How did we get into the state of Fascism so advanced, a private enterprise needs government's permission to offer services to other private enterprises? And I mean huge private enterprises — not the hapless individuals, nor the "mom-and-pop" shops, that politicians love to talk about?

No, professor, it is you who does that. I call Chinese "Fascist" because that is, what they are — by the very definition of the term. Unlike the Communist/Socialist China of the late 20th century, today's China is Fascist: capitalist markets exist — and move the economy — but they are tightly controlled by the government. The secondary indications — like rising nationalism and persecution of minorities (complete with ethnic cleansing) are there too. And — and this is the point most important to this discussion — neither a person nor a company can survive after displeasing the government in general and the Dear Leader in particular.
Up until Trump's election, the US was going in that same direction (and not fast enough for some people). One hopes, he'd be able to survive politically long enough to cripple the creep towards Fascism for a few generations — by nominating judges with a similar pessimism over the government's power.
But, whether he succeeds in that or not, his very attempts make him anti-Fascist. That Google's CEO dislikes Trump for his imaginary Fascism, while willingly cooperating with the actual Fascists of China is a sign of deep malaise of this country's elites — both real, like this very bright Mr. Brin, and the wannabes, like a certain much dimmer teacher who is so wanting in education.

You come off as splitting hairs. If you're not able to dump toxic waste into water systems, that is a regulation.
If I am unable to do it, because the Executive branch decided, I should not be able to — that's regulation.
If I am afraid to do it, because I may get sued by actual victims of my actions, who would successfully convince the jury that my actions have injured them — that's not "regulation".
It is not "splitting hairs" — it is the fundamental difference between Fascism and free-markets.
The "toxic dumps" are an easy poster-child, but other manifestations of the same Fascism are much harder for your to defend. The license-requirements are a product of the exact same mindset, for example.

Law-enforcement can not be done privately. Libraries, mail-delivery, and fire-fighting can — and therefore should.

Every time we succumb to the rhetoric like "This may inconvenience some, but is better for the Greater Good" we make a step in that direction. We may be further away from it, than Venezuela, who in turn is farther than North Korea, but that's the direction nonetheless.

Silly, silly laissez faire businessman... The way to solve this — in an increasingly Fascist country — is to lobby the government. Tell them, the competitors aren't sufficiently guarding the customers' privacy and aren't sufficiently cooperative with law enforcement. Also, that their computers are damaging the environment and they aren't buying enough credits to offset that.
Ask them to pass some laws to a) regulate the industry; b) fine the noncompliant for the noncompliance; and c) subsidize the compliant with taxpayers' funds. Voila — Profit!!

Because the nationalization made us less free — someone seeking to pursue happiness by creating an electricity-generation plant, is effectively barred from doing it by these fascist regulations. That should be a good enough reason for anyone with principles.
For those, whose principles aren't so solid, the words: "The case for their de-facto nationalization, based on the mythical "natural monopoly" concept, back then was completely bogus," — provide additional explanation.
We've surrendered a liberty (of running and profiting from this kind of business) in exchange of safety (against a non-existent threat), and, as foretold, ended up with neither.

Bush signed the law creating TSA, I'll grant you that. But it was meant to merely transfer airport security from private firms to government employees (a Fascist streak so common to all people in government).
Obama didn't do enough to roll it back.
Obama not only didn't roll it back, he presided over the Agency asserting a role much wider than imagined 10 years earlier. The agency smugly reminded us all, that it is in charge of all transportation — not merely by air. He didn't have to do it — no lawmakers were pressuring him into it. The agency is part of the Executive branch and reports to the President. Had it been merely an oversight on his part, they would've remained as were in 2007. No, he caused them to expand — either by giving them explicit instructions or simply by appointing an Authoritarian-minded head.

Such harassment could happen, and it does happen. But it is illegal — and outrageous. Amtrak et al demanding papers is perfectly legal and commonly accepted as necessary "to keep us safe". That's the feature of the past, that I lament passing... Unlike payphones and tape-recorders.
