Why would you compare XP and 98? XP and 2000 would be a far more apt comparison (with the same results) since XP is a bloated evolution of the 2000 kernel.
Why not just right click on the network manager tray icon, go to "Manual configuration.." (Which gives you a gui to create said file and doesn't run the risk of goofing formatting), click "Unlock" and authenticate, click the interface, click properties, click the radio button on static ip, click close, click close? Perhaps you need to go to a terminal and type "sudo/etc/init.d/networking restart" when done to bring the interface up with the new config cleanly.
I used to take an even more conservative approach before I stopped using Windows. I would wait for the beta of the next OS to come out before moving to the last one. Generally that signaled that the old release was actually stable. I was actually fairly happy w/Win2k, but I'm a lot happier with Ubuntu.

You missed the sentence that was important. Are public roads laid out in the U.S. Constitution? But to play to your strawman, how, exactly, would you fund road construction without income taxes? Plan on paying a toll every time you set out on the road? In my experience, the input is just as inconsistent as you make it. I can (on good nights) bowl in the 250 range, but if I start losing my form, I degrade down into the 190's. An inexperienced player (with the same Wiimote) tends to throw below 100.
So tax money should be handed out to pay for the educations of a few select "talented" individuals? Most scholarships are funded by your tax dollars at public universities. Oh yeah, they better not go to the State University or Land Grant University system either, since that's 30% tax funded.
