A simple solution
Use a cell-phone jammer! This one works well in Canada, and I'm sure it'd be easy to find one on dealextreme for much cheaper.
Sure, it's ALSO insensitive and barbaric, but if you use it to stop others from annoying the entire area, you're actually doing everyone else a favour. -

I know a number of people who ride the commuter trains, and more and more of them are starting to carry these handy little devices. No, no one cares about how legal these are or are not. Turn them on just long enough for the offending phone to lose the call, and they are undetectable.

Pay some kid to walk around the place and sit in every seat with a cellphone from carrier to see if they still get signal.
Much easier than putting a copper mesh over the entire theater and worrying about holes. -
