No it can't, because the link between the two photons is the observer. Typically they filter the data from photon sets 2 for the result from photons set 1. Which means you need the data from photon set 1 back at your base location, sent at the speed of light.
It's bogus, if you look at the latest Delft 'entanglement' test, they entangle two x-ray photons, which really means filtering out any that don't have the same spin. So they only consider the tests where the x-rays had the same spins, which they then used for a bells test, to prove that the electrons that emitted them had the same spin, which they then claim as entanglement.
But for that you would need to get the data on entanglement test back to your location, to do the filtering, so this BOGUS effect is limited by the time it takes to get the result data back to the observer to fix up the data set by filtering it for photons with the same spin!!
For the next few years the Chinese will be probing around Uranus looking for dark matter?

Look at the Delft experiment to understand why the Chinese have been suckered. The Delft 'loophole free' entanglement experiment:
Electron Alice emits a photon, which heads to location X
Electron Bob, far away emits a photon which heads to location X
Photon Alice and Photon Bob are 'entangled' at X ***
Electron Alice is then measured for spin, and electron Bob has a complementary spin by 'spooky distance effect'.
The claim is that by measuring electron Alice's spin, that *sets* electron Bob's spin to the complementary spin.
**** However, at the X, this is really a filter. The two photons are interacted, and only if they have complementary spins, is the experimental result used. If they have different spins, then the result is discarded as a failed entanglement!
So the result from the X test would need to be known at both Alice location and Bob location to fixup the experiental result.
So you could never transmit information by this effect.
It's also really bogus, Delft claims it tests entanglement, yet they filter for 'entanglement' at X, and only the photons with the same property are counted in the experiment! All they really test there is, does an electron with a spin, impart that spin on photons it emits, and the answer is yes.

I think I was probably high when thinking about it.. but would this be a feasible explanation for dark matter/energy? Disclaimer, I know nothing about physics, I've just picked up some stuff from reading here and there. And I am sure every one can poke holes in this, I can. But, can it be feasible?
I'll just give an example I guess of my thinking. When looking from one galaxy to another that appears to be accelerating away, is it possible that the galaxies are actually playing tug of war with the spacetime in between them, and if spacetime is not a solid rope but a stretching malleable substance, could the stretching of spacetime cause it to look as if the galaxies are moving away from each other? So, light traveling between the galaxies would just on be stretched causing the red shift that we see as being caused by the galaxies moving apart.
And yes, I know, this does not answer questions about all of the oddities that made us come to the dark matter/energy conclusion, e.g. stars at edge of galaxies orbiting faster than expected. Although for that.. I kind of imagining a whirlpool effect on spacetime where closer in towards the center of the galaxy spacetime is so stretched that it appears as though the stars near the center are moving much slower than they actually are which would account for the discrepancy for faster orbiting stars on the perimeter. But, this one seems to have more holes in it.
I always hated the dark matter/energy explanation and it just feels like pulling some random variable out of ones ass to balance equations.

I think I also have a better thought experiment to show why entanglement could never carry information.
I will pretend entanglement is real. Consider 'Quantum Eraser' as a proof of entanglement.

Two detectors, DP and DS. If entanglement is real, then the act of detecting 45 degree photons at DP causes the photons at DS to be 45 degrees polarized.
DP and DS are connected by a 'Concidence circuit' which selects only the experimental result at DP when a photon is detected as DS.
Now suppose DS and DP are separated by light years.
So we use the polarizer as a semaphore, putting it into the stream and removing it, sets the property of the light measured light years away, 'instantaneous'.
So now place DS and DP close together. Put the conincidence circuit on Mars. Now you put the filter in front of DS but the result isn't know till both DS and DP signals reach Mars and the result comes back from Mars. Photons are detected at DP, but they don't correlate to interference fringes, they are more like noise. Until you get the result back from the coincidence circuit, you don't know which photons to pay attention to.
Hence the 'entanglement' actually happens in the coincidence circuit.
So even assuming entanglement is real, it could never be used to carry information and this chinese experiment could never have been devised to test this.
(But it also shows the bogus nature of the experiment, the coincidence circuit could be *removed* while the data is on its way to mars, the detection has aready happened, yet no entanglement can be detected!).

I have a question. You know how the voyager space probes made it as far as they did and the tiny, tiny, mega super tiny force in one direction that was unknown was determined to be the equal and opposite reaction from infrared photons leaving one side of the craft? NASA noticed something that tiny and verified it with calculations. If dark matter existed, wouldn't that have had a similar pull on one of the probes? It traveled through the entire solar system and saw absolutely no gravitational interference at all from unknown mass. I'd consider that a pretty effective probe that's accidentally looking for dark matter.
If they think that finding and understanding dark matter is what China hopes will make them a military power greater than the US
I just read an (old) article this morning about using gold and DNA to detect dark matter.
I'm not a physicist and really know nothing about the subject, but it would be interesting to know if the Chinese are attempting to detect dark matter using the aforementioned substances.
