India, China, and Japan Are All Planning Moon Missions (upi.com)
schwit1 shares an article from UPI: India will make its second mission to the moon in 2018, the Indian Space Research Organization (ISRO) announced this week. The Chandrayaan 2 spacecraft consists of an orbiter, lander and rover configuration "to perform mineralogical and elemental studies of the lunar surface," the ISRO said... Several other countries, including China and Japan, are planning lunar expeditions in the coming years -- partly to better understand the moon's environmental conditions for the potential of human settlements...
According to Popular Mechanics, the ISRO is attempting to make the lunar landing on a budget of $93 million, which is about the same cost of SpaceX's Falcon Heavy rocket that's scheduled for launch by the end of this year. The Falcon rocket, though, is only going into orbit -- and a $93 million price tag for a lunar landing could have impact on other countries' space plans.
India landed a spacecraft on the moon in 2008, and plans to complete this second lunar landing by March. -
Google To Remove Public Key Pinning (PKP) Support In Chrome (bleepingcomputer.com)
An anonymous reader writes: Late yesterday afternoon, Google announced plans to deprecate and eventually remove PKP support from the Chromium open-source browser, which indirectly means from Chrome... According to Google engineer Chris Palmer, low adoption and technical difficulties are among the reasons why Google plans to remove the feature from Chrome.
"We would like to do this in Chrome 67, which is estimated to be released to Stable on 29 May 2018," Palmer says. The proposal is up in the air, and users can submit opinions against Google's intent to deprecate, but seeing how little PKP was adopted, it's most likely already out the door. A Neustar survey from March 2016 had PKP deployment at only 0.09% of all HTTPS sites. By August 2017, that needle had barely moved to 0.4% of all sites in the Alexa Top 1 Million. -
MakerBot Launches New 'MakerBot Labs' Platform (hackaday.com)
"MakerBot just announced a new Open Source initiative called 'MakerBot Labs'," writes Slashdot reader szczys. "It is a small move, centering around some new APIs and a new extruder which is listed as experimental and not covered by their normal warranty. Largely they missed the mark on making a meaningful move toward openness, but with a new CEO at the helm as of January this could be the first change of the rudder in a larger effort to turn the ship around."
Makerbot's history is "an example of how you absolutely should not operate an open source company," argues Hackaday, saying it's left them skeptical of Makerbot's latest move: It reads like a company making a last ditch effort to win back the users they were so sure they didn't need just a few years ago... The wheels of progress turn slowly in any large organization, and perhaps doubly so in one that has gone through so much turmoil in a relatively short amount of time. It could be that it's taken Goshen these last nine months to start crafting a plan to get MakerBot back into the community's good graces.

Facebook Ends 'Dark Posts' -- All Ads Will Be Visible To The Public (seattletimes.com)
"Under pressure in advance of hearings on Russian election interference, Facebook is moving to increase transparency for everyone who sees and buys political advertising on its site," reports the Associated Press. Here's the official announcement from Facebook's "VP of ads" : Starting next month, people will be able to click "View Ads" on a Page and view ads a Page is running on Facebook, Instagram and Messenger -- whether or not the person viewing is in the intended target audience for the ad. All Pages will be part of this effort, and we will require that all ads be associated with a Page as part of the ad creation process... We know how important it is to our community that we get this feature just right -- and so we're first rolling it out in only one country. Testing in one market allows us to learn the various ways an entire population uses the feature at a scale that allows us to learn and iterate... We will start this test in Canada and roll it out to the U.S. by this summer, ahead of the U.S. midterm elections in November, as well as broadly to all other countries around the same time... During this initial test, we will only show active ads. However, when we expand to the U.S. we plan to begin building an archive of federal-election related ads so that we can show both current and historical federal-election related ads.
Facebook "will verify political ad buyers in federal elections, requiring them to reveal correct names and locations," adds the Associated Press, noting that the effort is "likely meant to head off bipartisan legislation in the Senate that would require social media companies to keep public files of election ads and try to ensure they are not purchased by foreigners."
In addition, Facebook insists that "For political advertisers that do not proactively disclose themselves, we are building machine learning tools that will help us find them and require them to verify their identity." -
NotPetya Outbreak Left Merck Short of HPV Vaccine Gardasil (securityledger.com)
chicksdaddy shares a report from The Security Ledger: The NotPetya malware infection shut down pharmaceutical giant Merck's production of the pediatric vaccine GARDASIL last June, forcing the company to borrow the drug from a stockpile maintained by the U.S. Centers for Disease Control and Prevention to meet demand, The Security Ledger reports. The anecdote was contained in a quarterly filing by Merck with the U.S. Securities and Exchange Commission (SEC) on Friday. That filing also showed that the company continues to suffer financial fallout from the outbreak of the NotPetya malware in June, reducing both sales and revenue for the quarter by hundreds of millions of dollars. In its quarterly 8-k filing, Merck said that revenue for the quarter was "unfavorably impacted" by around $135 million due to "lost sales in certain markets related to the cyber-attack." Sales in the third quarter of 2017 were also reduced by around $240 million, which Merck chalked up to production shutdowns resulting from NotPetya. In a chilling insight into the extent of the disruption the malware caused to Merck's operations, the company disclosed that part of its quarterly losses were linked to the interruption of its production of GARDASIL, a vaccine used to prevent Human Papillomavirus (HPV) which is linked to certain cancers and other diseases. To make up for what it described as "overall higher demand than originally planned," Merck was forced to borrow the vaccine from a stockpile maintained by the U.S. Centers for Disease Control (CDC), the company said.

SpaceX Eyes 19 Launches In 2017 (arstechnica.com)
SpaceX has managed to launch fifteen rockets this year as a result of its more efficient production flow over last year, a maturing Falcon 9 rocket, and an experienced workforce. On Monday, the company will go for its 16th launch of the year, doubling its previous record. It plans to launch its 19th rocket before year's end. Ars Technica reports: This year has seen a number of firsts for the company -- first reflight of a Falcon 9 booster, first reuse of a Dragon cargo spacecraft, first national security payload, and a remarkable dozen landings. But probably the biggest achievement has been finally delivering on the promise of a high flight rate. For years, competitors in the global launch industry have noted, with skepticism, that SpaceX has been unable to achieve higher flight rates and fly out its lengthy manifest. Those concerns appeared to have some merit, especially after SpaceX endured difficult financial years in 2015 and 2016, when the company lost two Falcon 9 rockets (one during launch and the other during a ground test) along with a payload. However, competitors worried, if SpaceX did ever figure things out, the company could become a "steamroller" with its lower cost flight opportunities.
On Monday, weather permitting, SpaceX will attempt to launch the Koreasat 5A communications satellite for a South Korean company. The launch window for the Kennedy Space Center-based liftoff opens at 3:34pm ET. After this, it's likely that SpaceX will launch two or three (possibly more) missions in 2017, bringing the company's tally for the year to 19 missions. (That would be one shy of the company's total for 2014, 2015, and 2016 combined). -
PSA: Apple's iPhone X Screen Repair Will Cost You $279 (macrumors.com)
We already know the iPhone X is expensive: it starts at $999 for the 64GB variant. But what about the cost of a screen replacement? If you don't have the extended warranty, a screen replacement will cost you $279, which is more than twice the price of an iPhone 6 screen replacement ($129) and about 65 percent higher than a new iPhone 8 screen ($169). MacRumors reports: In the United States, Apple will charge flat rates of $279 for iPhone X screen repairs and $549 for any other damage to the device, unless it is a manufacturing defect covered by Apple's standard one-year limited warranty. The fees vary in other countries, such as Australia, Canada, Germany, and the United Kingdom.
-Australia: $419 for screen repairs, $819 for other damage
-Canada: $359 for screen repairs, $709 for other damage
-Germany: 321 Euros for screen repairs, and 611 Euros for other damage
-United Kingdom: 286 British Pounds for screen repairs, 556 British Pounds for other damage

These prices do not apply to customers who purchase AppleCare+ for the iPhone X, which costs $199 upfront in the United States. AppleCare+ is an optional warranty plan that extends an iPhone's coverage to two years from the original purchase date of the device. The plan adds up to two incidents of accidental damage coverage, each subject to a lower service fee of $29 for screen repairs, or $99 for any other damage. -
Google Addresses Pixel 2 XL Display Issues, Pixel 2 Clicking Sounds With Software Updates (phonedog.com)
An anonymous reader quotes a report from PhoneDog: Google explains that it's been investigating reports about the Pixel 2 XL's display and that this has given it "confidence that [its] displays are as great as [it] hoped they would be". Still, Google will be taking steps to respond to consumer complaints about the screen. Google plans to issue a software update that'll add a "saturated" color mode that will make the colors more saturated and vibrant, but less accurate. This way, consumers that feel the Pixel 2 XL's screen is too muted can punch up the color saturation themselves.
When it comes to burn-in, Google says that its investigations of the Pixel 2 XL's display found that its "decay characteristics are comparable to OLED panels used in other premium smartphones." Google does plan to take further steps to fight burn-in, though, and it's testing an update that'll add a new fade-out of the navigation bar buttons after a short period of inactivity. Google is also working with more apps to use a light navigation bar to match the app's color scheme. Additionally, the update will reduce the maximum brightness of the Pixel 2 XL's screen by 50 nits, which Google says will be "virtually imperceptible". This will reduce load on the display with very little change on its observed brightness. This update will roll out to the Pixel 2 XL "in the next few weeks." Google also touched on the reports that some Pixel 2 phones are emitting some clicking sounds. The company plans to release an update in the coming weeks to address the issue, but until then, it says that Pixel 2 owners can turn off NFC by going into Settings > Connected Devices > NFC. -
Reddit Conducts Wide-Ranging Purge of Offensive Subreddits (arstechnica.com)
An anonymous reader quotes a report from Ars Technica: On Wednesday, [Reddit] announced a new policy clarifying its rules against content that incites violence. "We will take action against any content that encourages, glorifies, incites, or calls for violence or physical harm against an individual or a group of people," Reddit administrator landoflobsters wrote. Promoting harm to animals is also against the rules. Within minutes, moderators started to ban a long list of controversial subreddits, including /r/Nazi, /r/DylannRoofInnocent, /r/SexWithDogs, /r/WhitesAreCriminals, and /r/PicsOfDeadKids. The bounds of propriety remain fairly wide at Reddit, however. Commenters pointed out that /r/WatchPeopleDie -- which is exactly what it sounds like -- is still around. Landoflobsters said that site administrators have "no plans to remove it for now." The self-explanatory -- and horrifying -- /r/CuteFemaleCorpses is also still active. Evidently, merely depicting violence is fine as long as people in a subreddit don't glorify violence. In practice, of course, the line between these things is pretty thin. A subreddit devoted to merely discussing violent acts is naturally going to attract people who like to promote violent acts -- especially after bans of related subreddits where those people previously hung out. Reddit's new policy seems like the basis for an endless game of Whac-A-Mole as the Internet's creeps search for new places to exchange disturbing content.

Many Junior Scientists Need To Take a Hard Look at Their Job Prospects (nature.com)
In its careers section this week, science journal Nature surveyed more than 5,700 early-career scientists worldwide who are working on PhDs. Three-quarters of them, they told the journal, think it's likely that they will pursue an academic career when they graduate. How many of them will succeed? The editorial board of the journal wrote in a column published on Wednesday. Most PhD students will have to look beyond academia for a career, the editorial board added. From the article: Statistics say these young researchers will have a better chance of pursuing their chosen job than the young footballers. But not by much. Global figures are hard to come by, but only three or four in every hundred PhD students in the United Kingdom will land a permanent staff position at a university. It's only a little better in the United States. Simply put, most PhD students need to make plans for a life outside academic science. And more universities and PhD supervisors must make this clear. That might sound like an alarmist and negative attitude for the International Weekly Journal of Science. But it has been evident for years that international science is training many more PhD students than the academic system can support. Most of the keen and talented young scientists who responded to our survey will probably never get a foot in the door. Of those who do, a sizeable number are likely to drift from short-term contract to short-term contract until they become disillusioned and look elsewhere.

San Francisco Just Took a Huge Step Toward Internet Utopia (wired.com)
Susan Crawford, writing for Backchannel: Last week, San Francisco became the first major city in America to pledge to connect all of its homes and businesses to a fiber optic network. I urge you to read that sentence again. It's a ray of light. In an era of short-term, deeply partisan do-nothing-ism, the city's straightforward, deeply practical determination shines. Americans, it turns out, are capable of great things -- even if only at the city level these days. [...] San Francisco's dilemma is a compact form of the crisis in communications facing the rest of the country: Although fiber is the necessary infrastructure for every policy goal we have -- advanced healthcare, the emergence of new forms of industries, a chance for every child to get an education, managed use of energy, and on and on -- the private sector, left to its own devices, has no particular incentive to ensure a widespread upgrade to fiber optic connections. Comcast dominates access in the city, but has no plans to replace its cable lines -- great at downloads, not so great at uploads, no opportunity to scale to the capacity of fiber thanks to the laws of physics, and expensive to subscribe to -- with fiber. And its planned enhancements to its cable lines have, in other cities, resulted in a product costing $150 per month. AT&T will say it's upgrading to fiber in San Francisco, but so far its work in many other US cities has been incremental, confined to areas where it has existing business customers to serve or where it already has fiber in place. Other, smaller providers similarly have no plans to do a city-wide upgrade, leaving San Francisco with a deeply uneven patchwork of connectivity. Just as in the rest of the country, poorer and less-well-educated San Franciscans tend not to subscribe to a wire at home, but instead rely wholly on smartphone data plans -- no substitutes, given their expense and throttled capacity, for what's possible using a wired connection.

Roku Wants To Start Streaming To Third-Party Devices (variety.com)
According to Variety, Roku is looking to start streaming videos on devices made or controlled by competitors like Apple and Google. The company's first foray into streaming on third-party hardware will likely involve mobile devices. From the report: The move could further accelerate Roku's efforts to transition from a hardware-revenue-based to a services-based business model -- a transition that has been in progress for years. Now, it plans to also stream some content on devices that don't run its operating system, with mobile being a likely first step. Key to Roku's expansion into mobile video is going to be the company's existing mobile app, which has already been downloaded tens of millions of times on iOS and Android. The app's current primary function is remote control, as it allows owners of Roku streaming devices and Roku-powered TVs to control these devices directly from their phones. In fact, the app can't currently be operated if there is not a Roku device available on the same Wifi network. This could change soon, as Roku is looking to integrate video playback directly into its mobile app. A first step is likely going to be the integration of the Roku Channel, an ad-supported channel that the company launched last month. The Roku Channel currently offers free, ad-supported access to several hundred movies from major studios like Lionsgate, Metro-Goldwyn-Mayer, Sony Pictures and Warner Bros. as well as smaller publishers like American Classics, Fandor, FilmRise, Nosey, OVGuide, Popcornflix, Vidmark, and YuYu. However, Roku has been asking publishers to also grant the company the rights to stream their titles on mobile devices, according to a source familiar with these stipulations.

FCC To Loosen TV, Newspaper Ownership Rules (reuters.com)
The FCC is planning to vote on rolling back landmark media ownership regulations that prohibit owning a television station and newspaper in the same market and making it easier to acquire additional TV or radio stations. Reuters reports: If approved at the FCC's November meeting, the move would be a win for newspapers and broadcasters that have pushed for the change for decades, but was criticized by Democrats who said it could usher in a new era of media consolidation. The FCC in 1975 banned cross-ownership of a newspaper and broadcast station in the same market, unless it granted a waiver, to ensure a diversity of opinions. The rule was made before the explosion of internet and cable news and Republican President Donald Trump and Pai have vowed to reduce government regulation.
"We must stop the federal government from intervening in the news business," Pai told a congressional panel, noting that many newspapers have closed and many radio and TV stations are struggling. Pai moved earlier this year to make it easier for some companies to own a larger number of local stations. Pai said the marketplace no longer justifies the rules, citing Facebook and Alphabet's dominance of internet advertising. "Online competition for the collection and distribution of news is greater than ever. And just two internet companies claim 100 percent of recent online advertising growth; indeed, their digital ad revenue this year alone will be greater than the market cap of the entire broadcasting industry," Pai said. -
Verizon Will Stop Throttling Video On Unlimited Plans If You Pay An Extra $10 Per Month (theverge.com)
An anonymous reader quotes a report from The Verge: Two months ago, Verizon implemented a change to all of its unlimited data plans that placed limits on the quality at which users could stream video. The company split its unlimited plan into two tiers, with the cheaper option restricting video streaming to 480p resolution; a higher-priced $85 "Beyond Unlimited" plan tops out at 720p video on smartphones (and 1080p on tablets). The new restrictions immediately applied to all plans and Verizon customers had no way of opting out if they wanted to watch 1080p video on their phone or even higher resolutions on capable devices using mobile data. But now Verizon will give subscribers a way to completely remove the video quality handcuffs -- for an extra $10 every month. If you're willing to pay that $10 charge, you can stream video at the maximum quality supported by any device you've got connected to Verizon, whether it's 1080p, 1440p, or even 4K. But keep in mind that the extra fee is applied per line for anyone on a family plan who wants to lift the limits. Even on a single-line plan, it adds up. Tacking $10 onto Verizon's Beyond Unlimited ratchets up the monthly price to $95. The $10 add-on will be available beginning November 3rd.

Tesla's Mass Firings Spread To SolarCity as Employees Say They Were Blindsided (cnbc.com)
Tesla has laid off over 200 employees from its SolarCity business for performance reasons, just over a week after firing hundreds more from its motor vehicle division. From a report: Employee dismissals at Tesla are continuing, according to six former and current employees, and have spread from its motor division to SolarCity offices across the U.S. Echoing reports from earlier this month, these SolarCity employees say they were surprised to be told they were fired for performance reasons, claiming Tesla had not conducted performance reviews since acquiring the solar energy business. Earlier this month, Tesla began firing hundreds of employees after it announced a recall of 11,000 Model X SUVs. Tesla had already announced plans to lay off 205 SolarCity employees at its Roseville, California, office by the end of October this year. However, SolarCity employees across the country have been fired in the last two weeks -- not just in California, but also in Nevada, Arizona, Utah and beyond, according to these employees.

Apple Reduced Face ID Accuracy To Ease Production, Bloomberg Reports (bloomberg.com)
In order to speed up the production of iPhone X, which Apple plans to begin shipping starting November 3, the iPhone-maker told its suppliers that they could reduce the accuracy of the Face ID facial recognition system, Bloomberg reported on Wednesday, citing multiple people familiar with the matter. Earlier reports suggest that suppliers were facing difficulties manufacturing the Face ID system, something that was holding them back from manufacturing enough iPhone X units for the holiday season. From the report: As Wall Street analysts and fan blogs watched for signs that the company would stumble, Apple came up with a solution: It quietly told suppliers they could reduce the accuracy of the face-recognition technology to make it easier to manufacture, according to people familiar with the situation. Apple is famously demanding, leaning on suppliers and contract manufacturers to help it make technological leaps and retain a competitive edge. While a less accurate Face ID will still be far better than the existing Touch ID, the company's decision to downgrade the technology for this model shows how hard it's becoming to create cutting-edge features that consumers are hungry to try. And while Apple has endured delays and supply constraints in the past, those typically have been restricted to certain iPhone colors or less important offerings such as the Apple Watch. This time the production hurdles affected a 10th-anniversary phone expected to generate much of the company's revenue. Apple has denied the claims made in Bloomberg report.

Sony Reportedly Announcing New Robot Dog Next Month (wsj.com)
Zorro shares a report from The Wall Street Journal (Warning: source may be paywalled; alternative source): Sony Corp. is planning next spring to roll out a dog-shaped pet robot similar to its discontinued Aibo with updated components that could allow it to control home appliances, people familiar with the matter said. Sony is preparing for a media event in November to show off the product, the people said. It is unclear whether the new product will use the Aibo name and how much it will cost. Sony Chief Executive Kazuo Hirai said last year at a strategy briefing that the company was developing "a robot capable of forming an emotional bond with customers, and able to grow to inspire love and affection." He told The Wall Street Journal at the time that the company might make an Aibo-like dog robot. The Nikkei newspaper reported earlier this month that Sony was targeting spring 2018 for the release of a home robot.

Toshiba Forecasts $1 Billion Loss (zdnet.com)
Toshiba has announced a forecast net loss of $970 million due to the tax impact of selling its memory chip business, which was itself sold to make up for losses incurred from its nuclear energy business. ZDNet reports: The loss will come instead of its previously forecast net profit of 230 billion yen due to taxes incurred during the sale of the chip business, although its revenue forecast remains unchanged, Reuters reported. Toshiba had last month announced that it would be selling its memory chip business for 2 trillion yen to a consortium led by Bain Capital that includes Seagate and is backed by the Japanese government. As part of the sale, Toshiba said it would be investing 350.5 billion yen into the memory chip unit, maintaining some ownership over it, and last month said that it expected to close the deal "within days."
The tech company had originally named Bain as its preferred bidder back in June, although the sale had been slowed down after joint venture partner Western Digital had struggled to submit a competing bid alongside KKR after its original bid was rejected. As a result, Toshiba announced in June that it was planning to sue Western Digital for 120 billion yen, claiming the latter had interfered in the sale of the memory chip business. Western Digital had "continually interfered with the bid process" and "exaggerated" the power it had in relation to a potential sale, Toshiba claimed, and also made moves to prevent Western Digital employees in its Yokkaichi plant from accessing information pertaining to their partnership. Reuters said the delayed sale could potentially lead to Toshiba "not getting anti-trust clearance before the end of the financial year," which could in turn result in the Tokyo Stock Exchange delisting the company. -
Why Xbox One Backward Compatibility Took So Long (ign.com)
A new report from IGN this morning explains why it took so long for backwards compatibility to be supported on the Xbox One. Microsoft veteran Kevin La Chapelle says the answer to the question can be found in 2015 -- the year that Phil Spencer announced backwards compatibility at Microsoft's Xbox E3 media briefing. From the report: The fan-first feature has evolved from an experiment conducted by two separate Microsoft Research teams into a service planned for Xbox One's launch -- complete with hardware hooks baked into the Durango silicon -- until the well-publicized changes to the Xbox One policies (namely, stripping out the always-online requirement for the console) forced it to be pushed to the back burner. It's obviously back for good now, and expanding into original Xbox compatibility of select titles on Xbox One (the first batch of which we announced today). Even the Xbox One X is getting involved, with a handful of Xbox 360 games getting Scorpio-powered enhancements like 10-bit color depth, anisotropic filtering, and up to 9x additional pixel counts displayed on screen. [...]
It was 2007. One of [the research] teams was working on PowerPC CPU emulation -- getting 32-bit code, which the 360 uses, to run on the 64-bit architecture that the third-generation Xbox would be using. The other team, out of Beijing, started writing a virtual GPU emulator based on the Xbox 360 GPU architecture. "These were like peanut butter and chocolate," Microsoft VP of Xbox software engineering Kareem Choudhry recalled. "[So we thought,] 'Why don't we put them both together?'" Choudhry did just that, and so the first steps to Xbox One backwards compatibility were taken, long before the console had a name or anything remotely resembling final specifications. As Durango crystallized, so too did plans for Xbox 360 compatibility on the new machine. "This was primarily a software exercise, but we enabled that by thinking ahead with hardware," Gammill explained. "We had to bake some of the backwards compatibility support into the [Xbox One] silicon." This was done back in 2011. Preliminary tests showed that support for key Xbox middleware XMA audio and texture formats was extremely taxing to do in software alone, with the former, Gammill noted, taking up two to three of the Xbox One's six CPU cores. But a SOC (system on chip) -- basically an Xbox 360 chip inside every Xbox One, similar to how Sony put PS2 hardware inside the launch-era PS3s -- would've not only been expensive, but it would've put a ceiling on what the compatibility team could do. "If we'd have gone with the 360 SOC, we likely would've landed at just parity," he said. "The goal was never just parity." So they built the XMA and texture formats into the Xbox One chipset... -
Bill Gates Tries A(nother) Billion-Dollar Plan To Reform Education (washingtonpost.com)

Though there wasn't a lot of detail on exactly how the money would be spent, Gates, a believer in using big data to solve problems, repeatedly said foundation grants given to schools as part of this new effort would be driven by data. "Each [school] network will be backed by a team of education experts skilled in continuous improvement, coaching and data collection and analysis," he said, an emphasis that is bound to worry critics already concerned about the amount of student data already collected and the way it is used for high-stakes decisions. In 2014, a $100 million student data collection project funded by the Gates foundation collapsed amid criticism that it couldn't adequately protect information collected on children.
"In his speech, Gates said that education philanthropy was difficult, in part because it is easy to 'fool yourself' about what works and whether it can be easily scaled," according to the article. It also argues that big spending on education by Gates and others "has raised questions about whether American democracy is well-served by wealthy people pouring so much money into pet education projects -- regardless of whether they are grounded in research -- that public policy and funding follow."
