It'll Cost $1 Billion To Dismantle America's Nuclear-Powered Aircraft Carrier (popularmechanics.com)
"Six years after decommissioning USS Enterprise, the world's first nuclear-powered aircraft carrier, the U.S. Navy is still figuring out how to safely dismantle the ship," reports Popular Mechanics. schwit1 tipped us off to their report: The General Accounting Office estimates the cost of taking apart the vessel and sending the reactors to a nuclear waste storage facility at up to $1.5 billion, or about one-eighth the cost of a brand-new aircraft carrier.
The USS Enterprise was commissioned in 1961 to be the centerpiece of a nuclear-powered carrier task force, Task Force One, that could sail around the world without refueling.... The Navy decommissioned Enterprise in 2012 and removed the fuel from the eight Westinghouse A2W nuclear reactors in 2013. The plan was to scrap the ship and remove the reactors, transporting them by barge from Puget Sound Naval Base down the Washington Coast and up the Columbia River, then trucking them to the Department of Energy's Hanford Site for permanent storage. However, after decommissioning the cost of disposing of the 93,000-ton ship soared from an estimated $500-$750 million to more than a billion dollars. This caused the Navy to put a pause on disposal while it sought out cheaper options. Today the stripped-down hull of the Enterprise sits in Newport News, Virginia awaiting its fate.

FCC Proposes To Maintain US Broadband Standard of 25Mbps Down, 3Mbps Up (arstechnica.com)
The FCC is proposing to maintain the U.S. broadband standard at the current level of 25Mbps downstream and 3Mbps upstream. FCC Chairman Ajit Pai has kept the standard at these speeds since 2017, despite calls to raise it from Democratic Commissioner Jessica Rosenworcel. This week, Pai proposed keeping the standard the same for another year. Ars Technica reports: The FCC raised the standard from 4Mbps/1Mbps to 25Mbps/3Mbps in January 2015 under then-Chairman Tom Wheeler. Ajit Pai, who was then a commissioner in the FCC's Republican minority, voted against raising the speed standard. As FCC chairman since 2017, Pai has kept the standard at 25Mbps/3Mbps despite calls to raise it from Democratic Commissioner Jessica Rosenworcel. This week, he proposed keeping the standard the same for another year. "This inquiry fundamentally errs by proposing to keep our national broadband standard at 25Mbps," Rosenworcel said yesterday. "It is time to be bold and move the national broadband standard from 25 Megabits to 100 Megabits per second. When you factor in price, at this speed the United States is not even close to leading the world. That is not where we should be and if in the future we want to change this we need both a more powerful goal and a plan to reach it. Our failure to commit to that course here is disappointing. I regretfully dissent." While Pai's proposal isn't yet finalized, keeping the current speed standard would likely mean that Pai's FCC will conclude that broadband deployment is already happening fast enough throughout the US. Pai could use that conclusion in attempts to justify further deregulation of the broadband industry.

Facebook Bans Sites That Host Blueprints of 3D-Printed Guns (cbsnews.com)
Yesterday, Facebook said it's banning websites that host and share blueprints of 3D-printed guns. "Sharing instructions on how to print firearms using 3D printers is not allowed under our Community Standards," said a spokesperson in an email statement. "In line with our policies, we are removing this content from Facebook." BuzzFeed was first to report the news: The move comes amid a rush by states to block these instructions from being posted. A July settlement between the State Department and Defense Distributed, an open-source organization that created the first completely 3D-printed gun, cleared the way for the group to publish the gun code. However, that was stalled when a federal judge on July 31 granted a temporary nationwide injunction that prevented Defense Distributed from uploading the plans. The injunction prevents Defense Distributed from publishing the plans. But the instructions are widely available online, on sites such as CodeIsFreeSpeech.com -- which hosts plans for parts of an AR-15, a Beretta, and Defense Distributed's Liberator. Attempts to post the site on a user's News Feed, through Facebook's Messenger app, or on Instagram (which Facebook owns) produce a variety of error messages. Other sites that host the files can still be posted through Facebook. Specifically, Facebook says that 3D-printed guns violate the regulated goods section of the social giant's community standards, which limits gun sales and exchanges to licensed dealers.

Some Engineers Are Turning Down Tech Recruiters in Silicon Valley Over Concerns About Corporate Value (ieee.org)
Tech companies such as Amazon, Facebook, Google, and Microsoft have faced growing internal unrest from employees who raise ethical concerns about how the companies deploy their high-tech services and products. That chorus of dissent is now growing louder as outside engineers voice their concerns to recruiters working for those tech companies. An anonymous reader shares a report: The protests of tech workers have proven persuasive because Silicon Valley firms compete fiercely to recruit and retain relatively scarce engineering talent. For example, Google's leadership sought to reassure employees by declaring it would not renew its Pentagon contract and by issuing a set of ethical principles for future uses of Google-developed technologies. By the same logic, engineers who are approached by tech recruiters also have leverage. "I might be a one-off example, but it could be different if Amazon gets a lot of people emailing them saying, 'Hey I won't work for you because of this,'" Geiduschek, a software engineer at Dropbox, who declined a job offer from Amazon, says.
Jackie Luo, a software engineer at Square, took a similar stance with a tech recruiter who sought to interest her in a career with Google. The recruiter happened to contact Luo when she was reading about Google's plans to re-enter the Chinese market with a censored version of the company's Internet search engine. [...] Individual engineers such as Luo and Geiduschek seem to be responding to tech recruiters through their own initiative rather than as part of any larger movement. Meanwhile, some tech employees have joined organized efforts, such as the #TechWontBuildIt movement spearheaded by the labor advocacy group Tech Workers Coalition. -
Facebook, Still on a Mission To Bring People Online, Announces Connectivity (cnet.com)
The social network's initiatives to connect people to the internet, including Internet.org and new data analytics tools, are now part of Facebook Connectivity. From a report: A half decade after launching Internet.org, seen by many as the coming-out party for Facebook's connectivity programs, the company said it's shaking up its efforts to bring internet access to the 4 billion people who still don't have it. On Friday, Facebook rounded up all its disparate broadband and infrastructure projects and housed them under a new umbrella organization called Facebook Connectivity. "There's no silver bullet for connecting the world," Yael Maguire, vice president of engineering for Facebook Connectivity, said in an interview Thursday. "There isn't going to be a magic technology or business plan or single regulatory policy change that's going to change this. We really believe that it is a wide and diverse set of efforts that's required to do this."
The Connectivity group houses projects including Terragraph, which aims to connect high-density urban areas; OpenCellular, an open-source platform working on rural connectivity; and the Telecom Infra Project, a joint initiative with the wireless industry for creating faster networks. Facebook said the umbrella will also include Internet.org, which drew controversy with its Free Basics product that offered a pared-down version of the internet in emerging markets. While Internet.org has been synonymous with Facebook's connectivity efforts for the past five years, the new Connectivity brand may signal the company trying to distance itself from the backlashes surrounding Internet.org. -
Warning Over 'Panic' Hacks on Cities (bbc.com)
Security flaws have been found in major city infrastructure such as flood defences, radiation detection and traffic monitoring systems. A team of researchers found 17 vulnerabilities, eight of which it described as "critical." From a report: The researchers warned of so-called "panic attacks," where an attacker could manipulate emergency systems to create chaos in communities. The specific flaws uncovered by the team have been patched. "If someone, supervillain or not, were to abuse vulnerabilities like the ones we documented in smart city systems, the effects could range from inconvenient to catastrophic," wrote Daniel Crowley, from IBM's cyber research division, X-Force Red. "While no evidence exists that such attacks have taken place, we have found vulnerable systems in major cities in the US, Europe and elsewhere." The team plans to explain the vulnerabilities at Black Hat -- a cyber-security conference -- on Thursday.

Amazon India Chief Tells Employees To Maintain 'Work-Life Harmony', No Emails and Phone Calls After Office Hours (indiatimes.com)
An anonymous reader shares a report: Amazon gets trashed on the international stage pretty often for its inhumane work conditions in its warehouses. However, it seems the Indian arm of the company is trying to do better, at least according to the latest announcement from Country Head Amit Agarwal. According to Business Standard, in an email to senior staff members this week, Agarwal has reportedly asked employees to leave themselves enough time to spend at home, and maintain a healthy "work-life harmony." He's told employees to stop taking calls and emails after hours, and specifically that, "No business decision should be made between 6 pm and 8 am." It's still unclear whether this decision comes from Agarwal or from the company's global leadership. Likely the latter, considering there's been no such chatter for US employees. It'll also be interesting to see how long this plan will hold, given the sheer size of the e-commerce portal. In the email, Agarwal also said that responding to emails while on vacation is "not cool."

Audius Raises $5.5 Million To Decentralize Music, Help Artists Get Paid Faster (techcrunch.com)
A new company called Audius, lead by entrepreneur and DJ Ranidu Lankage, has raised $5.5 million to build a blockchain-based alternative to Spotify or SoundCloud. "Users will pay for Audius tokens or earn them by listening to ads," reports TechCrunch. "Their wallet will then pay out a fraction of a cent per song to stream from decentralized storage across the network, with artists receiving roughly 85 percent -- compared to roughly 70 percent on the leading streaming apps. The rest goes to compensating whomever is hosting that song, as well as developers of listening software clients, one of which will be built by Audius." From the report: Audius plans to launch its open-sourced product in beta later this year. But it's already found some powerful investors that see SoundCloud as vulnerable to the cryptocurrency revolution. Audius has raised a $5.5 million Series A led by General Catalyst and Lightspeed, with participation from Kleiner Perkins, Pantera Capital, 122West and Ascolta Ventures. They're betting that Audius' token will grow in value, making the stockpile it keeps worth a fortune. It could then sell chunks of its tokens to earn revenue instead of charging artists directly. The big question will be whether Audius can use the token economy to crack the chicken-and-egg problem of getting its first creators and listeners on a platform that might be less functionally robust than its traditional competitors. There are a lot of moving parts to decentralize, but there are also plenty of disgruntled musicians out there waiting for something better.

People Still Don't Like Their Cable Companies, ConsumerReports' Telecom Survey Finds (consumerreports.org)
Larger cable providers once again take a beating for perceived value -- even when it comes to bundled plans. ConsumerReports: Unhappy with your pay-TV company? You're not alone. Dissatisfaction with the perceived value of pay-TV service was once again high among the 176,000 members who participated in Consumer Reports' latest telecommunications survey. When we asked for feedback on their experiences with pay TV, home internet, home telephone service, and bundled plans, they shared their displeasure. In fact, most of the larger cable companies -- Optimum (Cablevision), Comcast, and Spectrum (Charter, Time Warner Cable, Bright House Networks) -- earned low scores in multiple categories, settling into the bottom half of the 25 providers in CR's new telecom service ratings.
Only 38 percent of pay-TV subscribers were highly satisfied with their service, meaning they were "very" or "completely" happy with the offerings. Armstrong, a smaller cable company that operates in Kentucky, Maryland, New York, Ohio, Pennsylvania, and West Virginia, earned the second-place slot behind Google Fiber, in part due to favorable scores for technical support, reliability, and customer service. Verizon and the two satellite-TV companies -- AT&T's DirecTV and Dish Network -- also rated better than Cox Communications, Comcast, Spectrum, and Optimum.
Top-rated EPB, a municipal broadband service run as a public utility in Chattanooga, Tenn., was one of the few bright spots for internet service. It was the only company to receive a top mark for value. It also got top marks for speed and reliability. Google Fiber was a close second in the ratings, the only other company to get a favorable mark for value.
Nearly three-quarters of the survey respondents who have a bundled plan -- TV, internet, and phone -- said they got a special promotional price when they signed up. And 45 percent were still enjoying that rate when they answered our survey. -
Oracle Challenges Pentagon's $10 Billion Cloud Computing Contract (theregister.co.uk)
Oracle has filed an official complaint with the U.S. government over plans to award the Pentagon's lucrative cloud contract to a single vendor. Rebecca Hill writes via The Register: The Joint Enterprise Defense Infrastructure (JEDI) contract, which has a massive scope, covering different levels of secrecy and classification across all branches of the military, will run for a maximum of 10 years and is worth a potential $10 billion. In spite of this pressure from vendors and the tech lobby -- as well as concerns from Congress -- the US Department of Defense (DoD) refused to budge, and launched a request for proposals (RFP) at the end of last month. Oracle is less than impressed with the Pentagon's failure to back down, and this week filed a bid protest to congressional watchdog the Government Accountability Office asking for the RFP to be amended.
In the protest, the database goliath sets out its arguments against a single vendor award -- broadly that it could damage innovation, competition, and security. Reading between the lines, it doesn't want either of Amazon or Microsoft or Google to get the whole pie to itself, and thus endanger Oracle's cosiness with Uncle Sam. Summing up its position in a statement to The Register, Oracle said that JEDI "virtually assures DoD will be locked into legacy cloud for a decade or more" at a time when cloud technology is changing at an unprecedented pace. -
Plan To Replicate 50 High-Impact Cancer Papers Shrinks To Just 18 (sciencemag.org)
Five years ago, researchers set out to replicate experiments from 50 high-impact cancer biology papers. Now, due to various challenges relating to a lack of funding and expertise, the project only expects to complete just 18 studies. Science Magazine reports: The Reproducibility Project: Cancer Biology (RP:CP) began in October 2013 as an open effort to test replicability after two drug companies reported they had trouble reproducing many cancer studies. The work was a collaboration with Science Exchange, a company based in Palo Alto, California, that found contract labs to reproduce a few key experiments from each paper. Funding included a $1.3 million grant from the Laura and John Arnold Foundation, enough for about $25,000 per study. Experiments were expected to take 1 year.
Costs rose and delays ensued as organizers realized they needed more information and materials from the original authors; a decision to have the proposed replications peer reviewed also added time. Organizers whittled the list of papers to 37 in late 2015, then to 29 by January 2017. In the past few months, they decided to discontinue 38% or 11 of the ongoing replications, Errington says. (Elizabeth Iorns, president of Science Exchange, says total costs for the 18 completed studies averaged about $60,000, including two high-priced "outliers.") One reason for cutting off some replications was that it was taking too long to troubleshoot or optimize experiments to get meaningful results... So far, the project has published replication results for 10 of the 18 studies. "Five were mostly repeatable, three were inconclusive, and two studies were negative, but the original findings have been confirmed by other labs," reports Science Magazine. "In fact, many of the initial 50 papers have been confirmed by other groups, as some of the RP:CB's critics have pointed out." -
NEC Unveils Facial Recognition System For 2020 Tokyo Olympics (theverge.com)
NEC, a Japanese IT and networking company, announced plans to provide a large-scale facial recognition system for the 2020 Summer Olympic and Paralympic Games in Tokyo. "The system will be used to identify over 300,000 people at the games, including athletes, volunteers, media, and other staff," reports The Verge. From the report: NEC's system is built around an AI engine called NeoFace, which is part of the company's overarching Bio-IDiom line of biometric authentication technology. The Tokyo 2020 implementation will involve linking photo data with an IC card to be carried by accredited people. NEC says that it has the world's leading face recognition tech based on benchmark tests from the US's National Institute of Standards and Technology. NEC demonstrated the technology in Tokyo today, showing how athletes and other staff wouldn't be able to enter venues if they were holding someone else's IC card. The company even brought out a six-foot-eight former Olympic volleyball player to demonstrate that the system would work with people of all heights, though he certainly had to stoop a bit. It worked smoothly with multiple people moving through it quickly; the screen displayed the IC card holder's photo almost immediately after.

The company is no longer allowing new users to purchase Newton Mail which costs $100 a year, and existing users will be provided with refunds. For those using the monthly subscription plan, it will immediately stop automatically renewing. And for those on the yearly subscription, you will be given a refund on a pro-rata basis. "We explored various business models but couldn't successfully figure out profitability & growth over the long term. It was hard; the market for premium consumer mail apps is not big enough, and it faces stiff competition from high-quality free apps from Google, Microsoft, and Apple," said Rohit Nadhani, the founder and CEO of CloudMagic. All of that makes sense -- when we have companies like Microsoft and Google making brilliant free email clients like Outlook Mobile and Inbox, there really is no space for paid apps like Newton on the market.

MoviePass Limiting Subscribers To 3 Movies Per Month (npr.org)
nolaguy shares a report from NPR: Movie theater subscription service MoviePass will not be raising prices, as it had announced last week, but will instead be capping the number of times that subscribers can visit movie theaters. For $9.95 per month, MoviePass subscribers used to be able to see a movie in theaters every day, if they so chose. Beginning on August 15, the service will instead provide three movies per month. The change replaces a previously announced plan to raise prices to $14.95 a month. The beleaguered movie theater subscription company is also canceling two other recent changes -- "peak pricing" surcharges for popular movies and a ticket verification process -- that were intended to stop the company from bleeding money.

The Touch Bar Could Replace the Keyboard on Future Macbooks (cnet.com)
Apple's new patent applications hint at more touch-sensitive surfaces and virtual keyboards. From a report: In the wake of user complaints and multiple lawsuits concerning problems with the "butterfly switch" keyboard Apple has used in its laptops since 2016, the company may be developing new user interfaces that depend less on moving mechanical parts. The company has filed three new keyboard-related patents, Mashable reported on Monday. One of the patent applications describes a laptop with a digital panel where a keyboard traditionally sits. This could be interpreted as a plan to replace the conventional keyboard with technology similar to the Touch Bar -- the row of virtual, customizable buttons that Apple debuted on the Macbook Pro in 2016. The patent also includes information about sensors and haptics embedded beneath the envisioned digital panel, which would allow it to detect and respond to user inputs such as keystrokes, taps and clicks.

EU Regulators To Study Need For Action on Common Mobile Phone Charger (reuters.com)
EU regulators plan to study whether there is a need for action in the push for a common mobile phone charger following a lack of progress by phone makers towards this goal, EU competition chief Margrethe Vestager said. From a report: The European Commission has been pushing for a common charger for nearly a decade as it cited the more than 51,000 tons of electronic waste yearly from old chargers as well as the inconvenience to consumers. iPhone and Android users have long complained about using different chargers for their phones.

To Gain Foothold in India, Apple Plans To Open Stores, Offer Deals All Year Around, and Fix Services: Report (bloomberg.com)
Apple has long struggled to gain market share in India, the world's second largest smartphone market. But now, it apparently plans to change that. Before we get into it, here is some disclaimer: Rumors of Apple's intentions to improve its presence in India are nearly as old as Apple's existence. From Bloomberg: Instead of officially lowering its prices, Apple is in talks with retailers and banks to offer holiday deals all year round, according to people familiar with the plans. Those people say Apple is also asking some individual stores to more than quadruple sales targets, to 40 or 50 iPhones a week, and plans to cut off retailers that consistently fail to hit the mark. Retail sales staff will be trained to teach customers how to use their devices, and Apple intends to overhaul in-store branding and product displays. Executives would conduct daily conference calls with stores to gauge progress.
Apple hopes to start opening stores in India next year and eventually set up three in New Delhi, Bengaluru (formerly known as Bangalore), and Mumbai, according to the people familiar with the company's plans. The government has long required foreign companies opening shops to manufacture 30 percent of their products locally, but it said in January that businesses can reduce that requirement by sourcing more Indian goods for their global operations. Apple now builds some of its India-aimed iPhone SE and 6s models in Bengaluru; it's unclear whether the company plans to take advantage of the revised policy or try to hit the 30 percent mark. The report adds that Apple has India in its mind as it revamps many of its services. -
Corporate America Cools On Blockchain. Gartner Sees 'Disconnect Between Hype and Reality' (bloomberg.com)
"Corporate America's love affair with all things blockchain may be cooling," reports Bloomberg. An anonymous reader quotes their report. [Alternate version here.] A number of software projects based on the distributed ledger technology will be wound down this year, according to Forrester Research Inc. And some companies pushing ahead with pilot tests are scaling back their ambitions and timelines. In 90 percent of cases, the experiments will never become part of a company's operations, the firm estimates. Even Nasdaq Inc., a high-profile champion of blockchain and cryptocurrencies, hasn't moved as quickly as hoped. The exchange operator, which talked in 2016 about deploying blockchain for voting in shareholder meetings and private-company stock issuance, isn't using the technology in any widely deployed projects yet...
"The disconnect between the hype and the reality is significant -- I've never seen anything like it," said Rajesh Kandaswamy, an analyst at Gartner Inc. "In terms of actual production use, it's very rare...." Only 1 percent of chief information officers said they had any kind of blockchain adoption in their organizations, and only 8 percent said they were in short-term planning or active experimentation with the technology, according to a Gartner study. Nearly 80 percent of CIOs said they had no interest in the technology. Many companies that previously announced blockchain rollouts have changed plans
Problems include the fact that most blockchains "also can't yet handle a large volume of transactions," and worries about compatibility with other software -- which some hope to address next year with software certification testing. But at least two big tech companies are aggressively pushing blockchain.

Samoa Plans Switch To 100% Renewable Electricity -- Using Tesla's Batteries and Grid Controller (fastcompany.com)
An anonymous reader quotes Fast Company: In seven years, the island nation of Samoa plans to run on 100% renewable electricity. Over the last year, the local utility has worked with Tesla to install a key piece of that plan -- battery storage, and also a software system that can control Samoa's entire electricity supply. In the past, like many islands, the country ran mostly on imported, expensive, and polluting diesel power. As recently as 2012, the country brought in 95 million liters of diesel. Spurred by the cost and the threat of climate change -- Samoa is at particular risk from sea level rise and new outbreaks of climate-related diseases -- the country has been ramping up the use of renewables, with five large solar plants, a wind farm, and hydropower plants. But as renewable energy grew, the grid struggled with reliability.
"It had gotten to the point where just the solar, combined, could provide over half of the entire peak demand for the island, but they were having quite a few challenges managing that efficiently," says JB Straubel, Tesla's chief technical officer.... Tesla installed two of its "Powerpack" battery systems, and also developed and implemented island grid controller software that can control both the batteries and all of the power plants. "If a big cloud comes over the island and the solar drops very quickly, we can control the battery to make up the difference so we don't have to start a generator immediately, and we don't have to keep a generator running even when it might not be needed," says Straubel. -
Iconic Planet-Hunting Kepler Telescope Wakes Up, Phones Home (space.com)
Kepler, which has discovered about 70 percent of the 3,800 known exoplanets to date, woke up from a four-week hibernation yesterday and has begun beaming data home, just as planned, NASA officials announced today. From a report: Kepler had been sleeping in an attempt to save thruster fuel, which is running very low. Mission team members wanted to make sure the spacecraft had enough propellant left to orient its antenna toward Earth for yesterday's data dump. Far-flung NASA spacecraft send information back to mission controllers via the agency's Deep Space Network (DSN), a system of radio dishes around the globe. The sun-orbiting Kepler's latest allotted DSN window opened yesterday, agency officials have said.
