Nvidia Is Giving Up On the Cryptocurrency Mining Market (latimes.com)
"Nvidia's nine-month crypto gold rush is over," reports the Los Angeles Times. An anonymous reader quotes their report: "Our core platforms exceeded our expectations, even as crypto largely disappeared," founder and Chief Executive Jensen Huang said Thursday on a conference call. "We're projecting no cryptomining going forward...." Nvidia said it had expected about $100 million in sales of chips bought by currency miners in the fiscal second quarter. Instead, the total was $18 million in the period, and that revenue is likely to disappear entirely in future quarters, the company said.
Investors are expressing their concern at the sudden collapse of what had looked like a billion-dollar business. Three months ago, Nvidia said it generated $289 million in sales from cryptocurrency miners, but warned that demand was declining rapidly and might fall by as much as two-thirds. Even that prediction was too optimistic. -
After Employee Revolt, Google Says It's 'Not Close' To Launching Search In China (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: Reports from earlier this month claimed Google was working on products for the Chinese market, detailing plans for a search engine and news app that complied with the Chinese government's censorship and surveillance demands. The news was a surprise to many Googlers, and yesterday an article from The New York Times detailed a Maven-style internal revolt at the company. Fourteen hundred employees signed a letter demanding more transparency from Google's leadership on ethical issues, saying, "Google employees need to know what we're building." The letter says many employees only learned about the project through news reports and that "currently we do not have the information required to make ethically informed decisions about our work, our projects, and our employment."
According to a report from The Wall Street Journal, Google addressed the issue of China at this week's all-hands meeting. The report says CEO Sundar Pichai told employees the company was "not close to launching a search product" in China but that Pichai thinks Google can do good by engaging with China. "I genuinely do believe we have a positive impact when we engage around the world," The Journal quotes Pichai as say, "and I don't see any reason why that would be different in China." The report says Brin "sounded optimistic about doing more business in China" but that Brin called progress in the country "slow-going and complicated." -
US Government Seeks Facebook Help To Wiretap Messenger, Report Says (reuters.com)
The U.S. government is trying to force Facebook to break the encryption in its popular Messenger app so law enforcement may listen to a suspect's voice conversations in a criminal probe, Reuters reported Friday, citing three people briefed on the case said, resurrecting the issue of whether companies can be compelled to alter their products to enable surveillance. From the report: The previously unreported case in a federal court in California is proceeding under seal, so no filings are publicly available, but the three people told Reuters that Facebook is contesting the U.S. Department of Justice's demand. The judge in the Messenger case heard arguments on Tuesday on a government motion to hold Facebook in contempt of court for refusing to carry out the surveillance request, according to the sources, who spoke on condition of anonymity.

Google Employees Protest Secret Work On Censored Search Engine For China (nytimes.com)
According to The New York Times, "Hundreds of Google employees, upset at the company's decision to secretly build a censored version of its search engine for China, have signed a letter demanding more transparency to understand the ethical consequences of their work (Warning: source may be paywalled; alternative source)." In the letter, the employees wrote that the project and Google's apparent willingness to abide by China's censorship requirements "raise urgent moral and ethical issues." They added, "Currently we do not have the information required to make ethically-informed decisions about our work, our projects, and our employment." From the report: The letter is circulating on Google's internal communication systems and is signed by about 1,000 employees, according to two people familiar with the document, who were not authorized to speak publicly. The letter also called on Google to allow employees to participate in ethical reviews of the company's products, to appoint external representatives to ensure transparency and to publish an ethical assessment of controversial projects. The document referred to the situation as a "code yellow," a process used in engineering to address critical problems that impact several teams.

To Catch A Robber, The FBI Attempted An Unprecedented Grab For Google Location Data (forbes.com)
Back in March, as it investigated a spate of armed robberies across Portland, Maine, the FBI made an astonishing, unprecedented request of Google, Forbes reports. The feds wanted the tech giant to find all users of its services who'd been within the vicinity of at least two of nine of those robberies. They limited the search to within 30-minute timeframes around when the crimes were committed. But the request covered a total space of 45 hectares and could've included anyone with an Android or iPhone using Google's tools, not just the suspect. From a report: The FBI then demanded a lot of personal information on affected users, including their full names and addresses, as well as their Google account activity. The feds also wanted all affected users' historical locations. According to court records, while Google didn't provide the information, the cops still found their suspect in the end. Outside of concerns around government overreach, the FBI's remarkable attempt to force Google to assist in its investigation will likely worry all who were disturbed by an Associated Press investigation published on Monday that claimed Google continued to track people even when they turned location features off. The court warrants unearthed by Forbes indicate some at the FBI believe they have a right to that location data too, even if it belongs to innocents who might be unwittingly caught up in invasive government surveillance. And the government feels such fishing expeditions are permissable; it issued the warrant on Google without knowing whether or not the suspect used an Android device or any of the company services at all.

Australia To Pass Bill Providing Backdoors Into Encrypted Devices, Communications (theregister.co.uk)
An anonymous reader quotes a report from The Register: The Australian government has scheduled its "not-a-backdoor" crypto-busting bill to land in parliament in the spring session, and we still don't know what will be in it. The legislation is included in the Department of Prime Minister and Cabinet's schedule of proposed laws to be debated from today (13 August) all the way into December. All we know, however, is what's already on the public record: a speech by Minister for Law Enforcement and Cybersecurity Angus Taylor in June, and the following from the digest of bills for the spring session: "Implement measures to address the impact of encrypted communications and devices on national security and law enforcement investigations. The bill provides a framework for agencies to work with the private sector so that law enforcement can adapt to the increasingly complex online environment. The bill requires both domestic and foreign companies supplying services to Australia to provide greater assistance to agencies."
Apart from the dodgy technological sophistry involved, this belief somewhat contradicts what Angus Taylor said in June (our only contemporary reference to what the government has in mind). "We need access to digital networks and devices, and to the data on them, when there are reasonable grounds to do so," he said (emphasis added). If this accurately reflects the purpose of the legislation, then the Australian government wants access to the networks, not just the devices. It wants a break-in that will work on networks, if law enforcement demands it, and that takes us back to the "government wants a backdoor" problem. And it remains clear that the government's magical thinking remains in place: having no idea how to achieve the impossible, it wants the industry to cover for it under the guise of "greater assistance to agencies." -
Hacked Water Heaters Could Trigger Mass Blackouts Someday (wired.com)
At the Usenix Security conference this week, a group of Princeton University security researchers will present a study that considers a little-examined question in power grid cybersecurity: What if hackers attacked not the supply side of the power grid, but the demand side? From a report: In a series of simulations, the researchers imagined what might happen if hackers controlled a botnet composed of thousands of silently hacked consumer internet of things devices, particularly power-hungry ones like air conditioners, water heaters, and space heaters. Then they ran a series of software simulations to see how many of those devices an attacker would need to simultaneously hijack to disrupt the stability of the power grid. Their answers point to a disturbing, if not quite yet practical scenario: In a power network large enough to serve an area of 38 million people -- a population roughly equal to Canada or California -- the researchers estimate that just a one percent bump in demand might be enough to take down the majority of the grid. That demand increase could be created by a botnet as small as a few tens of thousands of hacked electric water heaters or a couple hundred thousand air conditioners. "Power grids are stable as long as supply is equal to demand," says Saleh Soltan, a researcher in Princeton's Department of Electrical Engineering, who led the study. "If you have a very large botnet of IoT devices, you can really manipulate the demand, changing it abruptly, any time you want."

Hackers Who Attended Black Hat and DefCon Conferences Say Hotel Security Personnel Demanded Access To Their Rooms (the-parallax.com)
More than two dozen hackers and security experts who attended security events last week say security personnel at the Mandalay Bay, Luxor, Caesars Palace, Flamingo, Aria, Cromwell, Tuscany, Linq, or Mirage hotels had entered their rooms. Security news site The Parallax reports: Except for Tuscany, which is independent, all of these hotels are owned by either Caesars Entertainment or MGM Resorts International. And of the three hotel companies, only Caesars returned a request for comment. Richard Broome, executive vice president of communications and government relations for Caesars Entertainment, whose Caesars Palace is co-hosting DefCon this year with the Flamingo, said that following the deadliest mass shooting in U.S. history last year, "periodic" hotel room checks are now standard operating procedure in Las Vegas. On October 1, 2017, from his room at the Mandalay Bay, Stephen Paddock used semiautomatic weapons he'd outfitted with bump stocks to kill 58 people and wound at least 527 others attending a gated country music concert on the Strip below. [...] Two apparent Caesars security officers wearing hotel name tags displaying only the first names "Cynthia" and "Keith," respectively, as well as sheriff's style badges that looked like they came out of a Halloween costume kit, visited my room while I was writing this story. Cynthia told me that they are instructed to refer to the front desk guests who decline to allow their room to be searched.
After Cynthia and Keith declined to disclose their last names to me, I asked what they intended to do in the room. They told me that they would enter it, type a code into the room's phone line to signal that it's been checked, and then do a visual spot check. When I asked what they would be looking for, Cynthia replied, "WMDs -- that sort of thing." Other conference attendees reported similar but less pleasant interactions. Katie Moussouris, CEO of Luta Security, wrote on Twitter that two hotel security personnel were "banging" on her room door and "shouted" at her. She also said the hotel's security team supervisor "dismissed" her concerns over how the hotel was treating single, female travelers. Google security engineer Maddie Stone tweeted that a man wearing a light-blue shirt and a walkie-talkie entered her Caesars Palace room with a key, but without knocking, while she was getting dressed. "He left when I started screaming," she wrote, adding that a hotel manager, upon her request, said Caesars would look into whether the man was actually an employee. Stone tweeted that she left DefCon early because of the incident. -
Georgia Defends Electronic Voting Machines Despite 243-Percent Turnout In One Precinct (arstechnica.com)
"In Chicago, it used to be claimed that even death couldn't stop a person from voting," writes Slashdot reader lunchlady55. "But in the Deep South, there are new reports of discrepancies in voter turnout with the approval of new electronic voting systems." Ars Technica reports: [I]f any state is a poster child for terrible election practices, it is surely Georgia. Bold claims demand bold evidence, and unfortunately there's plenty; on Monday, McClatchy reported a string of irregularities from the state's primary election in May, including one precinct with a 243-percent turnout.
McClatchy's data comes from a federal lawsuit filed against the state. In addition to the problem in Habersham County's Mud Creek precinct, where it appeared that 276 registered voters managed to cast 670 ballots, the piece describes numerous other issues with both voter registration and electronic voting machines. (In fact it was later corrected to show 3,704 registered voters in the precinct.) Multiple sworn statements from voters describe how they turned up at their polling stations only to be turned away or directed to other precincts. Even more statements allege incorrect ballots, frozen voting machines, and other issues. "George is one of four states in the U.S. that continues to use voting machines with no ability to provide voters a paper record so that they can verify the machine counted their vote correctly," the report adds. -
New York City Just Voted To Cap Uber and Lyft Vehicles and Require Drivers To Be Paid a Minimum Wage (cnbc.com)
New York City Council passed regulations on ride-hail companies on Wednesday, capping the number of vehicles on the road for one year and requiring that drivers to be paid a minimum wage. From a report: Council Speaker Corey Johnson said earlier that the regulations are intended to protect drivers, fairly regulate the industry and reduce congestion. The year-long cap on new licenses for ride-hailing vehicles will take place while the Taxi and Limousine Commission (TLC) studies the effects of ride-hail service in the city. The cap would not apply to new wheelchair-accessible vehicles or new vehicles serving an area demonstrating need in a way that does not increase congestion. App-based ride services account for 80,000 vehicles in New York City, and provide 17 million rides per month, according to a study by The New School for the TLC. The surge in ridership coincided with increased resident frustration with the local subway system. With the move on Wednesday, New York City, the largest American market for Uber, has become the first major American city to restrict the number of ride-hail vehicles and to establish pay rules for drivers. In a statement issued moments ago, New York Mayor Bill de Blasio said," Our city is directly confronting a crisis that is driving working New Yorkers into poverty and our streets into gridlock. The unchecked growth of app-based for-hire vehicle companies has demanded action -- and now we have it."

Vint Cerf on Differential Traceability on the Internet (acm.org)
Addressing the bad behaviors on the Internet, that range from social network bullying and misinformation to email spam, distributed denial of service attacks, direct cyberattacks against infrastructure, malware propagation, identity theft, and a host of other ills require a wide range of technical and legal considerations, says Vint Cerf, even as he steers clear that he supports encryption. But is there a way to bring more accountability and traceability on our actions on the internet without compromising our privacy? He has a proposition: What is of interest to me is a concept to which I was introduced at the Ditchley workshop, specifically, differential traceability. The ability to trace bad actors to bring them to justice seems to me an important goal in a civilized society. The tension with privacy protection leads to the idea that only under appropriate conditions can privacy be violated. By way of example, consider license plates on cars. They are usually arbitrary identifiers and special authority is needed to match them with the car owners (unless, of course, they are vanity plates like mine: "Cerfsup"). This is an example of differential traceability; the police department has the authority to demand ownership information from the Department of Motor Vehicles that issues the license plates. Ordinary citizens do not have this authority.
In the Internet environment there are a variety of identifiers associated with users (including corporate users). Domain names, IP addresses, email addresses, and public cryptography keys are examples among many others. Some of these identifiers are dynamic and thus ambiguous. For example, IP addresses are not always permanent and may change (for example, temporary IP addresses assigned at Wi-Fi hotspots) or may be ambiguous in the case of Network Address Translation. Information about the time of assignment and the party to whom an IP address was assigned may be needed to identify an individual user. There has been considerable debate and even a recent court case regarding requirements to register users in domain name WHOIS databases in the context of the adoption of GDPR. If we are to accomplish the simultaneous objectives of protecting privacy while apprehending those engaged in harmful or criminal behavior on the Internet, we must find some balance between conflicting but desirable outcomes. -

InfoQ got some interesting insights from their interview with Christophe de Hauwer, the chief strategy and development officer at the communications satellite company SES: According to Morgan Stanly, the global space economy is predicted to grow from $350 billion in revenues today to more than $1.1 trillion by 2040. This impressive growth is driven by an exploding demand for connectivity... On one hand, satellite will be key to satisfy consumers' demand for always-on, high-performance connectivity. On the other hand, it will play an essential role in providing connectivity to populations in underserved and unserved areas...
[A]irlines are facing growing demands for inflight connectivity: market studies have shown that 63% of travelers think more flights should offer Wi-Fi, and 48% think Wi-Fi in the air should be as fast as it is on the ground. We are shaping and scaling our satellite fleet in order to deliver both the performance and economics needed to take these services mainstream. Whether a plane is travelling along densely populated routes or vast areas of deserts, we want to have them covered with the right kind of connectivity, always on, everywhere.
He also points out that SpaceX's re-usable rockets are just one of the ways space technology is making telecommunications cheaper.
"Electric propulsion means satellites can achieve a 40-50% reduction in their mass; high-throughput spot beams deliver a significantly higher amount of bandwidth than traditional satellites and can reduce cost per bit; fully new digitized payloads enable increased efficiency, full flexibility in global coverage and further optimization of spectrum use." -
Can We Decentralize the Web? (computing.co.uk)
This week the Internet Archive hosted an amazing Decentralized Web Summit, which united the makers who want to build a web "that's locked open for good." [Watch the videos here.] Vint Cerf was there, as was the technical product development leader for Microsoft's own decentralized identity efforts, several companies building the so-called punk rock Internet, "along with a handful of venture capitalists looking for opportunities." One talk even included Mike Judge, the creator of HBO's Silicon Valley, which recently included the decentralized web in its ongoing storyline.
Computing highlighted remarks by Brewster Kahle, the founder of the Internet Archive, and Mitchell Baker, the chairperson of the Mozilla Foundation. The ideology of the web's early pioneers, according to Baker, was free software and open source. "Money was considered evil," she said. So when companies came in to commercialize the internet, the original architects were unprepared. "Advertising is the internet's original sin," Kahle told the packed room. "Advertising is winner-take-all, and that's how we've ended up with centralization and monopolies."
At the conference, attendees presented utopian visions of how the future of the internet could look. Civil, a new media startup, proposed crowd-supported journalism using cryptocurrency micro-payments. Mastodon, a decentralized and encrypted social network, was commonly referenced as an alternative to Twitter. As Facebook and Google continue to monopolize the digital advertising ecosystem -- recent estimates say that the two companies control over 70% of digital advertising spending globally -- the promise of a decentralized web, free from the shackles of advertiser demands is fun to imagine.
Tristan Harris, who leads the Center for Humane Technology, "just hopes the pioneers of the new internet turn around to face the potential negative externalities of their products before it's too late," arguing that "If we decentralize the systems we already have without an honest recognition of the social harms that are being created -- mental health [issues], loneliness, addiction, polarization, conspiracy theories... then we've decentralized social harms and we can't even track them." But Tim Berners-Lee "remains hopeful".
"There's massive public awareness of the effects of social networks and the unintended consequences," he told Computing. "There's a huge backlash from people wanting to control their own data"... Meanwhile, there's the rise of "companies which respect user privacy and do not do anything at all with user data" (he namechecks social network MeWe to which he acts as an advisor), open-source collaborations like the data portability project (DTP) led by tech giants, and his own project Solid which is "turning from an experiment into a platform and the start of a movement".
"These are exciting times," said Berners-Lee. -
Samoa Plans Switch To 100% Renewable Electricity -- Using Tesla's Batteries and Grid Controller (fastcompany.com)
An anonymous reader quotes Fast Company: In seven years, the island nation of Samoa plans to run on 100% renewable electricity. Over the last year, the local utility has worked with Tesla to install a key piece of that plan -- battery storage, and also a software system that can control Samoa's entire electricity supply. In the past, like many islands, the country ran mostly on imported, expensive, and polluting diesel power. As recently as 2012, the country brought in 95 million liters of diesel. Spurred by the cost and the threat of climate change -- Samoa is at particular risk from sea level rise and new outbreaks of climate-related diseases -- the country has been ramping up the use of renewables, with five large solar plants, a wind farm, and hydropower plants. But as renewable energy grew, the grid struggled with reliability.
"It had gotten to the point where just the solar, combined, could provide over half of the entire peak demand for the island, but they were having quite a few challenges managing that efficiently," says JB Straubel, Tesla's chief technical officer.... Tesla installed two of its "Powerpack" battery systems, and also developed and implemented island grid controller software that can control both the batteries and all of the power plants. "If a big cloud comes over the island and the solar drops very quickly, we can control the battery to make up the difference so we don't have to start a generator immediately, and we don't have to keep a generator running even when it might not be needed," says Straubel. -
Record Labels File 'Billion Dollar' Piracy Lawsuit Against ISP Cox (torrentfreak.com)
An anonymous reader quotes a report from TorrentFreak: This week Cox's problems doubled after a group of high profile record labels filed a new piracy liability lawsuit against the Internet provider. Sony Music Entertainment, EMI Music, Universal Music, Warner Bros Records, and several others accuse the company of turning a blind eye to pirating subscribers. The labels argue that Cox has knowingly contributed to the piracy activities of its subscribers and that it substantially profited from this activity. All at the expense of the record labels and other rightsholders. "Indeed, for years, Cox deliberately refused to take reasonable measures to curb its customers from using its Internet services to infringe on others' copyrights -- even once Cox became aware of particular customers engaging in specific, repeated acts of infringement," the complaint reads. To stop the infringing activities, the music companies sent hundreds of thousands of notices to the Internet provider. This didn't help much, they claim, noting that Cox actively limited the number of notices it processed.
"Rather than working with Plaintiffs to curb this massive infringement, Cox unilaterally imposed an arbitrary cap on the number of infringement notices it would accept from copyright holders, thereby willfully blinding itself to any of its subscribers' infringements that exceeded its 'cap.'" Cox has previously stressed that it implemented a "thirteen-strike policy" to deal with the issue. According to the record labels, it is clear that Cox intentionally ignored these repeated copyright infringements. As such, they believe that the ISP is liable for both contributory and vicarious copyright infringement. As compensation for the claimed losses, the companies demand statutory or actual damages, as well as coverage for their attorney fees and other costs. Since the complaint lists over 10,000 musical works, and there's a statutory maximum of $150,000 per work, the case could in theory cost Cox more than $1.5 billion. -
The NES Classic Outsold the PS4, Xbox One, and Switch In June (theverge.com)
After returning to stores in June after a brief stint of sales back in 2016, the NES Classic is topping U.S. sales charts. Market research firm NPD reports that the NES Classic was June's highest unit-selling hardware platform in the U.S., beating the PlayStation 4, Nintendo Switch, and Xbox One. "The NES Classic managed to outsell these consoles despite only being on sale for a few days in late June," reports The Verge. From the report: While the NES Classic is priced at $59 compared to more expensive current-generation consoles, it's clearly still in demand 35 years after the original Nintendo Entertainment System debuted in 1983. The NES Classic comes loaded with 30 games including classics like Super Mario Bros., Metroid, Donkey Kong, The Legend of Zelda, and Pac-Man. While you can't insert vintage NES cartridges into it, the console supports game saves and connects to TVs via a HDMI cable. Nintendo hasn't revealed whether it now plans to introduce more miniature retro consoles.

Browser Firm That Required Users To Confirm Their Real Life Identity Shut Down After Its Employees Were Threatened (xconomy.com)
New submitter nleskovic shares a report: When Authenticated Reality launched last year, it seemed that the company had struck gold in terms of market demand and fit. The Austin-based startup had developed a Web browser that would require users to prove they are who they say they are. Users would have to sign up for an account -- scanning their driver's license and taking a photo -- in order to download the browser, which would sit "on top" of the Internet, said Chris Ciabarra, Authenticated Reality's co-founder, in an interview last year. "Everybody knows who everybody is," he said. So, when Facebook announced this week that its site was, once again, home to inauthentic pages and accounts designed to influence the outcome of the upcoming midterm Congressional elections, I contacted Ciabarra to find out how the company was doing. But, he said Wednesday that he had shut down the startup just a month after its debut. He said people who had heard about Authenticated Reality from media reports were visiting the firm's offices in California and threatening employees. (The addresses were listed on the website.) "It was getting kind of scary," he told me. "They were thinking we were taking their freedom away because they had to sign up using a driver's license. They thought we were trying to follow them."

Call Me, Comrade: The Surprise Rise of North Korean Smartphones (nknews.org)
Tia Han, reporting for NK News: 2018 marks the tenth year that cellphones have been legally available in North Korea. The number of users has been growing significantly since then, but overall use remains low: according to the country's state-run Sogwang outlet in January, more than 3.5 million -- out of a population of 25 million -- have mobile subscriptions. "We started providing the 3G service in December 2008, so this year marks the 10th year of the service," Han Jong Nye, from the Arirang Information and Technology Center in Future Scientist Street in Pyongyang, was quoted as having said in Sogwang in January. "The demand for mobile phones is growing larger and larger."

Reports suggest various kinds of applications are now accessible for mobile users -- from games to shopping -- several state-run North Korean outlets have reported on their recent technological development, often with a great deal of emphasis on their local origins. State media suggests that North Koreans are playing games, reading books, listening to music, doing karaoke, learning to cook, and even increasing crop output on their smartphones.

Senate Democrat Floats First Serious Proposals For Regulating Big Tech (gizmodo.com)
On Monday, Senator Mark Warner published 20 proposals on how to regulate big tech platforms. What's interesting is that none of the proposals call for breaking up the pseudo-monopolies. Instead, they aim to start a substantive debate by laying out different paths to address problems posed by the platforms. Gizmodo reports: What may be more important than the individual proposals themselves is that the document is at least trying to organize a holistic way of thinking about the issues now on the table. It breaks down the areas that need addressing into the promotion of disinformation, privacy and consumer protection, and ensuring competition in the marketplace. Just to highlight a few of the good issues on the table, the white paper blessedly brings the conversation back to privacy and data ownership -- something that seems to have been lost as the conversation has turned to content moderation. The easiest recommendation is to implement what it calls "GDPR-like" data protection legislation that would give Americans similar data rights as EU citizens gained in May. The jury is still out on the long-term consequences of those reforms, but they require greater transparency and consent for a company's terms of service, along with many more tools for keeping track of what information a company collects on you.
On the competition side of things, the proposal suggests a data-transparency bill that would give users a more granular idea of how their data is being used and how much its worth to an individual platform. One concern it addresses is that platforms expand how they monetize a person's data while the user is often unaware of how much they're actually giving up, value-wise, when they agree to hand over their data in exchange for a particular service. Another benefit would be that regulators would have a better idea of what they're evaluating in antitrust enforcement cases. The proposals relating to disinformation are a little more worrisome. A requirement that platforms "clearly and conspicuously label bots" wouldn't be so bad, but it's a daunting task and opens up the potential for false positives. Likewise, demanding networks identify a user's true identity is unrealistic, and the option of anonymity online should be protected. The Los Angeles Department of Water and Power wants to spend $3 billion to pump back the water that's flowing through Hoover Dam -- so it can flow through again later, during periods of peak energy demand. This generates a net profit for the dam's operators -- the pumping stations are powered by cheap solar and wind energy, while the dams are currently operating at just 20% of their capacity. An anonymous reader quotes Clean Technica: The problem is that California has so much renewable energy available now, thanks in large measure to aggressive state mandated policies, that much of it is "constrained." That's utility industry speak for having to give it away or simply let it go to waste. In some cases, utilities in California actually pay other utility companies to take the excess electricity off their hands.
Why not store it all in some of Elon Musk's grid scale batteries? Simply put, pumped hydroelectric storage is cheaper than battery storage, at least for now. Lazard, the financial advisory and asset management firm, estimates utility scale lithium-ion batteries cost 26 cents per kilowatt-hour compared with 15 cents for pumped hydro storage. "Hoover Dam is ideal for this," Kelly Sanders, an assistant professor of civil and environmental engineering at the University of Southern California tells the New York Times. "It's a gigantic plant. We don't have anything on the horizon as far as batteries of that magnitude."
