I would be very curious to know if that was already discussed/planned (by Microsoft) when they allowed Nokia to become a 'premium' partner for using their Windows Phone OS a few years back

Now this would be great! But I think there are very strong economic interests against this. A common architecture would mean the phone manufactures couldn't keep their users locked to the platform where they have all their apps.
Nokia's share will continue to drop for a while longer. Probably until they rethink their strategy and start producing Android phones. Windows Phone is a dead end.
