I didn't say every single person will try to spend as much as possible when they don't have to pay the bill. I said they aren't incentivized to control spending. That's true.

College tuition is in bubble territory right now. That bubble is in the process of bursting. Kids with money are the way to prop things up for as long as possible. It's as simple as that.

I'm speaking as someone who interned one summer for a government job, my wife worked at a county government, and my mom spent an entire career in state government.
I would think people who are still on Windows would be more willing to take a look at getting a Mac if they have to learn a new UI anyway. Although I'm sure it wouldn't hurt Linux, but I don't see a mass exodus of Windows users to Linux.
Not to go Godwin, but Germany, for the time, was pretty advanced educationally. Soviets didn't do too bad for themselves. I'm sure the Gulag Archipelago testifies otherwise.

I'm not saying the S3 or S4 are bad phones, but I think we can be sophisticated enough to worry about overall experience for what you are trying to accomplish.
Maybe I want a faster processor and lower battery life. But I agree with you. I don't see the killer app that requires a super-charged CPU.

You're assuming that all their money belongs to the taxpayer. It doesn't. It belongs to them in the first place.

It's just basic economics. When you aren't spending your own money, you aren't incentivized to control costs.
A lot of labor laws that are viewed as pro-labor were actually laws to prevent blacks from entering the market, since they would work for less money.
