My belief is that Oracle WILL maintain and upgrade mySQL. They will turn it into a gateway product for full paid Oracle. Its the only sensible logical business choice that jives with all the facts I know about this. Oracle has been working hard to own mySQL for a long time now. Given the investment, Given the presence of a product like paid-Oracle. It makes sense to me that mySQL will eventually become a crippled version of Oracle.
I have some background in NucEng and power making in general. The grids need very stable supplies of power. The mere fact that it changes from day to night or visversa TWICE! a day already makes solar unstable enough to be a problem. Forget clouds and all that other stuff. Wind!? Gusts, squall lines, yikes! Trying to add these things to what we got won't work. We need new paradigms to electric power gen, and much broader PHYSICAL distribution of power to really use these sources. The REAL problem of competing with Coal, Hydro, and Nuke is that those sources can turn on and give you a steady 250MW for three+ months straight without a pimple of variation. So, we have electric distribution grids built around that kind of source. We need better grids for real wind and solar.
Never allow or create a report that runs on 'current' or if possible, even data that is one day old. Use a reporting database. Have it update daily, and if-possible exclude data that is only 1-day old from report results. If you do this, they won't hit your server every 15 minutes for an update, and bug you with questions about why no change in the last 15 minutes. And, if you do the second part, they won't be all over you if the reporting 'warehouse' build breaks one day. Don't become a short-order cook with this reporting. Oh, and if possible, contract out the making of reports. Then every time they want a new report, or tweak a report, it generates a cost and that slows the production of insipid reports.
The problem is the tax-credits are for BUYING a wind-turbine. We should have refundable tax-credits for SELLING a wind-turbine. And make them structured upon the total electricity it makes. Then we would have a PRO-BUY-AMERICA bias in the wind turbine making.
The problem with the idea that you endorse is 'negative-external'. Simply put, the people who went to work at the WTS on 9/11 didn't have a choice about airline safety measures but DID have a significant cost. Given the asymmetries in the 'safety-market' I don't see how a free market approach would have sufficient drivers in it to create an acceptable level of confidence for those of us on the ground. On the other-hand, if an airline had to ALWAYS pay for every cent of damage its equipment did, well then I could see how this could sort of work.

The earth hardly has benign environmental conditions. In fact, the extreme and repeated violence of it is widely considered essential to advanced life.
But it is awesome that most of us remain so optimistic that our universe teams with life.
I knew the auto industry was in trouble when they started spending three-x on marketing as engineering. These things have value because the DO something cool. NOT because I'm told to think they are cool.
We could just simply put a 100B of Carbon Taxes into the mix and roll 100B of FICA/payroll Taxes out of the mix of the system of taxes. And let the markets find a level and repeat the process as often as needed to get the Emission rate where you want it. This would effect the markets by 1) Discouraging Carbon Emissions and 2) Reducing the Discouragement to Work.
Defence dept employees, esp armed service ones are underpaid in a manner that COSTS money already. Underpaying them by MORE will cost MORE. Even on the margin! Yet another way to reduce thier pay will yet increase loss rates and will yet again increase retraining/new-training costs of replacements and create MORE presure for retention bonuses. The theory that reducing DoD employee pay will save money is KNOWN FALSE. Sorry, it just is. This won't work, it will have the opposite impact. Keep trying, and you will come up with something, but be sure to consider retrain, new-train, and retain costs whenever you want to play around with pay.
The current popular theory that these games let people KNOW about violence, is pretty much patently unconstitutional.
To me, the flaw in anti-violence-depicting-video-game statues, is the niegh-unprovable theory that these video games make a user more likely to commit violence in the real world. It seems to me, that if regulators went after these games on the grounds that the games make violent people more EFFECTIVE at violence. I.e. the games infact teach and refine effective fighting strategies and techniques. And thus banned the games on the same theory that silencers for guns are banned, then such a regulating body would at least stand a chance.

Is it a reasonable accomidation to charge extra only for the extra cost?

That would be formal written notice. I want to buy one of these OLPCs for my kids. The OLPC are looking for market so they can sell millions, and are ignoring the most obvious one. U.S. consumers looking for mid-priced items for kids. I would guess that is a 1-10 million unit market. The problem with Moore's law and PCs ultimately is that inorder for Moore's law to be broken, all that is required is totally or partially satiated desire for performance needs to be a factor significant enough to be clearlly observable. Obviously, this has to come at some point, why not now?

and The FAA is asking to charge ME a fee everytime I call them on the radio and tell them where -I- am.
