Government Report Examines Alternative Energy Research

The report notes that despite continued funding [PDF], U.S. reliance on oil has only dropped from 93% to 85% since 1973. It goes on to evaluate how the most prominent fields of research have developed in that time period, and where they are likely to go in the future. -
Open Source Robot for Household Tasks
bednarz brings us a NetworkWorld story about the development of a robot through an open source project. The objective of the project is to "take robotics from research into homes." Quoting: "One of its immediate goals is to build 10 robots and make them available to university researchers as a common platform that can be tinkered with and improved. Willow Garage will also supply 'an open-source code base integrated from the best open-source robotics software available,' President and CEO Steve Cousins said. In Cousins' video presentation, the first version of the robot could be seen vacuuming, picking up toys off the floor of a living room, taking dishes out of a dishwasher, and most importantly of all, using a bottle opener to crack open a cold, refreshing brew." -
NASA to Test Emergency Ability of New Spacecraft
coondoggie writes "NASA this will show off the first mock up of its Orion space capsule ahead of the capsule's first emergency astronaut escape system test. NASA said it will jettison the full-size structural model off a simulated launch pad at the US Army's White Sands Missile Range in New Mexico. The launch escape vehicle sits atop the Orion capsule which is slated to be bolted on an Ares rocket. The escape vehicle is made up of three solid rocket motors as well as separation mechanisms and canards, and should offer the crew an escape capability in the event of an emergency during launch, according to NASA." -

"The owner of three companies that billed more than $30 million in bogus collect call charges, an activity known as cramming, to millions of consumers throughout the country, has been banned forever from all billing on local telephone bills. Willoughby Farr agreed to the lifetime ban as part of a federal court order settling Federal Trade Commission charges that he directed a massive unauthorized billing scam for more than two and a half years. The settlement contains a monetary judgment of $34,547,140, which will be partially satisfied by Farr's transfer to the Commission of all but $7,500 of his frozen assets, the FTC said." -

Akamai Wins Lawsuit to Protect Obvious Patent
brandaman writes "Akamai, the largest content delivery network (CDN) with about 70% market share, recently won its lawsuit against the against second largest CDN - Limelight Networks. The suit asserted that Limelight was infringing on Akamai's patent which, upon examination, seems to be somewhat on the obvious side. 'In accordance with the invention, however, a base HTML document portion of a Web page is served from the Content Provider's site while one or more embedded objects for the page are served from the hosting servers, preferably, those hosting servers near the client machine. By serving the base HTML document from the Content Provider's site, the Content Provider maintains control over the content.' Limelight is obviously not pleased, and this is not the first lawsuit Akamai has won regarding its patents." -
IBM Optical Chip Zips Huge Files Using Little Power
An anonymous reader wrote to mention that IBM has unveiled a new prototype chip that can transmit data at up to 8 TB/sec, or about 5,000 high-def video streams. While this might not be entirely amazing, the fact that they did it using the same amount of juice required to light a 100-watt lightbulb, is. "The resulting total bi-directional data transfer rate is 300 Gb/s, nearly doubling the performance of a version IBM introduced last year. Compared to current commercial optical modules the transceiver provides 10-fold greater bandwidth in 1/10 the volume while consuming comparable power, IBM said." -

DARPA Funds Development on Modular Satellite Network
coondoggie points out a Networkworld story about plans for modular satellite technology which is intended to replace modern, "monolithic" devices. The project hopes to solve issues of scalability and reliability by separating the typical satellite systems and allowing the different modules to change function when necessary. Quoting: "According to DARPA such a virtual satellite effectively constitutes a "bus in the sky" - wherein customers need only provide and deploy a payload module suited to their immediate mission need, with the supporting features supplied by a global network of infrastructure modules already resident on-orbit and at critical ground locations. In addition, there can be sharing of resources between various "spacecraft" that are within sufficient range for communication. DARPA said ... within the F6 network all subsystems and payloads can be treated like a uniquely addressable computing peripheral or network device. Such an approach can provide a long sought after "plug-n-play" capability, according to the agency." -

For example, Carnegie Mellon was responsible for the robot's design and testing, and the Northern Centre for Advanced Technology built the drilling system. NASA's Glenn Research Center contributed the rover's power management system. NASA's Ames Research Center built a system that navigates the rover in the dark. The Canadian Space Agency funded a Neptec camera that builds three-dimensional images of terrain using laser light, NASA said." -

Despite its recent increases in hiring, the agency has acknowledged that it cannot hire its way out of the backlog and is now focused on slowing the growth of the backlog instead of reducing it. This too is but one of the goals of the Patent Reform Act currently making the rounds in the US Senate." -

Sneak Peek at Windows Server 2008
stinkymountain writes to tell us that NetworkWorld got their hands on Microsoft's latest addition to the server OS market and had a chance to poke around inside Windows Server 2008. It seems that the new release is a vast improvement over older versions in both security and performance but still lacking in several key areas. "There's even a minimalist installation called Windows Server Core that can run various server roles (such as DNS, DHCP, Active Directory components) but not applications (like SQL Server or IIS dynamic pages). It's otherwise a scripted host system for headless operations. There's no GUI front end to a Windows Server Core box, but it is managed by a command line interface (CLI), scripts, remotely via System Manager or other management applications that support Windows Management Instrumentation (WMI), or by Remote Terminal Services. It's also a potential resource-slimmed substrate for Hyper-V and virtualization architectures." -

DKIM is an emerging e-mail authentication standard developed by the IETF. DKIM, which stands for DomainKeys Identified Mail, allows an organization to cryptographically sign outgoing e-mail to verify that it sent the message. DKIM addresses one of the Internet's biggest threats: e-mail fraud. As much as 80% of e-mail that purports to be from leading brands, banks and ISPs is spoofed, according to a report released in late January by the Authentication and Online Trust Alliance (AOTA)." -

Reform Could Kill EFF "Patent Busting Project"
netbuzz alerts us to a letter the EFF sent today to Senators Leahy and Specter pointing out a deleterious clause in the current draft of the Patent Reform Act of 2007 — which EFF generally supports. As written, the proposal would kill the EFF's Patent Busting Project. Fine print in the bill would limit the time in which a patent could be challenged, by anyone other than those suffering direct financial harm, to one year after the patent's grant. Since the EFF is non-profit it would have a hard time showing financial harm. -
Dell Suit Reveals Lucrative Domain Name Trade
alphadogg writes "A civil suit filed in Florida by Dell and its Alienware subsidiary is giving insight into the enormous sums of money that can be made by creating Web pages full of advertising links. In October, Dell sued a group of domain registrars, alleging the companies bought more than 1,100 domain names with trademark-infringing characteristics, such as 'dellbatterrogram.com' in order to put advertising links on the pages. The practice, known as typosquatting, is illegal. Dell alleges that the group of defendants, mostly registered offshore, control over a million domain names and have used over 64 million." The article also mentions Google's love-hate relationship with such shady advertising practices. -
Torvalds Says Microsoft is Bluffing on Patents

coondoggie writes "The US National Oceanic and Atmospheric Administration this week announced a $3 million, three-year program that to test the use of unmanned aircraft to measure hurricanes, arctic and Antarctic ice changes and other environmental tasks. The agency said the drone aircraft would be outfitted with special sensors and technology to help NOAA scientists better predict a hurricane's intensity and track, how fast Arctic summer ice will melt, and whether soggy Pacific storms will flood West Coast cities. Starting this summer, unmanned aircraft will take instruments on research flights that are too dangerous or too long for pilots and scientists." -

More Federal Workers are Telecommuting
An anonymous reader writes "Boosting the ranks of federal employees who telework is a slow, sometimes painful process, despite numerous incentives and legislative edicts lobbed at U.S. agencies over the years. Take the situation at the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), which last month was ordered by a federal arbitration panel to allow its legal instrument examiners to telework on a pilot basis. ATF was against letting these specialists telework because it says the material they need to remove from agency offices in order to telework posed a security risk. The Federal Service Impasses Panel (FSIP) became involved at the request of the National Treasury Employees Union (NTEU), which successfully argued its case for allowing the examiners to telework on a pilot basis." -
Drive-By Pharming In the Wild
An anonymous reader writes "Symantec reported Tuesday that the first case of drive-by pharming, in which a hacker changes the DNS settings on a customer's broadband router or wireless access point and directs the link to a fraudulent Web site, has been observed in the wild. The first drive-by pharming attack has been observed against a Mexican bank: 'It's associated with an e-mail pretending to be from a legitimate Spanish-language e-greeting card company, Gusanito.com,' says Symantec Security Response principal researcher Zulfikar Ramzan. Inside the e-mail is an HTML image tag but instead of displaying images, it sends a request to the home router to tamper with it." -
Online Crime Seen as Growing Threat to Business, Politics
BobB passed us a link to a NetworkWorld article, exploring the ongoing realization in business circles of the dangers online criminals pose. The piece raises the possibility that criminal elements are gaining access to US research labs in an effort to ferret out corporate and governmental information. One institute referred to in the article states: "Economic espionage will be increasingly common as nation-states use cyber theft of data to gain economic advantage in multinational deals. The attack of choice involves targeted spear phishing with attachments, using well-researched social engineering methods to make the victim believe that an attachment comes from a trusted source." We just recently discussed possible hacker involvement in several municipal blackouts.
