UK May Kill the EU's Net Neutrality Law
An anonymous reader writes "The U.K. government is planning on vetoing the E.U. legislation that enforces net neutrality under the guise of 'won't anyone think of the child pornography blocking?' again. From the article: ' It’s a surprising turn of events. Just last month, the European Parliament voted to place the principles of net neutrality into law. However, before it becomes law throughout Europe, each member country must also pass the legislation. On Thursday, the British government indicated it may veto it instead. At issue is a new provision that critics argue would restrict the British government’s “ability to block illegal material.” The amendment made it so that only a court order would allow for the banning of content, and not a legislative provision, as originally proposed, according to RT. “We do not support any proposals that mean we cannot enforce our laws, including blocking child abuse images,” a government spokesperson told BuzzFeed.'"

James Cameron and Eric Schmidt's SOI Grieve Loss of Nereus ROV
theodp (442580) writes "Wealthy guys love extreme submarines, observed Billionaire in 2012. And the Washington Post reported that deep sea exploration is getting to be a rich man's game in 2013. The NY Times also covered the privatization of American science earlier this year. So, it's not too surprising to see the [Google Chair Eric] Schmidt Ocean Institute (SOI) post filmmaker James Cameron's eulogy-of-sorts for the loss of the Nereus ROV, the hybrid remotely operated vehicle that's believed to have imploded under 16,000 PSI of pressure at a depth of 9,990 meters as it explored the Kermadec Trench. 'I feel like I've lost a friend,' wrote Cameron. 'I always dreamed of making a joint dive with Nereus and [Cameron's] Deepsea Challenger at hadal depth.' Also feeling Cameron's pain is SOI, which used the Nereus to explore the Mid-Cayman Rise in 2013 and had plans to use the $6 million HROV again to explore the Mariana Trench in two missions later this year. SOI is currently working with the Woods Hole Oceanographic Institution to build the world's most advanced deep-diving robotic vehicle for use on SOI's ship R/V Falkor, which Wendy Schmidt indicated provides ship time that enables researchers to tap into available funding."

AT&T Buying DirecTV for $48.5 Billion
AT&T is acquiring satellite TV provider DirecTV in a deal worth $48.5 billion. This will bring 20 million more U.S. television subscribers under AT&T's roof, making it the second biggest TV provider, behind Comcast. The deal is subject to regulatory approval, and to help that along, AT&T says it will sell its 8% stake in America Movil, which is a competitor to DirecTV in some areas. "By acquiring the country’s biggest satellite television operator, AT&T will help bolster its competitive position against Comcast. Though pay television is considered a mature market whose subscriber growth has slowed dramatically in recent years, the business nonetheless generates billions of dollars in cash. ... Part of the attraction may be DirecTV’s ample cash flow. While its business has shown little growth in recent years, it generated about $8 billion in earnings last year. Much of that will go toward future investments in growth, AT&T said, including bidding at least $9 billion for wireless network capacity that the government plans to auction off soon. By gaining satellite TV, AT&T may also be able to free up capacity on its existing broadband network."

In an unclassified document titled 'CONOP 8888,' officials from U.S. Strategic Command used the specter of a planet-wide attack by the walking dead as a training template for how to plan for real-life, large-scale operations, emergencies and catastrophes."

Halo 5 Announced
Today game studio 343 Industries announced Halo 5: Guardians for the Xbox One. It's scheduled for launch in fall, 2015, and they say the game is bigger in terms of scope and content than Halo 4. They're rewriting the engine underlying the game, and their goal is to have it run at 60 fps on the Xbox One. 343i also announced plans to take Halo beyond games. They're collaborating with Steven Spielberg to create a standalone Halo television series.

Proton-M Rocket Carrying Russia's Most Advanced Satellite Crashes
schwit1 (797399) writes "When it rains it pours: A Russian Proton rocket crashed Friday nine minutes after launch. Considering the tensions between the U.S. and Russia over space, combined with the increasing competition for the launch market created by SpaceX's lower prices, another Proton failure now is something the Russians could do without. Moreover, the Russians were planning a lot of Proton launches in the next few months to catch up from last year's launch failure. Many of these scheduled launches were commercial and were going to earn them hard cash. This failure definitely hurts, and will certainly be used as justification by their government in increase its control over that country's aging aerospace industry."

FCC Votes To Consider Next Round of 'Net Neutrality' Rules
As you may have watched live earlier today, the FCC in a protester-heavy hearing has voted to formally consider a net neutrality proposal. The linked L.A. Times story says the 3-2 vote of the commissioners represents a victory for FCC Chairman Tom Wheeler: 'A Democrat who took over in November, Wheeler triggered outrage among public interest groups, online activists and many liberals with a plan that would for the first time allow the possibility of so-called pay-for-priority deals. Wheeler said his plan has been misconstrued and that it would not allow broadband providers to block any legal content or slow down connections in a way that is commercially unreasonable.' As the Washington Post points out, the phrase "commercially unreasonable" is a loaded one. More good coverage at Ars Technica, too.

Comcast Predicts Usage Cap Within 5 Years
finalcutmonstar (1862890) writes "With net neutrality dying a slow painful death, it is no surprise that in an investor call yesterday Comcast executive VP(and Darth Vader impersonator) David Cohen predicts bandwidth caps within the next 5 years. The cap would start at 300 GB and cost the customer subscriber an extra 10 USD for 50 GB. But, Cohen stated that 'I would also predict that the vast majority of our customers would never be caught in the buying the additional buckets of usage, that we will always want to say the basic level of usage at a sufficiently high level that the vast majority of our customers are not implicated by the usage-based billing plan.'" Future of Cars: Hydrogen Fuel Cells, Or Electric?

That partnership gave us the RAV4 EV electric crossover, but it seems as though that will be the only vehicle we see from that deal. The partnership will soon expire and Toyota has no plans to renew it. Why? Because Toyota believes the future is in hydrogen fuel cell cars, not battery electric vehicles. We knew trouble was brewing when the RAV4 EV failed to set the world on fire when it came to the sales floor. Then Toyota and Honda announced plans to debut hydrogen fuel cell vehicles as early as next year. Add it all together and the writing was on the wall. Is Toyota right? Are hydrogen fuel cell cars the future, or is it missing the mark?"

Major ISPs Threaten To Throttle Innovation and Slow Network Upgrades
An anonymous reader writes "In a letter released on Tuesday and addressed to the FCC chairman, a group of the U.S.'s top ISPs have warned that if the FCC re-classifies the internet as telecommunications, then innovation would slow or halt and network upgrades would be unaffordable. 'Under Title II, new service offerings, options, and features would be delayed or altogether foregone. Consumers would face less choice, and a less adaptive and responsive Internet. An era of differentiation, innovation, and experimentation would be replaced with a series of 'Government may I?' requests from American entrepreneurs.' They add, 'even the potential threat of Title II had an investment-chilling effect by erasing approximately 10% of some ISPs' market cap.' Ars Technica highlights earlier doomsday predictions by AT&T. The FCC is scheduled to vote May 15 on the chairman's recent proposal encompassing this reclassification option that the ISPs vehemently oppose." The city's school system was a disaster, replete with violence, run-down buildings, and a high-school graduation rate of only 54%. Newark's mayor at the time, Cory Booker, teamed up with governor Chris Christie to turn the schools around. At the same time, Mark Zuckerberg was looking to get his feet wet in big-time philanthropy. The three hatched a plan, and Zuckerberg committed $100 million to reforming the schools. Four years later, most of the money is gone, and Newark's children are still struggling. Tens of millions were spent on consulting groups, and yet more went to union negotiations. Plans to change how teacher seniority affected staffing decisions — in order to reward results rather than persistence — were dashed by political maneuvering. Russia Bans US Use of Its Rocket Engines For Military Launches
schwit1 sends word that Russia will now ban U.S. military satellite launches using Russian-made rockets. According to Deputy Prime Minister Dmitry Rogozin, this is retaliation for U.S. sanctions on high-tech items, put in place because of the dispute in the Ukraine. Rogozin also threatened to block U.S. plans to keep using the International Space Station beyond its 2020 mission end date. That's not all: 'Rogozin also said Russia will suspend the operation of GPS satellite navigation system sites in Russia from June and seek talks with Washington on opening similar sites in the United States for Russia's own system, Glonass. He threatened the permanent closure of the GPS sites in Russia if that is not agreed by September.'

Oil Man Proposes Increase In Oklahoma Oil-and-Gas Tax
Hugh Pickens DOT Com (2995471) writes "Daniel Gilbert reports at the WSJ that Oklahoma oil man George Kaiser is breaking with fellow energy executives in asking the state to raise taxes on oil companies, including his own. 'Oklahoma is in desperate financial circumstances,' says the billionaire who controls Kaiser-Francis Oil Co. Kaiser says a higher tax on oil-and-gas production could help the state pay for education and much needed infrastructure improvements, and is asking legislators to return the state's gross production tax to 7 percent, challenging a plan proposed by fellow oil company executives who want to see the rate settle at 2 percent for the first four years of production.
Several energy companies and the State Chamber of Oklahoma say that lower tax rates for the costliest oil and gas wells are necessary to continue drilling at a pace that has stimulated economic activity and created other sources of revenue. Berry Mullennix, CEO at Tulsa-based Panther Energy, credits the tax program for helping his company grow to more than 90 employees, up from 18 a few years ago. 'I would argue the tax incentive is a direct reason we have so much horizontal drilling in the state today,' Mullennix says ... When companies decide to drill a well, they make their best guesses on how much it will cost to drill the well, how much the well will produce and what the commodity price will be. All of those estimates can vary widely, Kaiser says. 'With ad valorem taxes, the difference among states is 2 or 3 or 4 percent. The other factors can vary by 50 or 100 percent.' Compared with those other factors, Kaiser says the tax rate is incidental. 'It's a rounding error.'" -
GM Sees a Market For $5/Day Dedicated In-Car Internet
An anonymous reader writes "$5 doesn't sound like much for a day of internet service in some contexts: it's less than you might pay for it in-flight, and less than a few espresso drinks if you're lured in by a coffee shop's Wi-Fi service. But not all internet service is created equal; would you pay $5 for a month of in-car internet service if it meant a 200-meg cap, which is (only) 'enough to stream more than 6.5 hours of music?' That's where a new dedicated Internet service from GM starts (also at the WSJ, paywalled), and it's $10 for drivers who aren't also OnStar subscribers. Probably a more likely option for the occasional road trip, though, is $5 per day service (no OnStar requirement) for 250MB of data. Why wouldn't someone just use a smartphone with a data plan, or a dedicated hotspot device? GM thinks they'll be drawn to 'a powerful antenna that's stronger than that of a smartphone, along with a Wi-Fi hotspot that operates without draining a mobile device's battery. That hotspot is on any time the car is on.'"

Is Carbon Fiber Going Mainstream?

But now it seems as if the advanced material is about to become truly mainstream--BMW has announced it plans to triple carbon fiber reinforced plastic output at its Moses Lake facility in Washington state. Currently, the SGL Group plant, a joint venture partner of BMW Group, has the production capacity for about 3,000 tons of carbon fiber per annum. Two productions lines are currently going with the output dedicated to BMW's i3 and i8 plug-in vehicles. SGL is already working on a third and fourth production line which would double production to 6,000 tons per year, but a fifth and sixth are on the way, set to triple capacity to 9,000 tons every year. This extra output won't be reserved exclusively for BMW's i range. Several future BMW models will make use of the lightweight material. Now the only question is how long before carbon fiber vehicle construction becomes as common as aluminum?"

China May Build an Undersea Train To America

According to a report in the Beijing Times, citing an expert at the Chinese Academy of Engineering, Chinese officials are considering a route that would start in the country's northeast, thread through eastern Siberia and cross the Bering Strait via a 125-mile long underwater tunnel into Alaska."

Physician Operates On Server, Costs His Hospital $4.8 Million
Hugh Pickens DOT Com (2995471) writes "Jaikumar Vijayan reports at Computerworld that a physician at Columbia University Medical Center (CU) attempted to "deactivate" a personally owned computer from a hospital network segment that contained sensitive patient health information, creating an inadvertent data leak that is going to cost the hospital $4.8 million to settle with the U.S. Department of Health and Human Services (HHS). The error left patient status, vital signs, laboratory results, medication information, and other sensitive data on about 6,800 individuals accessible to all via the Web. The breach was discovered after the hospital received a complaint from an individual who discovered personal health information about his deceased partner on the Web. An investigation by the HHS Office for Civil Rights (OCR) found that neither Columbia University nor New York Presbyterian Hospital, who operated the network jointly, had implemented adequate security protections, or undertook a risk analysis or audit to identify the location of sensitive patient health information on the joint network. "For more than three years, we have been cooperating with HHS by voluntarily providing information about the incident in question," say the hospitals. "We also have continually strengthened our safeguards to enhance our information systems and processes, and will continue to do so under the terms of the agreement with HHS." HHS has also extracted settlements from several other healthcare entities over the past two years as it beefs up the effort to crack down on HIPAA violations. In April, it reached a $2 million settlement with with Concentra Health Services and QCA Health Plan. Both organizations reported losing laptops containing unencrypted patient data."

The Mere Promise of Google Fiber Sends Rivals Scrambling
Hugh Pickens DOT Com (2995471) writes "Marguerite Reardon writes at Cnet that within a week of Google's declaration last spring that it planned to build a fiber network in the city of Austin, AT&T announced its own Austin fiber network and in less than a year's time, AT&T and local cable operator Grande Communications have beaten Google to market with their own ultra-high speed services using newly built fiber networks. AT&T maintains it has been planning this fiber upgrade for a long time, and that Google's announcement didn't affect the timing of its network but Rondella Hawkins, the telecommunications and regulatory affairs officer for the city of Austin, said she had never heard about AT&T's plans before Google's news came out. Hawkins was part of the original committee that put together Austin's application to become the first Google Fiber city. 'Our application for Google would have been a good tip-off to the incumbents that we were eager as a community to get fiber built,' says Hawkins. 'But we never heard from them. Until Google announced that it was going to deploy a fiber network in Austin, I was unaware of AT&T's plans to roll out gigabit fiber to the home.' Grande Communications' CEO Matt Murphy admits that without Google in the market, his company wouldn't have moved so aggressively on offering gigabit speeds. It also wouldn't be offering its service at the modest price of $65 a month, considering that the average broadband download speed sold in the US is between 20Mbps and 25Mbps for about $45 to $50 a month.
It's not surprising, then, that in every city in AT&T's 22-state footprint where Google is considering deploying fiber, AT&T also plans to bring GigaPower. That's a total of 14 markets, including Austin, the Triangle region of North Carolina, and Atlanta, home to AT&T's mobility division. While AT&T refuses to acknowledge that its gigabit fiber plans are answering the competitive challenge posed by Google Fiber, others say that Kansas City may have been a wake-up call. 'I think all the providers have learned some valuable lessons from Google's Kansas City deployment,' says Julie Huls, president and CEO of the Austin Technology Council. 'What Google did instead was say, "We're going to build you a Lamborghini, but price it at the same price as a Camry,"' says Blair Levin. 'And that's what's so disruptive about it.'" -
London Black Cabs Threaten Chaos To Stop Uber

"London black-cab drivers are planning to cause gridlock in the city to protest against car service Uber. The Licensed Taxi Drivers Association complains that Uber's drivers are using a smartphone app to calculate fares despite it being illegal for private vehicles to be fitted with taximeters. Transport for London has declined to intervene, because it disagrees that there has been a breach of the law. LTDA now plans to force the issue by holding the action in early June. 'Transport for London not enforcing the Private Hire Vehicles Act is dangerous for Londoners,' Steve McNamara, LTDA's general secretary, told the BBC. 'I anticipate that the demonstration against TfL's handling of Uber will attract many many thousands of cabs and cause severe chaos, congestion and confusion across the metropolis.'"
