Computer Searches Telescope Data For Evidence of Distant Planets (mit.edu)
As part of an effort to identify distant planets hospitable to life, NASA has established a crowdsourcing project in which volunteers search telescopic images for evidence of debris disks around stars, which are good indicators of exoplanets. From a report: Using the results of that project, researchers at MIT have now trained a machine-learning system to search for debris disks itself. The scale of the search demands automation: There are nearly 750 million possible light sources in the data accumulated through NASA's Wide-Field Infrared Survey Explorer (WISE) mission alone. In tests, the machine-learning system agreed with human identifications of debris disks 97 percent of the time. The researchers also trained their system to rate debris disks according to their likelihood of containing detectable exoplanets. In a paper describing the new work in the journal Astronomy and Computing, the MIT researchers report that their system identified 367 previously unexamined celestial objects as particularly promising candidates for further study.

Half of European Flights Delayed Due To System Failure (bbc.com)
An anonymous reader quotes a report from the BBC: The organization responsible for co-ordinating European air traffic says it has fixed an earlier fault which led to widespread flight delays. Eurocontrol earlier said that delays could affect up to half of all flights in Europe -- about 15,000 trips. It said the faulty system was restarted at 19:00 GMT, and normal operations had resumed. Tuesday's fault was only the second failure in 20 years, Eurocontrol said -- the last happened in 2001. The unspecified problem was with the Enhanced Tactical Flow Management System, which helps to manage air traffic by comparing demand and capacity of different air traffic control sectors. It manages up to 36,000 flights a day. Some 29,500 were scheduled on Tuesday when the fault occurred. When the system failed, Eurocontrol's contingency plan for a failure in the system deliberately reduced the capacity of the entire European network by 10%. It also added what it calls "predetermined departure intervals" at major airports.

Schools Are Giving Up on Smartphone Bans (gizmodo.com)
Bans on phones in schools are increasingly becoming a thing of the past, new research shows. From a report: A survey from the National Center for Education Statistics exploring crime and safety at schools indicates that there is a trend toward relaxing student smartphone bans. The survey reports that the percentage of public schools that banned cell phones and other devices that can send text messages dropped from nearly 91 percent in 2009 through 2010 to nearly 66 percent in 2015 through 2016.
This drop did not coincide, however, with more lenient rules around social media. In 2009 and 2010, about 93 percent of public schools limited student access to social networking sites from school computers, compared to 89 percent from 2015 through 2016. That's likely because these bans aren't lifted in response to student demands to use their electronics during school hours -- they are bending to the pressure of parents who want to be able to reach their kids. -
Military Documents Reveal How the US Army Plans To Deploy AI In Future Wars (thenextweb.com)
In a just-released white paper, the Army describes how it's working to make a battlefield network of machines and humans a reality. The Next Web reports: "Most of such intelligent things will not be too dissimilar from the systems we see on today's battlefield, such as unattended ground sensors, guided missiles (especially the fire-and-forget variety) and of course the unmanned aerial systems (UAVs)," reads the paper. "They will likely include physical robots ranging from very small size (such as an insect-scale mobile sensors) to large vehicle that can carry troops and supplies. Some will fly, others will crawl or walk or ride."
The paper was authored by the Army's chief of the Network Science Division of the Army Research Laboratory, Dr. Alexander Kott. It outlines the need to develop systems to augment both machines and people in the real world with artificially intelligent agents to defend the network: "In addition to physical intelligent things, the battlefield -- or at least the cyber domain of the battlefield -- will be populated with disembodied, cyber robots. These will reside within various computers and networks, and will move and acts in the cyberspace."
Kott takes pains to underscore the fact that the AI powering U.S. war efforts will need to be resilient in ways that today's AI simply isn't. He states: "The intelligent things will have to constantly think about an intelligent adversary that strategizes to deceive and defeat them. Without this adversarial intelligence, the battle things will not survive long enough to be useful." Ultimately, aside from outlining what the future battlefield will look like, the paper's conclusion is either disappointing or a giant relief, depending on your agenda: "Clearly, it is far beyond the current state of AI to operate intelligently in such an environments and with such demands. In particular, Machine Learning -- an area that has seen a dramatic progress in the last decade -- must experience major advances in order to become relevant to the real battlefield." -
'Thousands of Companies Are Spying On You' (cnn.com)
Security guru Bruce Schneier warns that "thousands of companies" are spying on us and manipulating us for profit. An anonymous reader quotes his article on CNN: Harvard Business School professor Shoshana Zuboff calls it "surveillance capitalism." And as creepy as Facebook is turning out to be, the entire industry is far creepier. It has existed in secret far too long, and it's up to lawmakers to force these companies into the public spotlight, where we can all decide if this is how we want society to operate and -- if not -- what to do about it...
Surveillance capitalism drives much of the internet. It's behind most of the "free" services, and many of the paid ones as well. Its goal is psychological manipulation, in the form of personalized advertising to persuade you to buy something or do something, like vote for a candidate. And while the individualized profile-driven manipulation exposed by Cambridge Analytica feels abhorrent, it's really no different from what every company wants in the end... Surveillance capitalism is deeply embedded in our increasingly computerized society, and if the extent of it came to light there would be broad demands for limits and regulation. But because this industry can largely operate in secret, only occasionally exposed after a data breach or investigative report, we remain mostly ignorant of its reach...
Regulation is the only answer.The first step to any regulation is transparency. Who has our data? Is it accurate? What are they doing with it? Who are they selling it to? How are they securing it? Can we delete it...? The market can put pressure on these companies to reduce their spying on us, but it can only do that if we force the industry out of its secret shadows.
The article also insists that "None of this is new," pointing out that companies like Facebook and Google offer their free services in exchange for your data.
But he also notes that there are now already 2,500 to 4,000 data brokers just in the U.S., including Equifax. -
'Nature' Explores Why So Many Postgrads Have Bad Mental Health (nature.com)
An anonymous reader writes: This week Nature tweeted that the rates of depression and anxiety reported by postgraduate students were six times higher than in the general population -- and received more than 1,200 retweets and received 170 replies. "This is not a one dimensional problem. Financial burden, hostile academia, red tape, tough job market, no proper career guidance. Take your pick," read one response. "Maybe being told day in, day out that the work you spend 10+ hrs a day, 6-7 days a week on isn't good enough," said another.
The science magazine takes this as more proof that "there is a problem among young scientists. Too many have mental-health difficulties, and too many say that the demands of the role are partly to blame. Neither issue gets the attention it deserves." They're now gathering stories from postgraduates about mental-health issues, and vowing to give the issue more coverage. "There is a problem with the culture in science, and it is one that loads an increasing burden on the shoulders of younger generations. The evidence suggests that they are feeling the effects. (Among the tweets, one proposed solution to improving the PhD is to 'treat it like professional training instead of indentured servitude with no hope of a career at the end?'.)" -
Poor Grades Tied To Class Times That Don't Match Our Biological Clocks (berkeley.edu)
An anonymous reader shares a report: It may be time to tailor students' class schedules to their natural biological rhythms, according to a new study from UC Berkeley and Northeastern Illinois University. Researchers tracked the personal daily online activity profiles of nearly 15,000 college students as they logged into campus servers. After sorting the students into "night owls," "daytime finches" and "morning larks" -- based on their activities on days they were not in class -- researchers compared their class times to their academic outcomes. Their findings, published today in the journal Scientific Reports, show that students whose circadian rhythms were out of sync with their class schedules -- say, night owls taking early morning courses -- received lower grades due to "social jet lag," a condition in which peak alertness times are at odds with work, school or other demands. "We found that the majority of students were being jet-lagged by their class times, which correlated very strongly with decreased academic performance," said study co-lead author Benjamin Smarr, a postdoctoral fellow who studies circadian rhythm disruptions in the lab of UC Berkeley psychology professor Lance Kriegsfeld.

Cities Worldwide Spent Over $3 Billion Last Year To Peep On You (cnet.com)
The world market for security equipment in city surveillance surged past $3 billion last year and won't be slowing down anytime soon, a research report by IHS Markit said Wednesday. From a report: State capitals and major cities have been spurring rapid development of city surveillance market in recent years, mostly to help police forces maintain public safety and reduce crime, the researcher said. Demand has surged for video content analysis, like facial recognition, as well as for things like body-worn cameras and services for police officers. IHS Markit estimated the city surveillance market will grow at average annual rate of 14.6 percent from 2016 to 2021. China is the biggest market for security equipment in city surveillance, taking up a two-thirds share, and it will also be the first country to widely use facial recognition in city surveillance projects, according to the researcher. More than 10,000 smart cameras are expected to roll out in Shenzhen city this year.

FBI Had No Way To Access Locked iPhone After Terror Attack, Watchdog Finds (zdnet.com)
The FBI did not have the technical capability to access an iPhone used by one of the terrorists behind the San Bernardino shooting, a Justice Department watchdog has found. ZDNet: A report by the department's Office of Inspector General sheds new light on the FBI's efforts to gain access to the terrorist's phone. It lands almost exactly a year after the FBI dropped a legal case against Apple, which had refused a demand by the government to build a backdoor that would've bypassed the encryption on the shooter's iPhone. Apple said at the time that if it was forced to backdoor one of its products, it would "set a dangerous precedent." Syed Farook and his wife, Tashfeen Malik, killed 14 people in the southern Californian town in December 2015. The 11-page report said that the FBI "had no such capability" to access the contents of Farook's encrypted iPhone, amid concerns that there were conflicting claims about whether the FBI may have had techniques to access the device by the time it had filed a suit against Apple. Those claims were mentioned in affidavits in the court case, as well as in testimony by former FBI director James Comey.

Mozilla Launches Facebook Container Add-on To Isolate Your Web Browsing Activity From Facebook (venturebeat.com)
Paul Sawers, writing for VentureBeat: On Tuesday, Mozilla announced a new tool it said will help keep Facebook from tracking your browsing across the web. The Facebook Container add-on for Firefox promises to make it "much harder" for Facebook to track you when you're not on its site. Mozilla has been working on the technology for several years already, accelerating its development in response to what it called a "growing demand for tools that help manage privacy and security," according to a statement issued by Mozilla today.
Most people are probably aware that data they directly give to Facebook -- such as "liking" a Page or updating their relationship status -- may be sold to advertisers. But fewer people know that Facebook can also track their activities on other websites that have integrated with aspects of Facebook's tracking technology, such as the pervasive "Like" button. And it's in this scenario that Mozilla is now hoping to play the good guy. -
Wind and Solar Can Power Most of the United States, Says Study (theguardian.com)
An anonymous reader writes: The Guardian reports of a recent paper, published in the journal Energy and Environmental Science, that helps explain how wind and solar energy can power most of the United States: "The authors analyzed 36 years of hourly weather data (1980-2015) in the U.S. They calculated the available wind and solar power over this time period and also included the electrical demand in the U.S. and its variation throughout the year. With this information, the researchers considered two scenarios. In scenario 1, they imagined wind and solar installations that would be sufficient to supply 100% of the U.S. electrical needs. In the second scenario, the installations would be over-designed; capable of providing 150% of the total U.S. electrical need. But the authors recognize that just because a solar panel or a wind turbine can provide all our energy, it doesn't mean that will happen in reality. It goes back to the prior discussion that sometimes the wind just doesn't blow, and sometimes the sun isn't shining. With these two scenarios, the authors then considered different mixes of power, from all solar to all wind. They also included the effect of aggregation area, that is, what sized regions are used to generate power. Is your power coming from wind and solar in your neighborhood, your city, your state or your region?
The authors found that with 100% power capacity and no mechanism to store energy, a wind-heavy portfolio is best (about 75% wind, 25% solar) and using large aggregate regions is optimal. It is possible to supply about 75-80% of U.S. electrical needs. If the system were designed with excess capacity (the 150% case), the U.S. could meet about 90% of its needs with wind and solar power. The authors modified their study to allow up to 12 hours of US energy storage. They then found that the 100% capacity system fared even better (about 90% of the country's energy) and the optimal balance was now more solar (approximately 70% solar and 30% wind). For the over-capacity system, the authors found that virtually all the country's power needs could be met with wind, solar, and storage." -
Atlanta City Government Systems Down Due To Ransomware Attack (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: The city of Atlanta government has apparently become the victim of a ransomware attack. The city's official Twitter account announced that the city government "is currently experiencing outages on various customer facing applications, including some that customers may use to pay bills or access court-related information." According to a report from Atlanta NBC affiliate WXIA, a city employee sent the station a screen shot of a ransomware message demanding a payment of $6,800 to unlock each computer or $51,000 to provide all the keys for affected systems. Employees received emails from the city's information technology department instructing them to unplug their computers if they noticed anything suspicious. An internal email shared with WXIA said that the internal systems affected include the city's payroll application. "At this time, our Atlanta Information Management team is working diligently with support from Microsoft to resolve the issue," a city spokesperson told Ars. "We are confident that our team of technology professionals will be able to restore applications soon." The city's primary website remains online, and the city government will continue to post updates there, the spokesperson added.

US Spending Bill Contains CLOUD Act, a Win For Tech and Law Enforcement (axios.com)
The 2,232 page spending bill released Wednesday by House and Senate leaders includes the Clarifying Lawful Overseas Use of Data [CLOUD] Act, which provides a legal framework for law enforcement to request data from overseas servers. The CLOUD Act currently sits high atop the wish list of tech firms, law enforcement and even foreign nations. Axios reports: The Supreme Court is currently mulling a case determining whether the Department of Justice had the right to force Microsoft to produce client emails stored on a server in Ireland without permission from Ireland's government. Microsoft fears the DOJ will force it to violate the laws of Ireland. The DOJ hopes to avoid the often years long process of abiding by treaties dealing with evidence. But both have publicly urged lawmakers to render the pending decision moot by passing the CLOUD act, a way to streamline the treaty process for requesting digital data.
The CLOUD Act provides a framework for reciprocal treaties for nations to request data from computers located within each other's borders. It also provides a mechanism for a Microsoft to take a law enforcement demand to court if it would force them to violate another country's rules. But when neither apply, law enforcement will be able to demand files in accordance with U.S. law. -
Water Shortages Could Affect 5 Billion People By 2050, UNESCO Warns (theguardian.com)
About 3.6 billion people are estimated to be living in areas with a potential for water scarcity for at least one month per year, and this number could rise to as many as 5.7 billion people by 2050, according to a report published by UNESCO [PDF]. From a report: The comprehensive annual study warns of conflict and civilisational threats unless actions are taken to reduce the stress on rivers, lakes, aquifers, wetlands and reservoirs. The World Water Development Report -- released in drought-hit BrasÃlia -- says positive change is possible, particularly in the key agricultural sector, but only if there is a move towards nature-based solutions that rely more on soil and trees than steel and concrete.
"For too long, the world has turned first to human-built, or 'grey', infrastructure to improve water management. In doing so, it has often brushed aside traditional and indigenous knowledge that embraces greener approaches," says Gilbert Houngbo, the chair of UN Water, in the preface of the 100-page assessment. "In the face of accelerated consumption, increasing environmental degradation and the multi-faceted impacts of climate change, we clearly need new ways of manage competing demands on our freshwater resources." -
North Carolina Police Obtained Warrants Demanding All Google Users Near Four Crime Scenes (wral.com)
An anonymous reader quotes the public records reporter from North Carolina TV station WRAL: In at least four investigations last year -- cases of murder, sexual battery and even possible arson at the massive downtown fire in March 2017 -- Raleigh police used search warrants to demand Google accounts not of specific suspects, but from any mobile devices that veered too close to the scene of a crime, according to a WRAL News review of court records... The demands Raleigh police issued for Google data [in two homicide cases] described a 17-acre area that included both homes and businesses... The account IDs aren't limited to electronics running Android. The warrant includes any device running location-enabled Google apps, according to Raleigh Police Department spokeswoman Laura Hourigan...
On March 16, 2017, a five-alarm fire ripped through the unfinished Metropolitan apartment building on West Jones Street... About two months later, Raleigh police obtained a search warrant for Google account IDs that showed up near the block of the Metropolitan between 7:30 and 10 p.m. the night of the fire... In addition to anonymized numerical identifiers, the warrant calls on Google to release time stamped location coordinates for every device that passed through the area. Detectives wrote that they'd narrow down that list and send it back to the company, demanding "contextual data points with points of travel outside of the geographical area" during an expanded timeframe. Another review would further cull the list, which police would use to request user names, birth dates and other identifying information of the phones' owners.
"Do people understand that in sharing that information with Google, they're also potentially sharing it with law enforcement?" asks a former Durham prosecutor who directs the North Carolina Open Government Coalition at Elon University. And Stephanie Lacambra, criminal defense staff attorney at the Electronic Frontier Foundation, also criticized the procedure. "To just say, 'Criminals commit crimes, and we know that most people have cell phones,' that should not be enough to get the geo-location on anyone that happened to be in the vicinity of a particular incident during a particular time." She believes that without probable cause the police department is "trying to use technology as a hack for their job... It does not have to be that we have to give up our privacy rights in order to participate in the digital revolution."
Nathan Freed Wessler, staff attorney with the ACLU's Speech, Privacy and Technology Project, put it succinctly. "At the end of the day, this tactic unavoidably risks getting information about totally innocent people." -
US Utilities Have Finally Realized Electric Cars May Save Them (qz.com)
Pity the utility company. For decades, electricity demand just went up and up, as surely as the sun rose in the east. Power companies could plan ahead with confidence. No longer. From a report: This year, the Tennessee Valley Authority scrapped its 20-year projections through 2035, since it was clear they had drastically underestimated the extent to which renewable energy would depress demand for electricity from the grid. But there is a bright spot for utilities: electric vehicles (EV), which make up 1% of the US car market.
For years, that market barely registered on utilities' radar. As EVs find growing success, utilities are building charging infrastructure and arranging generous rebates. Pacific Gas and Electric, Southern California Edison, San Diego Gas & Electric, and New Jersey's PSE&G have partnered with carmakers to offer thousands of dollars in rebates for BMW, Nissan, and other brands. Now utilities are asking Congress for help as they attempt to keep tapping into EV demand. A collection of 36 of the nation's largest utilities wrote a letter (PDF) to congressional leadership on March 13, asking for a lift on the cap on EV tax credits. The signatories' include California's Pacific Gas & Electric, New York's Consolidated Edison, the southeast's Duke Energy Company, and others covering almost every state. At the moment, Americans who buy electric vehicles receive a $7,500 federal tax credit (along with some state incentives) for each vehicle. -
Sri Lanka Accuses Facebook of Failing To Control Hate Speech That Contributed To Deadly Riots (theguardian.com)
The Sri Lankan government is accusing Facebook of failing to control rampant hate speech that it says contributed to anti-Muslim riots last week that left three people dead and the country under a state of emergency. The accusations come after the country blocked Facebook and several other platforms last week in an effort to prevent the spread of hate speech. The Guardian reports: On Thursday Fernando, along with the Sri Lankan prime minister, Ranil Wickremesinghe, and communications officials, will meet a Facebook team that has flown to Colombo. The Sri Lankans will demand a new, faster system for taking down posts flagged as a national security risk by agencies in the country. "Facebook is not reacting as fast as we have wanted it to react," Fernando said. "In the past it has taken various number of days to review [flagged posts] or even to take down the pages." On Tuesday he highlighted a tweet from a user who claimed to have reported a Facebook post in the Sinhala language that read "Kill all Muslims, don't even let an infant of the dogs escape." The user claimed he received a reply six days later saying the post did not contravene a specific Facebook community standard. The extremist leader Amith Weerasinghe, who was arrested last week in Kandy after being accused of helping to instigate the violence, had amassed nearly 150,000 followers on his Facebook page before it was taken down last week.

Demand For Programmers Hits Full Boil as US Job Market Simmers (bloomberg.com)
When the American job market heats up, demand for technology talent boils, an anonymous reader writes citing a Bloomberg report. From the story: Nationally, the unemployment rate was 4.1 percent in January, and analysts project that it declined to 4 percent, the lowest since 2000, in Labor Department figures due Friday. For software developers, the unemployment rate was 1.9 percent in 2017, down from 4 percent in 2011. While companies are writing bigger checks, they are also adopting new strategies to find engineers for an economy where software is penetrating even mundane processes. Companies are focusing more on training, sourcing new talent through apprenticeships, and looking at atypical pools of candidates who have transferable skills.
"It is probably the most competitive market in the last 20 years that I have been doing this," said Desikan Madhavanur, chief development officer at Scottsdale, Arizona-based JDA Software, whose products help companies manage supply chains. "We have to compete better to get our fair share." What's happening in the market for software engineers may help illustrate why one of the tightest American labor markets in decades isn't leading to broader wage gains. While technology firms are looking at compensation, they are also finding ways to create the supply of workers themselves, which helps hold costs down. -
US Navy Under Fire In Mass Software Piracy Lawsuit (torrentfreak.com)
An anonymous reader quotes a report from TorrentFreak: In 2011 and 2012, the U.S. Navy began using BS Contact Geo, a 3D virtual reality application developed by German company Bitmanagement. The Navy reportedly agreed to purchase licenses for use on 38 computers, but things began to escalate. While Bitmanagement was hopeful that it could sell additional licenses to the Navy, the software vendor soon discovered the U.S. Government had already installed it on 100,000 computers without extra compensation. In a Federal Claims Court complaint filed by Bitmanagement two years ago, that figure later increased to hundreds of thousands of computers. Because of the alleged infringement, Bitmanagement demanded damages totaling hundreds of millions of dollars. In the months that followed both parties conducted discovery and a few days ago the software company filed a motion for partial summary judgment, asking the court to rule that the U.S. Government is liable for copyright infringement. According to the software company, it's clear that the U.S. Government crossed a line. In its defense, the U.S. Government had argued that it bought concurrent-use licenses, which permitted the software to be installed across the Navy network. However, Bitmanagement argues that it is impossible as the reseller that sold the software was only authorized to sell PC licenses. In addition, the software company points out that the word "concurrent" doesn't appear in the contracts, nor was there any mention of mass installations. The full motion brings up a wide range of other arguments as well which, according to Bitmanagement, make it clear that the U.S. Government is liable for copyright infringement.

Linux Developer McHardy Drops GPLv2 'Shake Down' Case (zdnet.com)
Former Linux developer Patrick McHardy dropped his Gnu General Public License version 2 (GPLv2) violation case against Geniatech in a German court this week. ZDNet explains why some consider this a big "win": People who find violations typically turn to organizations such as the Free Software Foundation, Software Freedom Conservancy (SFC), and the Software Freedom Law Center to approach violators. These organizations then try to convince violating companies to mend their ways and honor their GPLv2 legal requirements. Only as a last resort do they take companies to court to force them into compliance with the GPLv2. Patrick McHardy, however, after talking with SFC, dropped out from this diplomatic approach and has gone on his own way. Specifically, McHardy has been accused of seeking his own financial gain by approaching numerous companies in German courts. Geniatech claimed McHardy has sued companies for Linux GPLv2 violations in over 38 cases. In one, he'd requested a contractual penalty of €1.8 million. The company also claimed McHardy had already received over €2 million from his actions...
In July 2016, the Netfilter developers suspended him from the core team. They received numerous allegations that he had been shaking down companies. McHardy refused to discuss these issues with them, and he refused to sign off on the Principles of Community-Oriented GPL Enforcement. In October 2017, Greg Kroah-Hartman, Linux kernel maintainer for the stable branch, summed up the Linux kernel developers' position. Kroah-Hartman wrote: "McHardy has sought to enforce his copyright claims in secret and for large sums of money by threatening or engaging in litigation...."
Had McHardy continued on his way, companies would have been more reluctant to use Linux code in their products for fear that a single, unprincipled developer could sue them and demand payment for his copyrighted contributions... McHardy now has to bear all legal costs for both sides of the case. In other words, when McHardy was faced with serious and costly opposition for the first time, he waved a white flag rather than face near certain defeat in the courts.
