We Stopped At Two Nuclear Bombs; We Can Stop At Two Degrees.
Lasrick writes Dawn Stover writes in the Bulletin of the Atomic Scientists that climate change is irreversible but not unstoppable. She describes the changes that are happening already and also those likely to happen, and compares what is coming to the climate of the Pliocene: 'Even if countries reduce emissions enough to keep temperatures from rising much above the internationally agreed-upon "danger" threshold of 2 degrees Celsius (which seems increasingly unlikely), we can still look forward to conditions similar to those of the mid-Pliocene epoch of 3 million years ago. At that time, the continents were in much the same positions that they are today, carbon dioxide levels ranged between 350 and 400 ppm, the global average temperature was 2 to 3 degrees Celsius higher than it is today (but up to 20 degrees higher than today at the northernmost latitudes), the global sea level was about 25 meters higher, and most of today's North American forests were grasslands and savanna.' Stover agrees with two scientists published in Nature Geoscience that 'Future warming is therefore driven by socio-economic inertia," and points the way toward changing a Pliocene future. -
Only Twice Have Nations Banned a Weapon Before It Was Used; They May Do It Again
Lasrick writes: Seth Baum reports on international efforts to ban 'killer robots' before they are used. China, Israel, Russia, the United Kingdom, and the United States are apparently developing precursor technology. "Fully autonomous weapons are not unambiguously bad. They can reduce burdens on soldiers. Already, military robots are saving many service members' lives, for example by neutralizing improvised explosive devices in Afghanistan and Iraq. The more capabilities military robots have, the more they can keep soldiers from harm. They may also be able to complete missions that soldiers and non-autonomous weapons cannot." But Baum, who founded the Global Catastrophic Risk Institute, goes on to outline the potential downsides, and there are quite a few. -
The Burden of Intellectual Property Rights On Clean Energy Technologies
Lasrick writes If climate change is to be addressed effectively in the long run, nations of all descriptions must pursue mitigation and adaptation strategies. But poor countries face a potential hurdle when it comes to clean-energy technologies—most of the relevant intellectual property is held in the rich world. Many observers argue that it's unfair and unrealistic to expect massive energy transformations in the developing world unless special allowances are made. Yet intellectual property rights are intended in part to spur the very innovation on which climate mitigation depends. This article is the first post in a roundtable that debates this question: In developing countries, how great an impediment to the growth of low-carbon energy systems does the global intellectual property rights regime represent, and how could the burdens for poor countries be reduced? -
The Blind Spots In the Nuclear Test Monitoring System
Lasrick writes The International Monitoring System managed by the Comprehensive Nuclear-Test-Ban Treaty Organization relies on detecting one or more of four distinct signatures from a nuclear explosion. Seismic detectors continuously listen for the shock waves passing through the earth from underground nuclear tests. Hydro-acoustic monitors listen for sound waves in the oceans from underwater tests. Infrasound detectors scan for pressure waves in the atmosphere. The fourth kind of signal involves radioactive gases generated by a nuclear explosion and released into the atmosphere. Ulrich Kuhn and Michael Schoeppner describe the system in detail, and point out that there are blind spots, particularly in the area of noble gas detection: "Our research has found that the noble gas detection part of the International Monitoring System is unlikely to work as it should because of the limited distribution of noble gas stations, neglect of important meteorological patterns in some areas, and the radionuclide background from emissions from the commercial production of medical isotopes." Kuhn and Schoeppner go on to describe possible fixes, and call on the 183 states that have signed the Comprehensive Nuclear-Test-Ban Treaty and the CTBTO to provide the resources to build extra monitoring stations where they are required and to curb activities that might limit the global capability to monitor possible nuclear tests. -
The IPCC's Shifting Position On Nuclear Energy
Lasrick writes Suzanne Waldman writes about the Intergovernmental Panel on Climate Change (IPCC) and its stand on nuclear power over the course of its five well-known climate change assessment reports. The IPCC was formed in 1988 as an expert panel to guide the drafting of the United Nations Framework Convention on Climate Change, ratified in Rio de Janeiro in 1992. The treaty's objective is to stabilize greenhouse gases in the atmosphere at a safe level. Waldman writes: 'Over time, the organization has subtly adjusted its position on the role of nuclear power as a contributor to de-carbonization goals," and she provides a timeline of those adjustments. -
What Africa Really Needs To Fight Ebola
Lasrick writes Laura Kahn, a physician on the research staff of Princeton University's Program on Science and Global Security, writes that the high tech solutions being promoted to help fight Ebola in Africa will make no difference. What Africa really needs is anti-corruption efforts, now. "A case in point is Liberia, which has received billions of dollars in international aid for over a decade, with little to show for it. The country ranks near the bottom of the United Nation's Human Development Index and near the bottom of Transparency International's Global Corruption Barometer. And while international aid groups and non-governmental organizations such as Doctors Without Borders and the International Medical Corps provide important humanitarian assistance and medical care, they also inadvertently absolve African political leaders from developing medical and public health infrastructures." -
What's Wrong With the Manhattan Project National Park
Lasrick writes Dawn Stover describes the radioactive dirt behind the creation of the Manhattan Project National Historical Park, from its inclusion in the National Defense Authorization Act (the park legislation wouldn't pass otherwise) and lack of funding for national parks in general to the lack of funding for cleanup at Superfund nuclear sites like Hanford. And then there is how the Parks Service is presenting exhibits: at least some of them are described in the past tense, as if nuclear weapons were a thing of the past. Here's the description of the Minuteman Missile National Historic Site in South Dakota: "Nuclear war loomed as an apocalyptic shadow that could possibly have brought human history to an end." Can the National Park Service be ignorant of the fact that missiles remain on station, nuclear weapons are still being stockpiled, and saber rattling did not end with the fall of the Berlin Wall?" -
The Shale Boom Won't Stop Climate Change; It Could Make It Worse
Lasrick writes Energy expert H-Holger Rogner walks through the realities of the shale-gas boom, the 'game-changer' that has brought about a drop in energy prices and greatly reduced carbon emissions. But despite the positive impact on carbon emissions, Rogner points out that the cheap gas brought about by fracking shale may already be affecting investments into renewable energy, nuclear energy, and energy efficiency by offering more attractive investment opportunities: 'At today's prices of $4 to $5 per million British thermal units, gas-fired electricity holds a definite competitive advantage over new nuclear construction and unsubsidized renewables.' But natural gas is still a fossil fuel that emits carbon dioxide. 'A much higher share of natural gas in the energy mix would eventually raise emissions again, especially if gas not only displaces coal but also non-fossil energy sources. Moreover, methane, the chief component of natural gas, is itself a heat-trapping greenhouse gas with 25 times the warming effect of carbon dioxide. If total methane leakage—from drilling through end use—is greater than about 4 percent, that could negate any climate benefits of switching from coal and oil to gas.' -

France, Switzerland, and Belgium are all considering repositories in shale, but it hasn't been studied much in the U.S. "Shale is the only rock type likely to house high-level nuclear waste in other countries that has never been seriously considered by the U.S. high-level waste program. The uncertain future of Yucca Mountain places plans for spent nuclear fuel in the United States at a crossroads. It is an opportunity to include shale in a truly comprehensive examination of disposal options." -

Health Advisor: Ebola Still Spreading, Worst Outbreak We've Ever Seen
Lasrick writes After four decades of confining Ebola outbreaks to small areas, experts acknowledged in an October 9 New England Journal of Medicine article that "we were wrong" about the scope of the current situation. At the present transmission rate, the number of Ebola cases in West Africa doubles every two to three weeks. Early diagnosis is the key to controlling the epidemic, but that's far easier said than done: "And there are several complicating factors. For one thing, the Centers for Disease Control and Prevention (CDC) estimate that 60 percent of all Ebola patients remain undiagnosed in their communities." A transmission rate below 1 is necessary to keep the outbreak under control (instead of the current rate of 1.5 to 2), and the authors detail what's in the works to help achieve early detection, which is crucial to reducing the current transmission rate. -
25th Anniversary: When the Berlin Wall Fell
Lasrick writes Today is the 25th anniversary of the fall of the Berlin Wall. This retrospective describes how quickly the Wall was erected, and how Berliners were completely caught off guard by its construction: "Berlin's citizens woke up one morning in August 1961 to find coils of barbed wire running down the middle of their streets; the first inkling some people had that anything was amiss was when their subway train didn't stop at certain stations. Later, the first strands of wire were replaced with a cement wall, along with watchtowers, a wide 'death strip,' and an electrified fence." -
Using Naval Logbooks To Reconstruct Past Weather and Predict Future Climate
Lasrick writes: What a great idea: the Old Weather Project uses old logbooks to study the weather patterns of long ago, providing a trove of archival data to scientists who are trying to fill in the details of our knowledge about the atmosphere and the changing climate. "Pity the poor navigator who fell asleep on watch and failed to update his ship's logbook every four hours with details about its geographic position, time, date, wind direction, barometric readings, temperatures, ocean currents, and weather conditions." As Clive Wilkinson of the UK's National Maritime Museum adds, "Anything you read in a logbook, you can be sure that it is a true and faithful account."
The Old Weather Project uses citizen scientists to transcribe and digitize observations that were scrupulously recorded on a clockwork-like basis, and it is one of several that climate scientists are using to create "a three-dimensional computer simulation that will provide a continuous, century-and-a-half-long profile of the entire planet's climate over time" — the 20th Century Reanalysis Project. Data is checked and rechecked by three different people before entry into the database, and the logbook measurements are especially valuable because they were compiled at sea. -
Buying Goods To Make Nuclear Weapons On eBay, Alibaba, and Other Platforms
Lasrick (2629253) writes The blossoming of online Internet-trading platforms has at least one downside: insufficient inspectors and product controls when it comes to goods relevant to nuclear proliferation. "On Alibaba (and other platforms), one can purchase many of the specialized items needed for the manufacture of nuclear weapons. A short list of items advertised for sale on the site include metals suitable for centrifuge manufacturing, gauges and pumps for centrifuge cascades for uranium enrichment, metallurgical casting equipment suitable for making nuclear weapon 'pits,' and high-speed cameras suitable for use in nuclear weapon diagnostic tests. A company on an Alibaba-owned Chinese Internet-trading platform even posted an ad for the sale of the rare metal gallium, which the seller trumpeted could be used to stabilize plutonium." Although many companies have strict compliance procedures in place to help avoid proliferation, many do not. There are several procedures these platforms can put into place to minimize risk, and both national (and international) regulators have a role to play, as well as shareholders. -

Atom Central is the brainchild of Kuran, who among his many talents is an expert on archival films of the atmospheric testing era of 1945 to 1963. Combining his film restoration and photography expertise with his interest in nuclear history, he has also produced and directed five documentaries. He is currently working with Lawrence Livermore and Los Alamos National Laboratories to preserve and catalog images from the bomb-testing era, and to produce a technical handbook that will help people understand these images and the techniques used to create them. -
Incapacitating Chemical Agents: Coming Soon To Local Law Enforcement?
Lasrick writes To this day, Russian authorities refuse to disclose the incapacitating chemical agent (ICA) they employed in their attempt, 12 years ago, to save 900 hostages held in a theater by Chechen fighters. Malcom Dando elaborates on a new report (PDF) that Russia, China, Israel, and a slew of other countries are continuing research into ICAs, and the apparent indifference of the international community into such research. Proponents of ICAs have long promoted their use in a variety of scenarios, including that of law enforcement, because in theory these chemicals incapacitate without permanent disability. Critics, however, point out that these weapons rely on exact dosage to prevent fatality, and that the ability to 'deliver the right agent to the right people in the right dose without exposing the wrong people, or delivering the wrong dose' is a near-impossible expectation. ICAs represent the further misuse and militarization of the life sciences and a weakening of the taboo against the weaponization of toxic substances, and the idea that they could be used in law enforcement situations is a disturbing one." -

Pioneering research on this subject by Paul Slovic, Baruch Fischhoff, and others, vast research on human cognition by Daniel Kahneman and colleagues, and research on the brain's fear response by neuroscientists Joseph LeDoux, Elizabeth Phelps, and others, all make abundantly clear that the perception of risk is not simply a matter of the facts, but more a matter of how those facts feel. ... People worry more about risks that are new and unfamiliar. People worry more about risks that cause greater pain and suffering. People worry more about threats against which we feel powerless, like a disease for which there is no vaccine and which has a high fatality rate if you get it. And people worry more about threats the more available they are to their consciousness—that is, the more aware people are of them." -
Who's In Charge During the Ebola Crisis?
Lasrick writes: Epidemics test the leadership skills of politicians and medical infrastructures, which is clear as this article goes through the different ways West African countries have dealt with the Ebola crisis. Now that fears are spreading about a U.S. outbreak (highly unlikely, as this article points out), it may be time to look at the U.S. medical infrastructure, which, of course, in many ways is far superior to those West African countries where the virus has spread. But there is an interesting twist to how disease outbreaks are handled in the U.S.: "The U.S. Constitution—written approximately 100 years before the germ theory of disease was proven by French chemist Louis Pasteur and German physician Robert Koch — places responsibility for public health squarely on the shoulders of local and state political leaders ... one could argue that the United States is hobbled by an outdated constitution in responding to epidemics. State and local jurisdictions vary tremendously in their public health capabilities." -
Living On a Carbon Budget: The End of Recreation As We Know It?
Lasrick writes Dawn Stover looks at unrealistic expectations and the distribution of limited energy resources: 'This is a question that should move from the fringes of the energy debate to its very heart. Economists and energy experts shy away from issues of equity and morality, but climate change and environmental justice are inseparable: It's impossible to talk intelligently about climate without discussing how to distribute limited energy resources. It's highly unlikely that the world can safely produce almost five times as much electricity by 2035 as it does now—which is what it would take to provide everyone with a circa-2010 American standard of living, according to a calculation by University of Colorado environmental studies professor Roger Pielke Jr. The sooner policy makers accept this reality, the sooner they can get to work on a global solution that meets everyone's needs. How Governments Are Getting Around the UN's Ban On Blinding Laser Weapons
Lasrick writes Despite the UN's 1995 Protocol on Blinding Laser Weapons, the world is moving closer to laser weapons in both military and law enforcement situations that can cause temporary and even permanent blindness. Military-funded research in this area continues to be conducted by the Optical Radiation Bioeffects and Safety program, and already "dazzlers" have been in use in Afghanistan. Domestic versions of these weapons are intended for use by law enforcement agencies and in theory cause motion-sickness type illness but not blindness. "But something bright enough to dazzle at 300 meters can cause permanent eye damage at 50 meters, and these devices can be set to deliver a narrow (and more intense) beam." -
The Argument For a Hypersonic Missile Testing Ban
Lasrick writes Mark Gubrud has a fascinating piece arguing for the U.S. to lead the way in calling for a ban on the testing of hypersonic missiles, a technology that the U.S. has been developing for decades. China has also started testing these weapons, which proponents optimistically claim would not be used to deliver nuclear weapons. Russia, India, and a few other countries are also joining in the fray, so a ban on testing would stop an arms race in its tracks. The article discusses the two types of hypersonic technology, and whether that technology has civilian applications. -

If Fusion Is the Answer, We Need To Do It Quickly
Lasrick writes: Yale's Jason Parisi makes a compelling case for fusion power, and explains why fusion is cleaner, safer, and doesn't provide opportunities for nuclear smuggling and proliferation. The only downside will be the transition period, when there are both fission and fusion plants available and the small amount of "booster" elements (tritium and deuterium) found in fusion power could provide would-be proliferators what they need to boost the yield of fission bombs: "The period during which both fission and fusion plants coexist could be dangerous, however. Just a few grams of deuterium and tritium are needed to increase the yield of a fission bomb, in a process known as 'boosting.'" Details about current research into fusion power and an exploration of relative costs make fusion power seem like the answer to a civilization trying to get away from fossil fuels. -
Selectable Ethics For Robotic Cars and the Possibility of a Robot Car Bomb
Rick Zeman writes Wired has an interesting article on the possibility of selectable ethical choices in robotic autonomous cars. From the article: "The way this would work is one customer may set the car (which he paid for) to jealously value his life over all others; another user may prefer that the car values all lives the same and minimizes harm overall; yet another may want to minimize legal liability and costs for herself; and other settings are possible. Philosophically, this opens up an interesting debate about the oft-clashing ideas of morality vs. liability." Meanwhile, others are thinking about the potential large scale damage a robot car could do.
Lasrick writes Patrick Lin writes about a recent FBI report that warns of the use of robot cars as terrorist and criminal threats, calling the use of weaponized robot cars "game changing." Lin explores the many ways in which robot cars could be exploited for nefarious purposes, including the fear that they could help terrorist organizations based in the Middle East carry out attacks on US soil. "And earlier this year, jihadists were calling for more car bombs in America. Thus, popular concerns about car bombs seem all too real." But Lin isn't too worried about these threats, and points out that there are far easier ways for terrorists to wreak havoc in the US. -
How to Maintain Lab Safety While Making Viruses Deadlier
Lasrick (2629253) writes "A scientist at the University of Wisconsin-Madison published an article in June revealing that he had taken genes from the deadly human 1918 Spanish Flu and inserted them into the H5N1 avian flu to make a new virus—one which was both far deadlier and far more capable of spreading than the original avian strain. In July it was revealed that the same scientist was conducting another study in which he genetically altered the 2009 strain of flu to enable it to evade immune responses, 'effectively making the human population defenseless against re-emergence.' In the U.S. alone, biosafety incidents involving pathogens happen more than twice per week. These 'gain-of-function' experiments are accidents waiting to happen, with the possibility of starting deadly pandemics that could kill millions. It isn't as if it hasn't happened before: in 2009, a group of Chinese scientists created a viral strain of flu virus that escaped the lab and created a pandemic, killing thousands of people. 'Against this backdrop, the growing use of gain-of-function approaches for research requires more careful examination. And the potential consequences keep getting more catastrophic.' This article explores the history of lab-created pandemics and outlines recommendations for a safer approach to this type of research." -
Scientists Who Smuggle Radioactive Materials
Lasrick writes: Although the complicity of scientists in the smuggling of radioactive materials has been a long-standing concern, smuggling-prevention efforts have so far failed to recognize a key aspect to the problem: scientists are often sought out to test the quality and level of the material well before it is taken to the black market. Egle Murauskaite of the U.S. National Consortium for the Study of Terrorism and Responses to Terrorism (START) describes why concentrating on this aspect of the smuggling process, long considered less egregious than the actual selling of the material, could really make a difference in keeping radioactive materials off the black market in the first place. -
Lawrence Krauss: Congress Is Trying To Defund Scientists At Energy Department
Lasrick writes Physicist Lawrence Krauss blasts Congress for their passage of the 2015 Energy and Water Appropriations bill that cut funding for renewable energy, sustainable transportation, and energy efficiency, and even worse, had amendments that targeted scientists at the Department of Energy: He writes that this action from the US Congress is worse even than the Australian government's move to cancel their carbon tax, because the action of Congress is far more insidious: "Each (amendment) would, in its own way, specifically prohibit scientists at the Energy Department from doing precisely what Congress should mandate them to do—namely perform the best possible scientific research to illuminate, for policymakers, the likelihood and possible consequences of climate change." Although the bill isn't likely to become law, Krauss is fed up with Congress burying its head in the sand: The fact that those amendments "...could pass a house of Congress, should concern everyone interested in the appropriate support of scientific research as a basis for sound public policy." -
Why Are the World's Scientists Continuing To Take Chances With Smallpox?
Lasrick writes: MIT's Jeanne Guillemin looks at the recent blunders with smallpox and H5N1 at the Centers for Disease Control and the National Institutes of Health to chronicle the fascinating history of smallpox eradication efforts and the attempts (thwarted by Western scientists) to destroy lab collections of the virus in order to make it truly extinct. "In 1986, with no new smallpox cases reported, the World Health Assembly, the decision-making body of the WHO, resolved to destroy the strain collections and make the virus extinct. But there was resistance to this; American scientists in particular wanted to continue their research." Within a few years, secret biological warfare programs were discovered in Moscow and in Iraq, and a new flurry of defensive research was funded. Nevertheless, Guillemin and others believe that changes in research methods, which no longer require the use of live viruses, mean that stocks of the live smallpox virus can and should finally be destroyed. -
MIT's Ted Postol Presents More Evidence On Iron Dome Failures
Lasrick (2629253) writes In a controversial article last week, MIT physicist Ted Postol again questioned whether Israel's vaunted Iron Dome rocket defense system actually works. This week, he comes back with evidence in the form of diagrams, photos of Iron Dome intercepts and contrails, and evidence on the ground to show that Iron Dome in fact is effective only about 5% of the time. Postol believes the real reason there are so few Israeli casualties is that Hamas rockets have very small warheads (only 10 to 20 pounds), and also Israel's outstanding civil defense system, which includes a vast system of shelters and an incredibly sophisticated rocket attack warning system (delivered through smart phones, among other ways). -
A Skeptical View of Israel's Iron Dome Rocket Defense System
Lasrick (2629253) writes It isn't as if real analysis of Israel's "Iron Dome" isn't available, but invariably, whenever Israel has a skirmish the media is filled with glowing reports of how well the system works, and we always find out months later that the numbers were exaggerated. John Mecklin at the Bulletin of the Atomic Scientists looks at the coverage of Iron Dome in the recent exchanges between Israel and Hamas and finds the pattern is repeating itself. [A Japanese researcher discovered] that the public record of Japan’s plutonium holdings failed to account for about 640 kilograms of the material. The error made its way to the annual plutonium management report that Japan voluntarily submits to the International Atomic Energy Agency ... This episode may have been a simple clerical error, but it was yet another reminder of the troubling fact that we know very little about the amounts of fissile material that are circulating around the globe. The only reason the discrepancy was discovered in this case was the fact that Japan has been unusually transparent about its plutonium stocks. ... No other country does this. -
The EPA Carbon Plan: Coal Loses, But Who Wins?
Lasrick writes: Mark Cooper with one of the best explanations of some of the most pressing details on the new EPA rule change: 'The claims and counterclaims about EPA's proposed carbon pollution standards have filled the air: It will boost nuclear. It will expand renewables. It promotes energy efficiency. It will kill coal. It changes everything. It accomplishes almost nothing.' Cooper notes that although it's clear that coal is the big loser in the rule change, the rule itself doesn't really pick winners in terms of offering sweet deals for any particular technology; however, it seems that nuclear is also a loser in this formulation, because 'Assuming that states generally adhere to the prime directive of public utility resource acquisition—choosing the lowest-cost approach—the proposed rule will not alter the dismal prospects of nuclear power...' Nuclear power does seem to be struggling with economic burdens and a reluctance from taxpayers to pay continuing subsides in areas such as storage and cleanup. It seems that nuclear is another loser in the new EPA rule change. -

Thorium: The Wonder Fuel That Wasn't

Besides the extraordinary costs involved, In the process of pursuing thorium-based reactors a fair amount of uranium 233 has been created, and 96 kilograms of the stuff (enough to fuel 12 nuclear weapons) is now missing from the US national inventory. On top of that, the federal government is attempting to force Nevada into accepting a bunch of the uranium 233, as is, for disposal in a landfill (the Nevada Nuclear Security Site). 'Because such disposal would violate the agency's formal safeguards and radioactive waste disposal requirements, the Energy Department changed those rules, which it can do without public notification or comment. Never before has the agency or its predecessors taken steps to deliberately dump a large amount of highly concentrated fissile material in a landfill, an action that violates international standards and norms.'" -
The Struggle To Ban Killer Robots

As this article points out, one of the most contentious issues is the question of what constitutes an autonomous weapons system: 'Setting the threshold of autonomy is going to involve significant debate, because machine decision-making exists on a continuum.' Another, equally important issue of course is whether a ban is realistic." -

'No one really knows what went into the "concrete cube;" even the amount of concrete claimed to have been used is suspect, as it would form a volume larger than the sarcophagus, wrote nuclear engineer and author Alexander R. And decommissioning the plant—constructed early in the 1960s for $39 million—cost $608 million. The plant's spent fuel rods are still stored in a facility on-site, because there is no permanent disposal repository to put them in. To monitor them and make sure the material does not fall into the hands of terrorists or spill into the nearby river costs $8 million per year.'" -

Declassified Papers Hint US Uranium May Have Ended Up In Israeli Arms

In the 1960s, the Nuclear Materials and Equipment Corporation (NUMEC) was found to be missing about a 100 pounds of bomb-grade uranium. Based on available evidence, Gilinsky and Mattson are convinced that the material ended up in Israel nuclear bombs. The newly release documents add more to the story, and Gilinsky and Mattson are calling on President Obama to declassify the remainder of the file." -
Lack of US Cybersecurity Across the Electric Grid

She points out that over half the attacks on U.S. critical infrastructure sectors last year were on the energy sector. Cyber attacks could come from a variety of sources, and 'a large-scale cyber attack or combined cyber and physical attack could lead to enormous costs, potentially triggering sustained power outages over large portions of the electric grid and prolonged disruptions in communications, food and water supplies, and health care delivery.' ECGI is recommending the creation of a new, industry-supported model that would create incentives for the continual improvement and adaptation needed to respond effectively to rapidly evolving cyber threats. The vulnerability of the grid has been much discussed this last week; McGuinness's recommendations are a good place to start." -
Threatened Pandemics and Laboratory Escapes: Self-fulfilling Prophecies

The article explores 'gain of function" experiments-- experiments in which researchers manipulate dangerous pathogens to increase communicability among humans, and whether the benefit we see from those experiments outweighs the incredible risk. 'Many other laboratory escapes of high-consequence pathogens have occurred, resulting in transmission beyond laboratory personnel. Ironically, these laboratories were working with pathogens to prevent the very outbreaks they ultimately caused. What Fire and Leakage At WIPP Means For Nuclear Waste Disposal

Japan Marks 3rd Anniversary of Tsunami Disaster
AmiMoJo writes "Today Japan marks the third anniversary of the 11th of March 2011 disaster when the country was hit by a magnitude 9 earthquake huge tsunami and severe nuclear accident. More than 18,500 people were killed or went missing. Nearly 3,000 others died while evacuated from their homes, and over a quarter of a million people were still living in temporary housing as of February. Work to build new housing on higher ground is lagging behind schedule.
Three reactors melted down at the Fukushima Daiichi nuclear power plant following the quake and tsunami, but the exact cause of the accident is still unknown. How massive amounts of radioactive materials from the reactors were dispersed is also unclear. Today was also the day when hundreds of former residents announced that they were suing TEPCO, the plant operator, and the government for additional compensation." Although the nuclear accident was dwarfed by the other devastation, the effects of the meltdown will be felt for much longer. The Bulletin of Atomic Scientists published an article today on the reactors that didn't meltdown, and the NRC chair has some comments on the progress at Fukishima. -
Navy Won't Investigate Nuclear Pollution At San Francisco's Treasure Island
Lasrick writes "The Center for Investigative Reporting spent a year investigating whether San Francisco's Treasure Island is contaminated with radioactive material left over from the decades the island was a naval base. Treasure Island is being transferred into civilian hands, and the city of San Francisco has plans to turn it into a 'second downtown.' Despite the fact that radioactive debris has been found around the island, the Navy refuses to conduct testing that might show whether radiation cleanup should be started before development begins, Independent testing by CIR and others has found high levels of cesium 137 and other radioactive substances at several spots on the island, and by examining unclassified military documents, CIR has found that the history of the nuclear work done at Treasure Island and the lack of safety protocols at the time mean the contamination is most likely wide-spread. Complaints by current residents has only resulted in bureaucratic infighting among state health departments and the Navy." -
How About a Megatons To Megawatts Program For US Nuclear Weapons?
Lasrick writes "Dawn Stover looks at the incredibly successful Megatons to Megawatts program, which turned dismantled Russian nuclear warheads into lower-grade uranium fuel that can be used to produce electricity. The 1993 agreement between the U.S. and Russia not only eliminated 500 tons of weapons-grade uranium, but generated nearly 10% of U.S. electricity consumption. The Megatons to Megawatts program ended in December, but Stover points out that the U.S. has plenty of surplus nuclear weapons that could keep the program going, without the added risk of shipping it over such huge distances. A domestic Megatons to Megawatts, if you will. This would be very cost effective and have the added benefit of keeping USEC, the only American company in the uranium enrichment field, in business." -

Mexico's Stolen Radiation Truck: It Could Happen In the US

Although some security measures have been tightened since 9/11, the US does not require transports of category-1 to be protected by armed guards, and individual states don't have to provide lists of 'safe havens' to the transport company (and they often don't). And at hospitals and other buildings that house radioactive materials and devices, 'security conditions remain hair-raising, even when these facilities have been checked by inspectors.'"
