used to do in XP. You're complaining that two completely different features don't provide a 1-to-1 mapping to the functionality to each other. IMHO the Win7 search bar is way to slow and practically useless. I replaced it first with Find and Run Robot and then Launchy because Mouser is a silly fuck who likes to annoy is users and make them periodically visit his stupid fucking forums to get a free code, for no obvious reason what so ever.
The problem with the Win7/Vista Start Menu search is that is apparently is incapable of caching results, even though it burns cycles like no-ones business building some (apparently) useless index. It still takes 10-20 seconds for the silly thing to recognize a search string that I use all the time. By contrast, FARR and Launchy are pulling up results as I type, and actually bother to learn that when I type "notepad++" the first result should be the actual application, and not the bloody help file.

Not sure how well it scales to your level of data, but Find And Run Robot may be just what you are looking for.
A couple other comments mention Everything as being quite good, but is not when I have tried out.

Markov Chain Monte Carlo Online WorldCup Simulator
I've written an online Markov Chain Monte Carlo simulator where people can experiment with pairwise team predictions in order to not just predict tournament winners, but more interestingly, to evaluate the most profitable expected payoffs from current betting odds (which are almost never the most likely teams to win). The page goes into the statistical basis of Markov Chain Monte Carlo (MCMC) quite a bit, and the simulation is all done client-side using javascript. It's a bit out of date now but the quality of Foxit has not changed in V2.3. Compare the font rendering to Adobe or Sumatra.

Try ProcessTamer. It lets you define rules and automatically raises/lowers the priority of "misbehaving" processes. Quite a nice app, too bad it has an annoying free registration procedure (as does most of the software on that site). --CK

Not all people who download things are moral-free. With music, for example, many people download music to try it out and then buy it if they think the artist deserves the money - and not buy it if it's not worth the money.
This sounds like a nice idea, but most people that download music, burn it and don't bother buying it.
When I was in college back in 2000, everyone I knew stopped buying music when napster came out.
It's human nature. If you are not forced to buy something, you most likely won't.
