I was thinking more along the lines of how Germany handles driving licenses* - you have to be first aid certified, take (and pass) required training courses, pass both written and practical exams... all at your own expense.
Now, most people would balk at extending those kind of requirements stateside (I presume because they fear they won't be able to pass), but regardless of opinion there is a strong correlation between "advanced" driver training (and by "advanced" I mean more than the none that many US states require) and lower accident rates.
* For their own citizens; recent reciprocity changes make it a lot easier for some foreigners to trade their home licenses for German ones.

Why not just introduce a German style Drivers License test, along with the cost, the instruction and the detail that those guys go through.
If I am ever in some sort of dangerous situation as a passenger in a car, I would pick a person with a German drivers license as the best person to be behind the wheel if I had a choice. -

When the Red Army Faction assassinated Alfred Herrhausen in 1989, they used a photocell trigger to set off an "IED" in a bicycle bag. It was a superbly precise job which targeted the actual position in the car occupied by Herrhausen.
Fast forward to now. One might scan the sensors on a target vehicle as it drives a common route, emplace IEDs on multiple routes, and break out the popcorn (or pita as the case may be) until the target drives by. This would be ideal for political hits where the target uses a specific armored vehicle.

What is the point of owning a street legal racing car when you aren't allowed to actualy race it on the street beyond the first gear?

here is my suggestion: take some time off! Visit lovely Germany with its elaborated system of unlimited highways famously known as Autobahn. Experience the genuine feeling of passing by pathetic, unworthy Volkswagen Passats, leaving them behind on the right lane like they are standing still while zooming over the tarmac on the left lane at unimaginable 215mph, and all this without any fears of the highway police who gratefuly welcomes anyone who obeys the speed limit of at least 40mph. Or choose the inter-city roads traveling the landscapes. Although limited to 60mph, the beautiful picturesque design and lay-out of the road provide an unporecedented experience.
But maybe you will find this too expensive, for there is one thing that even you can not buy and no one has too much of, you do not have the time. -

While one can ask whether or not art can be made when done under the aegis of Naziism, this film cannot be denied as a landmark in the art form. Riefenstahl's work in "Triumph of the Will" rivals Welles' achievement in Citizen Kane.
She was one of the first to use the camera as a 2nd person observer of the action.
All that said, I don't like her.

Actually, There are speed limits, albeit "temporary" or recommended ones, some as low as 100 km/h. ...the German Autobahn ? The german highway system where you can drive your car without a speed limit
