As cool as this would be, I have serious doubts about it's success. The US ends up carrying the majority of the financial burden, Russia and others claim unending delays, somebody gets pissed off and refuses to cooperate, etc. I'm all for space exploration, but this isn't really the best method. Perhaps individually/organizationally funded private projects would be more effective, as there's a bit more initiative to get the operation off the ground... so to speak.
