The problem is way too complicated for just simple test scores.
Education Success is spread out across these factors. I think prioritized in this order.
Involvement of the parents - Parents are largest aspect to a child's education. If the parent doesn't care about the child education he will most likely not bother with education.
Overall Environment - how safe the child feels. Does the environment encourage learning. Or is it about who is the toughest.
Child's genetic traits - Now almost everyone has some sort of learning disability, this isn't about that, but for children with higher level that can prevent learning.
Child's own ambition - Now if the kid doesn't want to learn he won't
    Finally...
Quality of the school and teachers - Granted extreme incompetence will make things worse, but with the most middle rung teacher, who is teaching because they are afraid to taking more math classes in College, and doesn't know what else to do with their life. Still won't do too much harm if they do their jobs.

Charter Schools/Private look impressive because it gets the students with parent who care enough to get them into charter schools, and creates a better environment for them to learn, not because of the school, but because the kid is in a school with other kids who want to learn.

Other then focusing on schools, we need to change the focus.
    1. Reduce Crime and Crack Down HARD on Gang activities. Big cities and small towns, needs to be sure the child is in an environment where they feel safe and doesn't need to join a group of people just for protection.
    2. Media campaign targeted at parents, showing them that even though they got by chances are your kids won't.
    3. Encourage the media to show educated people in a good light, not the anti-social nerds.

After that then we can focus on what the teachers and schools are doing.

The move from PC to Tablet is like the move from Mainframe to PC.

Now here we are on the verge of 2014 and the Mainframe is still around and new ones are being made, However they are being used in far more selective usages today compared to 20/30 years ago. Now when businesses and people started adopting PCs as their main computing method we got a lot of the same complains.
PC are just toys, PC don't have enough processing power or memory, the throughput isn't fast enough, the bus is too slow, you will be better off having a mainframe then a PC, due to the ability to scale and a single place to maintain software...
Now the PC and PC based servers have mostly taken over the market, the mainframe isn't dead but it is used in particular areas where it performs very well.

Now Tablets are out and the old PC folks are complaining about many of the same issues. However as I see it it won't kill the PC, but it will not be a Personal Computer as much any more but a Workstation. For software developers, engineers, and people who really need a lot of extra processing power. The Tablet will be the computer that average Joe uses at home, and perhaps at work, as it does what they normally need to do. There will be new software designed to take advantage of the tablets advantages which will mitigate its disadvantages. As well each new version will have more power and be more useful over time.

The PC had a good run of 35 years. That is a really good range, and they are not going to die soon. But it is time for the PC to be less of a personal computer and more of a work station... And you know this can be a good thing. As the PC become more tuned for computing professionals a lot the baby UI features can go away and we can get a system designed for real powerhouse work.

The idea of the Apple Tax is a myth.
The reason for Apples higher cost per class, is the fact that they don't have as many options as their competitors have.
For Dell, HP there are dozens of models that allow you to pick and choose what you want and don't want. Apple has less models and the features are grouped together. Don't need a back lit keyboard on your laptop, if you getting an apple you may have to pay for it anyways.

So if you build a System that matches the specs as closely as possible to an Apple system you more or less pay the same price.
However if you try to match an Apple system with one of the many PC specs chances are you will find the PC cheaper, because Apple with have features that you are not caring to match up.

Fermentation is a good way to preserve the calories so you can hold on to your food in times of famine. Allowing people to gather more than they need. Allowing for sharing, trading, creating rules to insure fair trading, having a large stock of food that can last seasons means people can stay in one location, build better stronger buildings, which then can give people time to figure out how to grow their own food, manage livestock. I think people just like being outraged.

We like to feel like we are on the moral high ground. For many people the only way to do that is to be outraged. So the fact we are outraged it makes us feel good, because it makes us feel like we are a better, more moral person.

Why do you think there is so much outrage on a lot of stupid things, because the stupid things stupid people have opinions on.
Here are some of my favorite things I see people get insulted about.

Sex: We all think about it, so we have some sort of opinion about it. So Homosexuality, Abortion, Birth Control, Rights and privileges of your and your opposite sex, are very popular. Either you can be strongly for or against it, they are full of stupid platitude, almost all of them avoid the root issues that are involved.

Family: We all them. There where we get issues of Race (Your super extended family), Family values, such as discipline of children, education, Your general political stance Left or Right, which is often based on how your were raised, as well as religion.

Religion: Strong view for yours or lack of yours, Religion often ties to the other things as well, and gives people who cannot make up their mind their stance on something something to follow. Even Atheists will use the fact that they are an atheists and take the opinion of the other atheists to take their moral stance on issues.

Usually if we have all the facts and are knowledgeable about both sides we are rarely so outraged by it. As normally both sides of the issues tend to have a sense of rational behind them past the Groups platitudes. This doesn't mean you that you need to take an it is all good attitude, but at least not getting outraged all the time.

As for the Sacco tweet... It was just a joke that went off. First Aids and STD Hits the Sex issue, then she tossed Race into the mix, so it cause automatic outrage. However I think the point of the Joke was to raise awareness of the high levels of AIDs in Africa with a disproportional amount happening in its native communities. Sure it was a stupid idea of a joke, but for the most part I would just let it slide, as it isn't really worth getting upset about.
