I've seen plenty of places selling licenses to run Windows, and the Windows installation media. But never have I seen Windows for sale.
In the world I live in, you buy license to run software, and are bound to (some - based on your jurisdiction) the terms of the license. You don't like Windows EULA? Buy a Mac. Don't like their license? Agree to GPL conditions. Think GPL is viral? Use BSD software...
Just buying the Vista DVD at Best Buy doesn't entitle you do whatever you want with it.

When you buy that disk you can do anything you want with it and its contents unless you signed an agreement stating you wont. what you cant do is DISTRIBUTE copies without permission from the copywrite holder. the MS EULA is not valid becous you dont even see it untill after the sale.
No contract can apply to your use of something you buy unless you come to an aggreement BEFORE the sale.
The GPL and BSD are DISTRIBUTION licenses giving you permission to distribute the software under the stated conditions. you receive them with the software. if you dont aggree to them you have no permission to distribute.
If your going to install visa using virtualization whats stopping you from using basic? Assuming you bought the software and hardware you can do whatever you want with them.

This looks interesting at first but the arbitrary limitations placed on the PS3 seems to be a show stopper. I mean why pay $600 for a "performance" machine that isn't even given the chance to live up to its specs?
I never really stop tweaking. But just to get slackware installed and the necessary extras installed (libdvdcss and my personal apps) and setting up the x server and my desktop takes about an hour to an hour and a half ish. But that depends alot on why im setting up the machine.
I think its great that the machines must be tested and the source being available for inspection. But what about the hardware? Shouldn't they be required to use of the shelf hardware?
I think paying them to develop the software (and provide the source) then using of the shelf machines would be the best approach. That way the state can then make the software available to everyone to test for them.

Or you could use kmail. It opens all email as "text/plain" by default and has a button to display active content on an email or sender basis.
