You do realize that in the arena of broadcasting, the government has a DUTY to make sure the players are playing fairly. There is no broadcast TV without government intervention.
THe problem is, this particular market absolutely requires government regulation, as the players in said market have proven over and over. From rigged game shows, to outright lying in news broadcasts, the TV people brought it upon themselves.
Communication between humans need not be protocol bound for meaningful information exchange to occur. You only make yourself look like an idiot for insisting on this instead of just parsing the information from the context.

The great thing about emulators is that you can blunt the harder parts of almost any game if needed. For example, the NES emulator i use on DS has a rewind time button mapped to a shoulder button, its fantastic. Add in save states, game genie code and any game can be looked at painlessly for nostalgia, just like we can use Fast Forward to skip stupid parts of bad movies.
It really depends on if the person is an adult or has some power or influence over the children. Adulthood, by its nature has power over children, so in that case, guilty. If you coerce the children with threat or violence, guilty. If you exert power in any way (even passively by virtue of being an adult instructing a child), guilty. If it was a minor casually mentioning it to another minor, not guilty. If it was a minor forcing it, guilty.
What you dont get is that once a crime has been committed, all those LEGAL things come under great scrutiny, and they will attempt to burn you at every stage. Once an illegal act has been exposed, the entire chain of events becomes suspect.
Unlike most humans, when i see seemingly arbitrary rules, i tend to examine the situation to determine if I find the rule justified or at the very least i can deduce the reasoning behind it. I can see the sign alone is justification enough for you.
I think this is an apt discussion. All the basic tools like FTP, SSH etc on mobile are made by weirdo, fly-by-night companies, mostly re-using old code. Where is the Android AOSP FTP, SSH, etc?
Your 'ends justify the means' logic is pretty weak. You claim its wrong for me to judge other beings of similar stature when they make unwise decisions because their biology demands it? Then you go on to claim that it is right and just, and that anyone standing in the way of making unwise decisions shall face the wrath of the hoard?
