Suspicious Packages Spotlight Vast 'Mail Cover' Postal Surveillance System (fastcompany.com)

tedlistens writes: As law enforcement investigates possible mail bombs sent to prominent Democratic Party figures and liberal activists, the tools available at their disposal include digital images and delivery metadata commonly associated with mail sent in the United States. The U.S. Postal Service regularly photographs the front and back of every piece of U.S. mail, or about 150 billion parcels, envelopes, and postcards every year. A longstanding practice known as the "mail cover" program enables law enforcement to obtain address information and images of the outsides of mail as part of an investigation without the need for a warrant through the Postal Inspection Service, the U.S. Postal Service's policing arm.

According to a report from CBS News, authorities are currently using "data analytics" to spot similar packages to those identified as containing bombs. Images of packages shared with the press show a common return address, using the misspelled name of Representative and former Democratic National Committee chair Debbie Wasserman Schultz. The Postal Inspection Service doesn't generally comment on its investigative techniques. As part of the mail cover program, mail is routinely digitally photographed as part of the sorting process and even available for recipients to digitally preview in some areas. Apart from threats like bombs, the department says its main focus is on mail theft, fraud, and narcotics cases.

      The exterior of all mail is considered to be public information, including post-cards. There is no expectation of privacy.

      Want to write a post-card without making the contents public? Put it in an envelope, simple as that.

    So they say they were delivered by courier.. But couriers wont take packages with postage on them, and again.. .No shipping labels, no barcode.

    So they say they were hand delivered. This guy drove up and down the coast and delivered all the packages within a few hours of each other?

    How the fuck is this supposed to work.

    Should I believe this goofball had a whole team working with him?

    They said one package couldnt be delivered, so it was sent back to the return address.. And yet, NO FUCKING POSTMARKS ON THE PACKAGE.

      If what you say is true, the USPS and FBI have to be in on this plot. Do you think two organizations of that size could keep this quiet if it was a hoax. Not everyone at USPS or FBI is vehemently anti-republican so this would leak. Use common sense before you post nonsense.

      WE already know the USPS detects and intercepts explosives sent through the system. You can assume any bomb looking device you get is inert.

      [different AC] While it's likely that publicly available photos only represent a small subset of the actual packages that were sent (i.e. many did go though the mail with postmarks) there's still the comment in the GP post that your link didn't address, viz. why would a courier deliver a package with stamps on it and not the courier company's labeling system? The link also raised a strawman in that no one has stated that a magic marker line through the stamps (also not visible in the photos) wouldn't be considered a cancellation.

      They would have to be in on the plot because any USPS worker could see what you saw and announce it. And the FBI, something as big as that would have to be quite extensively spread.

      For this to be a hoax you would literally have to have the entire USPS onboard not to announce the "no stamping thing" and out it as a hoax... and probably dozens of FBI agents. Like most conspiracy theories- you'd have to be nuts to believe it.

More to the point, I have actually received stamped mail that has no cancellation marks. Furthermore, the reports are that the packages, or majority, were courier / hand delivered. Don't really know why you're so cranked up, unless you're a crank that believes the conspiracy nonsense.

      Yes, something can be delivered without the postage being canceled. It's very, rare. It's also much rarer for something to have NO postage marks at all. To suggest that these packages could have gone through the USPS in any normal fashion is bullshit. If we had 1, maybe. 2? There's an outside chance. But all of these? Fuck off.

      As for hand delivering, nope. The narrative is that this was a lone, right-wing nut with a crazy van. He COULDN'T hand deliver all of these.

      As for couriers, nope. They generally won't take shit with postage, generally slap on their own tracking tags, generally won't take a bunch of shady looking packages from a dude with an obviously fake return address targeting a bunch of political people, etc.

      There exists a courier business that picks up and drops off US mail for business clients at the local post office. I see them all the time. They show up with a plastic tub full of mail and walk it up to the commercial service window. And they have keys to a half dozen PO Boxes to pick up clients' mail.

      It's possible that Sayoc hired one of these people to drop packages off. Hence the reference to a courier. And I imagine that postal workers drop their guard when they see the same guy they do every day hauling in a bunch of packages. "Sure Bob. Just pile them up in the corner and we'll get to them when we can."

      It surprises me that anyone is surprised by this. The USPS does more tracking of everything imaginable than Google, it's nearly impossible to send something of any real size anonymously. Which also surprises me that the guy sending the bombs wasn't aware of this.

      Mind you someone doing what he did clearly wasn't in any rational state of mind, so I guess not knowing you'd get caught almost immediately comes with that.

      The first priority is to institute a check against the lunacy coming out of the White House. This is absolutely essential because Donald Trump doesn't think, he just spouts whatever happens to pop into his deranged brain at the moment, and because he's president, it suddenly becomes policy. Cruel, real life things, like separating children from their families and restricting rights for women and minorities. Perhaps we can curb his use of stochastic terrorism that leads to incidents like the one we are discussing.

      Once that is accomplished, maybe we can focus more on policies that help people instead of actively hurting them. Healthcare for all would be a good start. Certainly that would benefit more people than some inane wall.

      So, two stories about tracking packages at the USPS:

      1) Earlier this year my wife and I ordered a piece of furniture on eBay (a flat-pack, DIY assembly sort of thing for some cheap storage we needed). The furniture didn't arrive on time, and the seller was unresponsive, so we initiated a dispute ten days after the original delivery date. The day that eBay was set to close the dispute in our favor by default, the seller suddenly posts a tracking number that proves the item was delivered to our ZIP code two days before the guaranteed delivery date.

      So, off to the USPS office we went to sort things out, figuring that someone had misrouted or stolen our package. The guy there was able to pull up the tracking number and quickly discovered that, rather than being delivered to our address, our package had been delivered to a local Cracker Barrel restaurant instead. "Cracker Barrel has our furniture?!", my wife asked incredulously. "Furniture? No. It's a padded envelope from Amazon", came the reply. He flipped his screen around to show us the picture of the package, taken by the postman as it was being delivered to Cracker Barrel. The man in the office was kind enough to print out a copy of that image, which clearly showed a medium-sized padded envelope bearing the tracking number given to eBay by the seller.

      With that printout in hand (as well as the fact that the online tracking information listed the item as being a lightweight package), we were able to successfully appeal the decision and receive a full refund. Oh, but first we had to file a criminal complaint to the FBI, submit proof we had done so to eBay, and then receive notice from eBay that they were only extending the courtesy of a refund to us this one time, but that we'd be on the hook for the payment if anything like this (i.e. someone takes our money without sending us anything) should happen again.

      To say the least, my wife hasn't used eBay ever since (and I've only used it via a credit card so that I can initiate a chargeback if need be), but, man, did the USPS come through for us that time.

      2) A music store where my wife worked once rented an instrument to a customer who absconded with the instrument without ever making a payment. After multiple attempts at contacting the person failed, the store tried to file criminal charges so that they could make an insurance claim. The police told them that they needed to prove they had attempted to contact the customer first, which meant sending a letter via certified mail, as you do in these situations.

      Fast forward a month and my wife was on the phone with USPS because the letter's tracking information showed that after going to the correct city on day one, it then took a detour on day three to a city a few hundred miles away, which is where it had been for the remainder of the last month. Once she was able to get on the phone to talk to the support representative, the rep agreed that the letter was simply lost, told her that the store would need to send another letter, and suggested that maybe the store should send it via certified mail this time...words that the rep promptly ate once they realized it had been sent via certified mail.

      For an extra dose of irony, my wife spent 15 minutes on hold before she was able to talk to the support representative. As she waited on hold, she was told repeatedly by a pre-recorded loop that if she had any concerns about her letters or packages arriving, she should use certified mail. It's apparently guaranteed to arrive.

    If you understand how OCR scanning works, you'd know they *have* to image the envelope, look for something that vaguely looks like an address (in various positions, orientations, etc), parse it, then route it through the sorting machines, etc all within seconds. It makes sense to store those images for training the software (wait until you find out that google stores your "ok google" requests, especially ones that it can't understand and sends them off to folks who manually listen and try to discern what the fuck you're asking for, etc.. and I'm not surprised if law enforcement can get at those records.

      Well, yes, it's understood that they've been scanning packages all this time. But I don't think it was generally known that they were saving those images on disk for the long term. I always thought they did the scan, then printed a code on the package with the result, and that was it. I would not have expected they'd store any images except for the problematic ones.

    I expect that this what Netflix uses to speed up delivery of DVDs. I regularly drop a DVD in the mail and Netflix will send out the next one in my queue well before the returning DVD will have made it to their wharehouse. So on one hand creepy, on the other hand faster turn around time for their service.

      Interesting note: The post office will deliver mail addressed to their street address and my PO box number (as if it were an apartment address).

      Another interesting note: Federal law requires that I keep the post office informed of my actual residential address. Many years ago, when I moved, I went to my post office to fill out the requisite forms.

      Me: "I'm moving. What form do I have to fill out to update my residential address on record for my PO Box?"
      Clerk: "Oh, so you'll be giving up your box? Where would you like your mail forwarded?"
      Me: "No. Keep delivering my mail to my PO Box. I just need to update my address."
      Clerk: "I don't understand. What are we supposed to do with your mail?"
      Me: "Keep putting it in the little box over there. But I need to change my residential address, which is ... " (In an adjacent town)
      Clerk: "But we don't deliver to that location. You'll have to contact the post office in your town to arrange for delivery."

      After a few more minutes of playing 'Whos on first' with the clerk, I just thanked him and walked out. To this day, I'm not sure they know where I live. If this clerk ever came across a bomb, he'd probably start chewing on it.

And the crime would have been about records retention, not classified info anyway.       But the party angle isn't really about the bombs. I'm willing to accept this guy is just insane. It used to be that the parts of each party implying violence is okay were shunned by both major US party organizations. But the GOP doesn't do that anymore because the person making the incitements is their president, who in the US system is the de facto leader of the party. This is just more of the GOP's "win at all costs" attitude. Lie, cheat, steal, scare, incite, all appear okay from the GOP side.     In America, we don't have trials to prove innocence. If someone has not been pronounced guilty by an actual judge after a trial, then they are not guilty by definition.

    This is one of the things that causes me to chuckle when people express the belief that they have successfully gone off-grid. There is a near zero possibility of that. Luckily, most of the true capability of the intelligence systems goes "unused" because public use of it would reveal it and cause the more important targets to be more cautious.

    Another thing that is extensively tracked is cash. It can't be tracked hand to hand in a mass fashion, but it can be tracked machine-to-hand and hand-to-machine. Dispensing systems have been tracking cash for years. Knowing the serial numbers of every bill issued or received and the account the transaction was associated with allows for some quite valuable tracking. Statistical analysis makes up for the fact that the tracking is partial. This ability is more closely held than the postal capabilities.

    There was a case in WV a few years ago where a murder suspect was apprehended due to the license plate scanners at an Interstate choke point picking up a license plate. Highway Patrol was on him in minutes. It is surprising they used the information or at least that they let it be disclosed that that is where the intelligence came from. The government's network of license plate scanners tracking nationwide travel is pretty quietly run and rarely publicly used. Instead, they pretend that the private contractor run systems providing similar intelligence are bigger. Really?

    Of course we have all of the scanners at airports, but how many really realize the extent of that system or that it collects and stores the data instead of just using it at the moment? Does everyone know that body odor is like a fingerprint and the sniffing systems all store that fingerprint correlated with identity via facial recognition that is boosted in its effectiveness by monitoring of the ticketing systems to narrow who is supposed to be in the airport? That the same is true of gait and the airport videos are used to capture the data for gait analysis to attach to that ID as well?

    Truly though, the ship has sailed. The key now is to make sure we never elect a government who will employ the resulting big data cache in combination with massive AI systems to enforce everyday criminal law on the millions instead of using it to protect the nation from the next 9/11. If that were to happen, we'd quickly be in one of the dystopian stories about what happens when technology is employed to attempt to enforce someone's idea of the perfect good. Those stories never turn out good unless they end in fantasy ("The Truth Machine" was a disturbing example of a delusional good outcome).

    That latter statement is not "she's innocent" or "there's no evidence", it's a pretty clear "there is evidence" and "no reasonable prosecutor would bring such a case." He's right, no prosecutor is going to waste the time and effort to counter every legal maneuver that Clinton's team would make to try to avoid a guilty verdict. And nobody wants to take down the golden girl who "won the election" (if only the rules for how to win the election were different!)

    I'm pretty sure this was originally implemented to scan the addresses and ensure the delivery point barcode matches the written address. The same system also spits out a new barcode and sticks it to the mailpiece when this happens (or if there was no routing barcode). The postcode has 9 digits and there is a delivery point containing two digits (Typically the last two digits of the address for a house, apartment number for an apartment building, a few reserved values, etc.). These 11 digits are a full routing to any address the USPS services. Theoretically the mailpiece could be delivered with the address being zip+delivery code. For the White House's official address, it would be 20500-0004-99 (99 is a special-meaning delivery point, which in this case I think means there is only a single address on this zip+4, like PO boxes). I don't believe they allow this form of addressing (it would be confusing to the human mail carrier) but it could technically work with only slight changes to the system.

    So since it has determined the 11 digit number, using the OCR scan for alternative purposes (Informed Delivery & security-related purposes) could be easily associated with the delivery address. So it must have been quite trivial to search that database and identify which post offices the scans for those packages were done at, ultimately making the policework straightforward.

    As for them collecting this information and using it in this manner, it's totally a reasonable usage. The law enforcement activity by the Postal Inspectors was clearly warranted by the obvious sending of unmailable manner in violation of postal regulations and federal law.

    But I'd have a big problem if this kind of information was provided to someone in association with dirt-digging or for analyzing who non-violating mailpieces were being sent between. That should be considered out of scope and disallowed.

    So, on the one hand you've got a rapper famous for smoking marijuana and saying stuff like "For shizzle" making a video where everyone appears in clown makeup and a toy gun that "fires" a tiny sign that says "Bang" is used to shoot a "Trump" clown and on the other hand we've got the actual President of the United States calling the press the "enemy of the people" and saying it's "unfortunate" that people expect him to have a coherent response to Khashoggi's murder.

    Trump has called for police to rough up suspects and for his followers to attack those who don't support him at his rallies. He even tweeted that Snoop Dogg deserves "jail time" for exercising his First Amendment rights.

    He literally said that anyone who can body-slam a reporter is "my kind of guy". That's a guy who plead guilty to a violent crime.

    No wonder Snoop doesn't share his joint with the clown in his video.

    "False equivalency" and "snowflake" are a couple of things that come to mind.

    Yeah, I've found Informed Delivery handy, particularly when watching out for a particular letter. Also, it's occasionally handy for adding a bit more debugging data for delivery snags. E.g., I live at 999 E Bargle-bargle Lane, and regularly find mail destined for 999 W Bargle-bargle Lane in my mailbox. The fact that it also shows up in my Informed Delivery emailing tells me that the problem is with USPS routing software, not with my local mailbeing. The misrouted mails generally appear to have WEST spelled out, so that may be relevant to the glitch. There seems to be no way to communicate this to whoever maintains the routing software, but I've told enough of my local mailbeings about it that they sometimes catch it and locally reroute. I get the impression that the USPS has no way for local mailbeings to communicate such routing bugs upward, though. One other nifty feature is that packages sent to me generally show up in the package side of the ID page, even if the sender didn't pay for a tracking number. I've seen the occasional "mailpiece for which we don't currently have an image", but I've noticed that they usually seem to be things like magazines. Local flyers, coupons, etc, though, never show up in ID, only first-class mail and packages.
