This makes me wonder why the US stock markets didn't have any circuit breakers till date.

The most general solvers are the most handicapped. Even the ridiculously costly commercial solvers (Ansys, Fluent, etc.) solve a limited number of problems. I was working on a project that attempted to numerically simulate the effect of electromagnetic waves on the brain. Obviously, you need to solve the Maxwell's equations in horrible medium that is your brain. That's when I realized how woefully indadequate the commercial solvers (that claim to simulate the problem) are.

Few weeks back, I implemented a simple Monte Carlo simulation in C++ as well as Matlab. C++ was about 50 times faster than Matlab. The problem with Matlab is painfully slow FOR loops whereas the advantage is fast array arithmetic. Many people with traditional programming background do not know how to make use of the latter. There are several special tricks and functions which allow fast computations up to some level. However, if there is no way you can bypass the running of a FOR loop million times, you will get screwed in Matlab.

I have no idea what is the project cost. But I really wish the government would spend the money on development of infrastructure. When the capital faces up to ten hours of power cuts per day, you can imagine the state of rest of the country. More often than not, such large scale projects are a way for government officials to accept huge bribes. Corruption is rampant in India and I doubt that the project is undertaken for the 'common good'. It sounds good for developed nations, not for India which is still referred to as third-world nation.

No, I said one of the highest. Rankings are one thing. Reality is different altogether. The 'average' standard of living is of no relevance if the cost (economic+social) of moving to different country negates the rise in standard of living. It might be possible that one is worse off in the new country and all this without a sound justification, IMO.
