Doomsday Clock Remains at Five Minutes to Midnight
Lasrick writes "The Doomsday Clock remains at 5 minutes to midnight. In a letter to United Nations Secretary-General Ban Ki-Moon and members of the UN Security Council, the Bulletin announced its decision and how it was made. The decision to move (or to leave in place) the minute hand of the Doomsday Clock is made every year by the Bulletin's Science and Security Board in consultation with its Board of Sponsors, which includes 18 Nobel laureates. The Clock has become a universally recognized indicator of the world's vulnerability to catastrophe from nuclear weapons, climate change, and new technologies emerging in other domains." Reasons for the clock remaining at five minutes include the U.S. and Russian not doing much for disarmament increasing nuclear weapon stockpiles in India and China, stalled efforts to reduce carbon emissions globally, and "killer robots." -
Cobalt-60, and Lessons From a Mexican Theft
Lasrick writes "George Moore and Miles Pomper examine the theft of a truck containing Cobalt-60 and find that, while Mexico did the right thing and reported the theft promptly, they were under no obligation to do so according to international rules and the IAEA. This was true even though the stolen material was 3,000 curies, making it a Category 1 source (the most dangerous). Quoting: 'At a distance of 30.5 centimeters (1 foot) from an unshielded source with an activity level of 3,000 curies, the dose to a bystander would be about 37,000 Rem per hour (a measure of radiation exposure). This means that anyone within a foot of the source when it was out of its shield was being exposed to about 10 Rem per second, a level that would typically kill half of a population exposed to it for 30 seconds. ... The number of fatalities will not be nearly as high as it would have been if the source capsule had been left in a public place. Cobalt 60, like other high-risk radiological sources, is more lethal when it is kept intact as a high-strength source than it would be if spread using a radiological dispersal device such as a so-called “dirty bomb.” Nonetheless, had the Mexican source been used in a dispersal device, the economic consequences could have been extremely significant.'" -
The US Now Faces the Same Dilemma Over Drones As It Did Over Nuclear Weapons
Lasrick writes "Hugh Gusterson examines the crossroads at which the U.S. finds itself on the use of drones, and the long-term consequences of choices made now, by looking at the history of choices the U.S. made in the 1940s regarding nuclear weapons. Thoughtful read. Quoting: 'Having seen what drones are capable of, political leaders can choose to place clear limits, domestically and internationally, on how they can be used. Or, telling the American people that drones will make them safer or that "you can’t stop technology," they can allow free rein to those military inventors, national security bureaucrats and industry entrepreneurs eager to develop drone technology as aggressively as possible. Such people are impatient to press ahead with new unmanned aerial vehicles, including smart drones and mini-drones, to sell both to the US military for use overseas and to law-enforcement bodies within the United States. If drone development continues unchecked, what can we expect? First, as with nuclear weapons, proliferation. At the moment the United States, Britain, and Israel are the only countries to have used weaponized drones. But many countries, including Russia and China, have been watching carefully as Washington has experimented with counterinsurgency by drone, and are considering how they might use this relatively cheap technology for their own purposes. If they decide to use their own drones outside the boundaries of international law against people they brand “terrorists,” the United States will hardly be in a position to condemn them or counsel restraint.'" -
Why Small-Scale Biomass Energy Projects Aren't a Solution To Climate Change
Lasrick writes "Roberto Bissio has an excellent piece in a roundtable on biomass energy, pointing out that small scale biomass energy projects designed for people in poor countries aren't really a solution to climate change. After pointing out that patent protections could impede wide-spread adoption, Bissio adds that the people in these countries aren't really contributing to climate change in the first place: 'Why? Because poor people, whose carbon emissions these technologies would reduce, produce very little carbon in the first place. As I mentioned in Round One, the planet's poorest 1 billion people are responsible for only 3 percent of global carbon emissions. The 1.26 billion people whose countries belong to the Organization for Economic Co-operation and Development account for 42 percent of emissions. The rich, if they reduced their emissions by just 8 percent, could achieve more climate mitigation than the poor could achieve by reducing their emissions to zero. The rich could manage this 8 percent reduction by altering their lifestyles in barely noticeable ways. For the poor, a reduction of 100 percent would imply permanent misery.'" -
US Killer Robot Policy: Full Speed Ahead

In 2012, without much fanfare, the U.S. announced the world's first openly declared national policy for killer robots. That policy has been widely misperceived as one of caution, according to Gubrud: 'A careful reading of the directive finds that it lists some broad and imprecise criteria and requires senior officials to certify that these criteria have been met if systems are intended to target and kill people by machine decision alone. But it fully supports developing, testing, and using the technology, without delay. Far from applying the brakes, the policy in effect overrides longstanding resistance within the military, establishes a framework for managing legal, ethical, and technical concerns, and signals to developers and vendors that the Pentagon is serious about autonomous weapons.'" -
Fixing Fukushima's Water Problem
Lasrick writes "This is an excellent analysis of exactly what the problems are at Fukushima, and what risks are posed to the public. From the article: 'The operator of Fukushima Daiichi, the Tokyo Electric Power Company (Tepco), has worked hard and has indeed contained most of the significant contamination carried by water used to cool the plant’s damaged reactor cores. Still, a series of events—including significant leakage from tanks built to hold radioactive water—has eroded public confidence. To address the water challenges, an improved water management plan should be created to deal with all levels of contamination, from slightly contaminated groundwater to highly radioactive cooling water flowing out of the damaged cores. This plan needs to build on the many good Tepco efforts of the past two years, but it should also incorporate new technologies that improve water cleanup performance and increase processing capacities. Importantly, this plan needs to include a new level of transparency for and outreach to the Japanese public, so citizens can understand and have confidence in the ultimate solution to the Fukushima water problem, which will almost certainly require the release of water—treated so it conforms to Japanese and international radioactivity standards—into the sea.'" -
Syria: a Defining Moment For Chemical Weapons?

Quoting: 'The attack in August is a historic event with wider implications. Its impact on the role of chemical weapons in international security in general will depend primarily on the responses. Looking beyond the current crisis, failure to respond to the attacks could undermine the taboo against chemical weapons. ... First, a unified response by the international community is essential. The strength of international norms depends primarily on great-power support. So far, such a unified response is sorely lacking. Judgments about how to react to the use of chemical weapons appear to be tainted by preferences about the shape of a post-war Syria. This has already damaged the international chemical weapons legal regime.'" -
The Secret Effort To Clean Up a Former Soviet Nuclear Test Site

It describes the remarkable effort the U.S. made to get the Russians to recognize the nuclear proliferation risk they left behind at the Semipalatinsk Nuclear Test when the Soviet Union collapsed. In this interview with Siegfried Hecker, he describes how he and other scientists at the Los Alamos National Laboratory recognized the risk to world security as the Semipalatinsk site became overrun with metal scavengers. Quoting: 'The copper cable thieves were not nomads on camelback, but instead they employed industrial excavation machinery and left kilometers of deep trenches digging out everything they could sell. We were concerned that some of that copper cabling could lead to plutonium residues.'" -
The Path Toward Improved Biosurveillance
Lasrick writes "Interesting opinion piece that explains successes and holes in the U.S. system of detecting and responding to pandemics: 'In April 2009, following an experimental protocol, staff members at a Navy lab in San Diego tested specimens from two patients using a new diagnostic device. Both tested positive for influenza, but, oddly, neither specimen matched the influenza A subtypes that are known to infect humans. This finding raised suspicions, and so the samples were sent to the US Centers for Disease Control and Prevention (CDC). Further tests would reveal that these two patients were the first reported cases of a novel H1N1 influenza virus that would cause a global pandemic in 2009. In many respects, the Navy lab's discovery of H1N1 is a success story for US efforts to boost its biosurveillance capabilities.'" -

China Slows Nuclear Expansion

Following the Fukushima Daiichi accident, China slowed its rapid expansion of nuclear power and undertook a major reevaluation of safety practices. The government has now resumed approval of new nuclear power projects, and is cautiously moving forward. Good description of safety issues that remain." They are suspending in-land construction, and are aiming at 58GWe instead of 80GWe of generation capacity by 2020. It's still more than the 40GWe they planned to build under their 2007 plans. -

A nun, a gardener, and a housepainter cut through three security fences to find themselves 20 feet away from highly dangerous nuclear material. And of course, only one guard has been fired (the one who arguably acted the bravest and did the right thing). A Department of Energy report (PDF) on the incident found 'troubling displays of ineptitude in responding to alarms, failures to maintain critical 2 security equipment, over reliance on compensatory measures, misunderstanding of security protocols, poor communications, and weaknesses in contract and resource management.' States that opt for membership in a fuel bank would gain increased confidence that their access to reactor-grade fuel would not be interrupted. China Slowing Nuclear Buildout In Response To Fukushima
Lasrick writes "Yun Zhou writes about the end result of China's long reconsideration of nuclear power safety in the wake of Fukushima. Important details about the decision to adopt designs created in China, and incorporate Gen III in those designs." The short version is that they won't be building more Generation II reactors, opting instead to only build Generation III reactors (which have passive safety systems). Instead of relying entirely on the AP1000, China is speeding up the design of their own Generation III reactors. Plans are still in place for 70GW by 2020, but that date will likely slip due to regulatory delays and the temporary construction moratorium. -

Quoting: 'Technologies for detecting clandestine testing in four environments — underground, underwater, in the atmosphere, and in space — have improved significantly in the past decade. In particular, seismology, the most effective approach for monitoring underground nuclear explosion testing, can now detect underground explosions well below 1 kiloton in most regions. A kiloton is equivalent to 1,000 tons of chemical high explosive. The nuclear weapons that were used in Japan in World War II had yields in the range of 10 to 20 kilotons.'" -

The High-Radiation Lives and Risks of Nuclear-Nomad Subcontractors

These workers face far more exposure to radiation than salaried workers; in Japan, 90% of the nuclear workforce is contracted. This is an eye-opening look at a practice that 'carries exceptional risks and implications. And until these are recognized and documented, complex social and physiological realities will continue to be hidden.' A good read, but I would like to know how the Fukushima 50 are doing."
